How can you make a difference?

Objective :

The primary function of this consultancy is to support the functions of Data for Children Unit in generating, capturing, structuring and sharing up-to-date and robust knowledge through:

  • Increasing availability of quality up-to-date evidence, data, and analysis on children rights, including relevant SDG indicators, through national system strengthening and capacity building ;
  • Support the development of data collection tools, analysis and dissemination ;
  • Support the capacity building of national partners in the use and quality assurance of data ;
  • Support the monitoring of, and reporting on, the situation of children and women for more inclusive and equitable decision-making and public debate.

Methodology :

For completing contract deliverables, the consultant will apply a mix of qualitative and quantitative analytical approaches, methods, and tools. S/he will provide all the needed support to the SPME section and Data for Children Unit to support UNICEF Egypt Country Office Program and government partners in evedience generation and knowledge management.

ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE :

Within the delegated authority and under the given organizational set-up, the consultant may be assigned the primarily, shared, or contributory accountabilities to support the D4C Unit for all or part of the following areas of major duties and key end-results.

  1. Knowledge Generation:
  • Support the review of compiled database (Child Digest and SDG) with CAPMAS;
  • Support the review of data collection tools of SYPE and FGM surveys;
  • Support the review of policy papers and briefs with CAPMAS, IDSC and JPAL.
  • Support the call for papers and Confernce with FEPS, IDSC.

Deliverables

1 database is compiled, reviewd and available

2 survey forms reviewd and available (english and arabic)

5 Briefs/seminar notes finalized and published

2 Conferences with FEPS and IDSC implemneted (Nov22)

Monthly payments will be processed upon delivering and accepting, by the KM Statistics Officer, monthly progress reports of deliverabels.

  1. Knowledge Capture: Support the quality assurance of FHS, SYPE, FGM survey reports.

Deliverable

3 reports (FHS, SYPE, FGM) are reflecting received comments and reviewed.

  1. Knowledge Structure: Support the activities to develop Egypt Data Platform for CAPMAS.

4 training courses are coordinated and delivered to CAPMAS

1 Data Platform for CAPMAS is developed with all agreed on components (Dashboard, Mobile application, Visualiser)

  1. Knowledge Dissemination/Sharing: Support the update of ECM platforms with knowledge products and tools.

Conditions of work :

The consultant will work under the direct supervision of the KM & Statistics Officer and the SPME Section Chief. The consultant will work in collaboration and support of the SPME section.

The consultant will submit a monthly progress report to the KM & Statistics Officer for review of work progress. This report will be used for performance. Monthly payments will be processed upon delivering and accepting monthly progress reports and against accepting and approving deliverables by the KM & Statistics Officer.

This assignment is a full-time office based in Cairo, subject to the Office COVID-19 SOP and regulations. Teleworking arrangement, within a limit of 6-8 days per month, can be arranged after prior discussion and agreement with the direct supervisor. Reporting to manager at UNICEF office can be done remotely, as per the schedule agreed with the supervisor.

 

To qualify as an advocate for every child you will have…

  • University degree (preferably advanced) in one of the social sciences, covering at least one of the following domains: Information Management, planning, monitoring, evaluation, economy, survey implementation, statistics ;
  • 3-5 years of relevant professional work experience in Research, Monitoring and Evaluation ;
  • 3-5-year technical knowledge/expertise in managing, maintaining and analysing data ;
  • 3-5 year working knowledge in survey methodology and data collection tools ;
  • Fluency in English and Arabic languages, spoken and written, is required.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
