Nature of the Position :

The Programme Associate will report to and receive guidance from the Programme Officer and work closely with programme colleagues and other sections and units involved in the country or regional programmes. The candidate should have a strong knowledge of programming within the United Nations System and UNHCR in general. A thorough understanding of the UNHCR Programme Manual and programming instructions, Financial rules and regulations is desirable. The incumbent is expected to work according to Multi-functional team (MFT) methods and ensure the participation of diverse stakeholders in all phases of the programme management cycle. Moreover, the candidate, should have substantial UNHCR field experience in operations, including emergency situations, in programme management training and capacity building activities as well as the capacity to undertake his/her activities under pressure and stressful working environments. Furthermore, completion of UNHCR Learning Programmes or specific training relevant to the function of the position including Programme Management ¿ Level 1. E-tutoring of PM1, Project Planning and Management, Monitoring and Evaluation, the Framework for Implementing with Partners Learning Programme among other related trainings will be an added advantage.

 

 

Living and Working Conditions :

In terms of working and living conditions, Gore is a small town that has only very basic infrastructure with very limited leisure and recreational facilities. The security situation in Gore remains stable compared to the rest of the Country as far as the general threats are considered. However, attention should be paid to small crimes but without a significant impact on UN staff. Malaria is prevalent and all staff need to be vigilant by taking the relevant measures. Gore is an E non-family duty station with very limited health facilities available locally, although there is a UNDP Dispensary and a basic town hospital. Any serious medical condition requires going to the Moundou by road or to N¿djamena by air. There are currently two regulars weekly UNHAS flight to and from Ndjamena. The climate is classified as tropical wet and dry. The office has established a guest house for the international colleagues and private accommodation is available for all staff. Essential foodstuffs and basic domestic items can be found in Gore and there is a possibility for staff gets whatever other items are needed from Moundou. The R&R cycle is every 8 weeks for international staff and there is a Special Compressed working schedule which is granted to national staff as well to promote their welfare. There is no public electricity and running water is scarce, but UNHCR provides office generator electricity against monthly payment fees and free water to staff. Banking facilities are available at Moundou where one can open a current account in XAF at Ecobank.
