STRATEGIC CONTEXT :

In 2022 the United Nations in Senegal will move to a new UN House in Diamniadio. The UN House will host all the UN organizations in Senegal, conference and meeting facilities, commercial entities, and a total of more than 1800 UN personnel.  An Independent Project Unit (IPU) will provide common services to all the UN organizations and staff in the UN House

To ensure the suitability of long-listed candidates against core values and competencies as well as specific eligibility criteria for the next stage of the process, UNICEF Senegal who is leading the recruitment process of the IPU staff would like to engage a contractor working to support in filling these positions.

 

How can you make a difference?

PURPOSE OF THE ASSIGNMENT :

Under the close supervision and guidance of the HR Specialist the Human Resources Contractor provides support to the supervisor and colleagues in the unit by executing HR services through applying knowledge of theoretical HR models, as well as understanding of organizational HR policies and procedures.

ROLES AND RESPONSIBILITIES :

The contractor will work with UNICEF HR to accomplish the following tasks :

  • Review of GJP and JD in line with the procedure on job classification and follow up requests with RO/HQ ;
  • Draft requisitions and vacancy announcements ;
  • Ensure timely and efficient screening of applications for minimum eligibility and engage with client on possible assessment options ;
  • Liaise with candidates in the various stages of the recruitment process administer written assessments and interviews ;
  • Act as HR Representative on recruitments, draft selection report and manage process until approval and offer ;
  • Prepare formal acknowledgement offer and regret letters ;
  • Monitor life cycle of recruitment process to update supervisor as necessary ;
  • AOB, depending on strengths and experience of incumbent.

EXPECTED DELIVERABLES :

The contractor is expected to deliver the below outputs :

  • A longlist of candidates based on the minimum requirements of the post as stipulated in the vacancy and liaise with hiring manager on the shortlist and next steps ;
  • Structured interviews (and other assessments, if any) conducted within the agreed timeline ;
  • Finalized assessment report and analysis produced within 36 hours after the interview ;
  • Send regrets letters and support the hiring manager in providing feedback sessions for internal candidates.

 CONSULTANCY DURATION :

6 months (from 15 April to 14 October 2022). There is possibility for extension depending on the future needs, performance of the contractor and funding availability.

QUALIFICATION AND EXPERIENCE :

  • University degree in human resources management or the social sciences (e.g. sociology, psychology, political science, or economics), international development or public administration ;
  • 5 years of relevant work experience in diverse areas of work in Human Resources Management. Extensive experience in interviewing candidates ;
  • Familiarity with UN/UNICEF is an asset ;
  • Fluency in French and English language is required.

The final recommendation will be made based on “best value for money”, i.e. the hiring section/office shall normally select the individual who quoted the lowest fee from among the candidates who are assessed as suitable for achieving all tasks on time, as per the criteria stipulated in this ToR, and based on the outcome of the evaluation/assessment conducted.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
