Nature of the Position :

Under the supervision of Assistant Representative Programme, the incumbent will be key in the roll-out of the Education Strategy by maintaining close contact with Sub and field offices across the operation. He/She will be expected to participate in the development of strategies to address situations arising from different contexts in the field including early childhood, learning achievement, accelerated learning programmes, secondary and post-secondary education access among others to the PoCs.

Ideally the Chad operation is looking for an education specialist who can :

  • Offer leadership to the Education Unit, guidance to colleagues and management on Education matters and represent UNHCR Chad operation at key meetings ;
  • Consolidate the achievements related to the integration of the Chadian education system in the schools of the refugee camps across the country ;
  • Participate in meetings of various stakeholders such as the Government and all key players in education (UNICEF and UNESCO) to advocate for the inclusion of refugees in all planned humanitarian interventions ;
  • Promote educational activities in accordance with UNHCR Chad strategy within the limits of available budgetary means. This means being able to identify priorities for improving the quality of education provided with less funding and developing innovative approaches ;
  • Work to increase the insufficient resources, through submitting project proposals to donors such as DAFI, EAC, etc. and collaborate with educational partners for the inclusion of refugees in national projects (sector plan, ECW, etc.) ;
  • The ideal candidate should ;
  • Possess strong leadership and managerial abilities gained from a similar role. Prior working experience in the Sahel region or in a large complex operation, ability to work under extreme pressure, in a highly stressful environment are desirable. S/he must also have interpersonal skills such as empathy and willingness to take lead in coordinating with partners and external interlocutors, as well as support staff that serve in tough living and working conditions ;
  • Possession of strong drafting and communication skills in English and French are required to perform on this position.

Living and Working Conditions :

N’Djamena is the capital and largest city in Chad. For a major capital city, its infrastructure remains basic, though widely superiors to the standards of other regions. The climate is hot and semi-arid, with a rainy season from June to September. UNHCR Staff can choose their residence while respecting Residential Security Measures. Electricity supply can be unstable and international staff members are provided generators by the office.

Water supplies work in most areas but a personal food and drinkable water supply is required. Most relevant supplies can be found on local markets though choice can be limited compared to other hubs and prices are high as most goods are imported. Banking facilities are available through local banks, such as Ecobank and BCC. Health care standards can be qualified as basic with staff members encouraged to subscribe International SOS Clinic Services.

Serious or complicated health conditions require evacuation to other countries and dental / other specialised care may not be available. Malaria is the most common but not only infectious disease prevalent in N’Djamena and most other regions of Chad. UNHAS flights are the prime means of transport to and from Field locations. A limited number of companies fly international flights to N’Djamena.

Telecommunication services are basic and expensive with two mobile phone / internet operators with 4G services available as well as an increasing number of providers, installing fiber connections. Access to some communication and social media apps, most notably WhatsApp are currently available but have, for extended periods been censored and required use of VPN. The UNHCR Office is covered by UNHCR’s own VSAT services.

Several UN Agencies, INGOs and NGOs operate in N’Djamena and use it as a hub. A French military base is located adjacent to N’Djamena international airport. The RR cycle in N’Djamena is 8 weeks as well as in other duty station except Bagasola which is 6 weeks.
