Background and Scope of Work :
- Develop a comprehensive map of the institutional and legal context and the coordination mechanisms in social protection in Angola; (SP&PFM Programme) ;
- Support the development of the framework and legal institutional documents for strengthening coordination, with the key stakeholders; (SP&PFM Programme) ;
- Develop and test operational tools and procedures for linking existing committees and support the function of the National Social Protection Committee (to be established); (SP&PFM Programme) ;
- Develop operational tools for the implementation of the National Social Action Policy at decentralised level (in particular the axis of the Municipalisation of the Social Action) jointly with MASFAMU, provincial and municipal governments (focused in APROSOC Municipalities) and support capacity building activities at central and decentralised level. (APROSOC) :

To qualify as an advocate for every child you will have…
- Bachelors in Management, Economics, Public policy, Social Policy, or related development sector area ;
- Candidate should have a minimum of 10 years of professional experience in public policy and/or public finance, particularly in the field of social protection, preferably with direct experience and/or providing technical advisory in the coordination and implementation of programmes in the social sector (preferably social protection programmes) ;
- Minimum of 5 years of working experience in Angola ;
- Fluency in English and Portuguese is essential ;
- Work experience in both central and decentralized levels will be preferred, with particular focus in the social protection sector ;
- Management, Economics, Public policy, Social Policy, or related development sector area ;
- Willingness to immediately take up the assignment.
