Strategic office context :

The Operations function is a strategic Business Partner role, assuring the best use of UNICEF assets in alignment with sound management practices, office priorities and goals to deliver results for children.

 

 

Purpose of the job  :

As a Strategic Business Partner, the incumbent will be accountable for operations functions, facilitate change, provide risk informed, solution-focused analysis, advice and services and contribute to programme and management decisions for delivering results for children in specific operational contexts.  Operations Officer will accomplish this by:

  • Facilitating services in the functional areas of operations support: budget, financial management and reporting, facilities management, administration, supply and logistics management, information and communications technology, human resources, and safety and security ;
  • The Operations Officer provides professional financial, operational, and administrative assistance throughout the programming process by preparing, managing and/or executing a variety of technical and administrative tasks to facilitate the effective implementation of HACT in line with the UNICEF HACT Policy and UNICEF HACT procedure ;
  • Providing regular feedback on risks and achievements of operations functions in the office. Supporting the management of field offices operations with a specific focus on Support to implementation of HACT activities. Serves as the reference person on HACT implementation in the office ;
  • Facilitate the execution of HACT activities undertaken by external service providers through scheduling, arranging briefings and related administrative needs to ensure service providers have appropriate and comprehensive information for effective and efficient completion of assignments ;
  • Supporting the country office during external and internal audit reviews, contributing with audit observations and monitoring implementation of recommendations.

 

How can you make a difference?

  1. Support to the HACT planning during the programming process  :
  • Participate in HACT planning and discussions and support the development and completion of HACT plans through research, collection, analysis and reporting of related information/data to facilitate planning and priority setting for HACT activities ;
  • Provide technical and operational support throughout the process by executing/administering technical, operational, and administrative transactions and preparing related materials/documentations to ensure the incorporation of HACT into the country programme ;
  • Prepare CO-wide micro assessment and assurance plans in collaboration with other programme staff and relevant operations colleagues ;
  • Prepare information on shared implementing partners to facilitate joint planning and execution of micro assessments and audits in line with the UNICEF HACT procedure. 
  1. Valuing Money: Champion strategic resources to achieve organizational goals and ensure Value for Money (VfM) :
  • Ensure effective identification and use of resources in various concrete Value for Money (VfM) areas, including eco-efficiency and inclusivity, common premises, costing, results-based budgeting financial monitoring etc. ;
  • Support the supply end users monitoring system ;
  • Support the scale up of mobile payment solutions and the use of pre-paid cards ;
  • Ensure efficient and effective management of field operations support.
  1. Valuing Risk Management: Enhance Risk Management to increase organizational performance and strengthen internal control :
  • Support the office with up-to-date information to make operational and programmatic risk informed decisions and improve performance, with the support of the enterprise Governance, Risk and Compliance (eGRC) platform ;
  • Contribute and participate in testing of business continuity plans to ensure UNICEF organizational resilience to disaster, risks and staff safety and security as well as Emergency Preparedness and Response to humanitarian situations ;
  • Participate in review of internal controls and policies/guidance included in the Regulatory Framework, support appropriate implementation policies and procedures, and provide feedback on policy and internal controls as appropriate ;
  • Support implementation mandatory anti-fraud systems, processes, and actions, and share anti-fraud achievements within the office ;
  • Support mitigation of risks of engagement with external partners via appropriate, risk-informed due diligence.

4. Valuing Partners: Strengthening internal and external-facing partnerships and leveraging UNICEF’s oversight and understanding of financial management across all areas of the office ;

  • Provide technical support and recommendations on HACT implementation, including, advice approach to undertaking spot checks, follow-up actions required on result of financial assurance activities ;
  • Conduct and/or coordinate spot checks of implementing partners in collaboration with other CO staff ;
  • Contribute to the development and monitoring of implementation of CO HACT related SOPs and internal procedures, including for escalation of issues identified through assurance activities ;
  • Review assessments and programme assurance reports to identify areas of weaknesses related to the implementation of HACT and keep supervisor/partners informed of findings for timely action and/or intervention ;
  • Identify, synthesize, and share lessons learned and best practice in the implementation of HACT ;
  • Contribute to design and implementation of capacity development strategy/initiatives for implementing partners which can be supported by UNICEF through identification of common weaknesses in financial and procurement management from review of micro assessment and assurance activity reports of high and significant risk partners ;
  • Contribute to the design and implementation of capacity development strategy/initiatives for CO staff to ensure that staff has the knowledge and skills to fulfill their responsibilities under HACT ;
  • Build and sustain effective close working partnerships with government counterparts and national stakeholders through active sharing of HACT information and knowledge to facilitate/build their capacity for implementing HACT

 

To qualify as an advocate for every child you will have…

  • A university degree in one of the following areas is required :
    • Business management ;
    • Financial management ;
    • Accounting ;
    • Public Finance ;
    • Related operations function (Supply Chain, Human Resources, Information Technology, International Business, Project management, etc.) ;
    • A professional license from internationally recognized institutions is an asset ;
  • A minimum of 2 years of relevant professional experience at the national and/or international level, is required, specifically in one or more operations management area including budget; financial management and reporting; facilities management; administration; supply and logistics management; information and communication technology; human resources ;
  • Experience in a UN system agency, large private or public company, or experience working in a developing country and/or humanitarian/ emergency context is an asset ;
  • Prior experience working with or in the private sector, and supporting private sector fundraising, is an asset ;
  • Experience in working with corporate ERPs (Enterprise Resource Planning) and IPSAS (International Public Sector Accounting Standards) is highly desirable ;
  • Understanding of Results Based Management is a requirement ;
  • Experience in supporting successful client-oriented work units is an asset ;
  • Familiarity with Microsoft Office applications is required ;
  • Fluency in French and English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
