In the 1970s UNICEF established presence in Yemen to respond to the urgent needs of children in the poorest country in the Middle East. In 1991, Yemen ratified the Convention on the Rights of the Child, and it was enacted immediately.  Since then, the country has been making steady progress for children until it plunged into a brutal conflict in 2015 but even before that, Yemen needed large amounts of humanitarian assistance.

In collaboration with local authorities, non-governmental organizations and community partners, UNICEF is working in all the governorates in Yemen to respond to the needs of children throughout the country with a continuum of services to help children survive and grow to their full potential through the following programmes: HealthNutritionWater, Sanitation and HygieneBasic Education, and Child protection.

How can you make a difference?

The Finance Assistant GS-4 is a support function under the Senior Finance Associate GS-7, Sana’a that contribute to the efficiency of the Finance Unit. The Finance Assistant will be responsible for providing a variety of specialized tasks in finance functions, ensuring accurate and timely delivery that is in compliance with UNICEF financial rules and regulations, whilst demonstrating the capacity to research, adapt and evaluate irregular cases, and to recommend improvements to process delivery and design.

 

Summary of key functions/accountabilities:

At the GS-4 level, the below tasks are expected to be carried out with a high level of independence.

  1. Print daily payments runs (transfer and checks) and match them with related supporting documents.
  2. Obtain daily bank transfer and checks signed from the signatory panel.
  3. Act as payment focal points with banks and initiates correspondence to verify data, answer queries and obtain needed information on status of payments and financial transactions, as required.
  4. Maintains financial archive and monitoring systems file all payments, liquidations, statements, bank slips and other financial data for day-to-day transactions and reports.
  5. Arrange and re-organize the current files to be archived sequentially per month/ per document numbers, index all files and shelves, and label all files / boxes.
  6. Establish electronic archive and upload soft scan files to VISION-SAP.
  7. If required, review payments and liquidations, ensuring accuracy by checking sources, making necessary calculations, and assuring inclusion of all relevant data.
  8. Assist on providing samples required by auditors / donors either from archive or warehouse and ensure that the are returned to the files.
  9. Assist on year-end-closure of accounts in the preparation of reports related to accounts receivable, accounts payable, prepayments. deposits, balances, etc.

The efficiency and efficacy of the Finance Assistant directly impacts on the optimum, appropriate, and effective use of resources and efficient financial recording, accounting, and reporting, which in turn facilitates management oversight, decision making and quality control.

 

To qualify as an advocate for every child you will have the below requirement:

  • Completion of secondary education is required with professional/university level courses in Accounting and Finance/Business administration considered as an asset.
  • A minimum of Four years of clerical experience in finance and accounting is required.
  • Fluency in English and Arabic is required. Knowledge of another UN language (Chinese, French, Russian or Spanish) is considered an asset.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF.
