As part of Our Common Agenda, the UN Secretary-General convened the extraordinary Transforming Education Summit to focus efforts where they are most needed to drive progress toward SDG 4. It was motivated by the pandemic’s effects on education systems and the subsequent impact on efforts to address today’s major development challenges. Various global initiatives have emerged from the consultations and several commitments to action were presented on Leaders’ Day on September 19, 2022. Tanzania and fully embraced, led, and has engaged in the Transforming Education Summit (TES) and at the 77th UN General Assembly including the African Union Commission led side meeting titled “Transforming Education in Africa: Past, Present, and Future” on September 20, 2022. This event resulted in a declaration by the African Union’s Heads of State and Government with the common goal of making education in Africa better, more innovative, and inclusive. African Union has therefore designated year 2023 as the “Year of Education” for Africa. Through the adoption of this declaration, each African Union country is expected to translate it into a roadmap with concrete actions. Tanzania’s government committed to efforts to strengthen Inclusive, equitable, safe, and healthy schools, Learning and skills for life, work, and sustainable development, Teachers, teaching, and the teaching profession, Digital learning, and transformation in its statement during the TES. This includes working on increasing education financing to reach 20% of the total budget. Furthermore, as Tanzania embarks on education sector reforms, this will be aligned with the implementation of the youth declaration, which will focus on meaningful engagement of young people in advocacy for TES commitments.

 

How can you make a difference?

To provide technical support for the high-level government and engagement of young people in the follow-up to the AU high-level event, including a roadmap for the implementation of Tanzania’s TES commitments.

Expected results

UNICEF will collaborate with the ministries (MoEST, MoEVT, and PO-RALG), development partners,and other sector platforms, as well as the Eastern and Southern Africa Regional Office, under theoverall guidance of the Government and the chief of education at UNICEF Tanzania -, and the following results are expected: –

• Support government to align its current policy and curriculum reform to TES commitment
• The multi-sectoral consultation framework is strengthened including meaningful engagement of young people in advocating for education both for Tanzania mainland and Zanzibar
• A roadmap for the implementation of Tanzania TES commitments is available focusing on all TES thematic tracks
• Advocacy materials and young people engagement for the declaration of 2023 as the “Year of Education” for Africa are available
• Any other task requested by UNICEF.

This work will be conducted in three phases:

•  First Phase: An inception phase, including inception report, inception meetings with the Ministry of Education, Science and Technology and key stakeholders in Tanzania, and other tasks as relevant, will result in a report that outlines the proposed plan, process, and timeline (detailing in-country inputs/TA) for the completion of the Transforming Education Summit follow ups.
•  Second Phase: Support government to facilitate and document high level policy dialogue meetings and events on the education reform process and curriculum review including young people
•  Third Phase: Develop a strategy to support the government of URT to implement TES deliberations including high level advocacy plan.

Specifications for each will be agreed in discussion with the MoEST, MoEVT and UNICEF.

•  Deliverable 1 – Lead the inception Report [15 January 2023]- 30% of contract value
•  Deliverable 2 – Documentation of high level policy dialogue meetings and events (40% of contract value) [ 31st March 2023]
• Deliverable 3 – Tanzania strategic plan for TES deliberations (30% of contract value) [30th April 2023]

PAYMENT SCHEDULE.
Payments will be made upon submission and acceptance of the specified deliverables in the table above under section TASKS, DELIVERABLE AND TIME FRAME. UNICEF reserves the right to withhold all or portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered or for failure to meet deadlines.

ASSESSMENT / SELECTION PROCESS AND METHODS

• Evaluations: The applicant should submit both technical and financial proposal which clearly stipulate how the work will be conducted. The Financial Proposal should include all costs of this assignment including fee, travel costs, accommodation as UNICEF will not pay any DSA.
• Proposals will be both technically and financially evaluated. The technical part will carry a weight of 75%, in which the consultant will put clear his/her technical approach to ensure quality attainment of each deliverable and the consultancy in totality. The financial part will carry 25% showing the proposed budget breakdown of consultancy cost for each deliverable (fees, travels and accommodation) and eventual total consultancy cost.

The consultancy is based Dar Es Salaam, Zanzibar, and Dodoma, with travels to selected regions

To qualify as an advocate for every child you will have…

• Must have master’s degree in education, policy, or similar areas
• At least 10 years of experience in this field of education management
• Education sector coordination, policy, and plan formulation, including sub-sector and multi- sectoral components.
• Monitoring & evaluation.
• Capacity building.
• Professional technical and non-technical writing, editing.
• The Consultant should be able to effectively engage and coordinate with other available technical expertise, such as the Education Sector Policy and Planning Adviser within the Ministry of Education, national experts contracted by the Ministry of Education, and expertise available through UNICEF and other partners.
• Written and spoken English and Kiswahili is required

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors.
