How can you make a difference?

Purpose for the job : 

Under the direct supervision of the Health Specialist (Immunization), the incumbent administers the immunization cold chain and logistics supply operations in support of CSD programme objectives. Responsible for effective planning, implementation, monitoring and evaluation of the EVM plan in CAR, ensure deployment and maintenance of the cold chain at central and peripheral level including solar refrigerator, ensure forecasting of vaccines and injection devices for routine and SIAs, train health staff on vaccine and cold chain management, while also ensuring close mentoring of the implementation of EPI interventions in the field, in support of the Country Programme.

 

Key functions, accountabilities and related duties/tasks :

  1. Provide rapid and relevant assistance and support to evolving immunization cold chain and logistics supply needs and situations facing children and families, including emergency situations, with a priority on achieving value for money ;
  2. Implement sound, accurate supply/logistics management systems, procedures and documentation as well as regular, accurate reporting to maintain the highest level of integrity, standards and accountability ;
  3. Support UNICEF as well as Government capacity-building in order to enhance efficient, effective and timely supply delivery ;
  4. Conduct and monitor effective procurement, local, regional and/or offshore, with a goal to attain lowest cost without sacrificing quality as applicable ;
  5. Collaboration and Partnership.

 

Key End-Results :

  1. Rapid and relevant responses and assistance provided to evolving supply needs and situations, including emergency situations, with a priority on achieving value for money ;
  2. Integrity, standards and accountability monitored, administered and maintained by implementing sound, accurate supply/logistics management systems, procedures, documentation and accurate reporting ;
  3. Professional assistance and training provided for capacity-building in order to enhance efficient, effective and timely delivery of immunization cold chain supplies ;
  4. Effective procurement conducted to attain lowest cost without sacrificing quality ;
  5. Effective collaboration and partnership in supply/ procurements/ purchasing/ contracting/ logistics with internal and external counterparts developed and maintained through better coordination, communication and networking.

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.

 

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Logistics is required. Additional degree/ training in Cold Chain or related areas is an asset ;
  • A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree ;
  • A minimum of five years of relevant professional experience in logistics, cold chain or related areas; of which at least 2-4 years in developing country work experience and/or familiarity with emergency ;
  • Current knowledge of the latest developments and technology, in the field ;
  • Demonstrated ability to work in a multi- cultural environment and establish harmonious and effective working relationships both within and outside the organization ;
  • Computer skills, including internet navigation and various office applications ;
  • Fluency in French and English is required. Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language is an asset.
