Terms of Reference
The Assistant Protection Officer (CP/GBV) supports the operations’ efforts to fulfil UNHCR’s mandate and associated obligations on effective Child Protection (CP), and Gender-Based Violence (GBV) prevention, risk mitigation and response based on policy and guidance. The Assistant Protection Officer (CP/GBV) reports to the GBV Officer. The incumbent may supervise some support staff.
The incumbent is expected to: support quality, timely and effective protection responses to the needs of populations of concern; and support mainstreaming of child protection and GBV methodologies and integrate protection safeguards in operational responses in all sectors. The incumbent works directly with communities and persons of concern to identify risks and ensure the implementation of a community and rights-based approach. S/he plans and undertakes quality, timely and effective Gender-based Violence (GBV) prevention, mitigation, and response in line with UNHCR’s policy and guidance on GBV, in an age, gender and diversity inclusive manner as well as in line with survivor-centred approach. S/he also contributes to identifying key child protection issues, implementation of child protection programmes and supports child protection partnerships and coordination as guided by the supervisor. The incumbent is required to lead and strengthen the coordination with inter-agency partners, government authorities and affected populations at the field. The incumbent contributes to the development of strategies, action plans and SOPs, and capacity building of partners and relevant stakeholders.
The incumbent also ensures that affected populations, in particular women and children, are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.

Duties
- Directly support the implementation of the CP and GBV programmes for the operation.
- Closely support the GBV Officer to represent UNHCR in the CP and GBV sub-sectors and other coordination mechanisms.
- As required, liaise with relevant local authorities and other UN agencies to shape, and enhance the related working groups as well as technical meetings.
- Provide technical support and guidance to operational and implementing partners to ensure high quality implementation of projects in line with the operations CP and GBV strategies as key components of the broader Protection and Solutions Strategy, aligned with global CP and GBV minimum standards.
- Support in the formulation of the child protection and GBV key considerations in multi-sectoral and protection specific assessments.
- Support partners and communities in strengthening/ establishing community-based protection programming (focus on CP and GBV).
- Support the analysis of the national systems and ensure that CP and GBV programmes complement national protection systems and work towards the inclusion of women and children into relevant national and state protection laws, policies, and services.
- Support UNHCR and partners’ case workers to ensure that information management is maintained in accordance with UNHCR’s policy and procedures as well as data sharing protocols.
- Support the monitoring of CP and GBV partners’ programmes in line with relevant partnerships-agreements to ensure children at risk and GBV survivors/at risk persons are identified and supported.
- Ensure tracking, verifying and as required, reporting of operational achievements/challenges and statistics and trends (CP/GBV) which informs policy, projects development.
- Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment.
- Promote mainstreaming of Age, Gender and Diversity (AGD) across all sectors and activities such as health, safety and security, psychosocial and legal shelter, WASH, and Energy and coordinate with Programme and Protection sections to ensure that CP/GBV risk mitigation is incorporated in activities of partners in all sectors.
- Provide functional guidance to UNHCR and partner staff involved in CP/GBV activities.
- Provide technical guidance on integration of the survivor-centred approach into PSEA complaints mechanisms and enhance access of SEA survivors to existing GBV services.
- Support the integration of CP and GBV risk mitigation into the role of UNHCR staff across all sectors.
- Support the initial needs/gaps and capacity assessments on CP and GBV in close coordination with any on-going joint/common assessments being conducted in the early stages of an emergency response while ensuring compliance with ethical standards for data collection.
- Provide support to include CP and GBV prevention, mitigation and response programming in humanitarian action plans while providing guidance to other sectors for the inclusion of CP and GBV risk mitigation into their plans.
- Contribute to the planning and monitoring for multi-sectoral CP/GBV programming in close collaboration with Programme and different sectors.
- Contribute to establishment and/or strengthening of new strategic and innovative partnerships for CP and GBV both with community-based, women-led, local, national, and international organizations.
- As required, provide support in mapping existing services to address CP and GBV in the various affected areas, including identifying community capacities and structures for potential partnership.
- Advocate with senior management in UNHCR and other partners, to ensure prioritization of CP and GBV programming.
- Monitor CP and GBV programs implemented by UNHCR and partners (both implementing and operational) and adjust programming as required.
- Monitor the implementation of Standard Operating Procedures (SOPs) and global standards within CP and GBV programs, including on case management.
- Contribute to the effective implementation of Best Interests Procedure by UNHCR and partners for timely support for children at heightened risk including supervision of UNHCR case management staff in line with UNHCR Best Interests Procedures Guidelines.
- Ad required, contribute to the identification of durable solutions for persons of concern through voluntary repatriation, local integration and where appropriate, resettlement.
- Implement capacity-building activities for all actors, persons of concern, service providers including relevant Government institutions and NGOs to strengthen child protection and on GBV prevention, mitigation and response thus contributing to enhance the overall protection situation.

Desirable Candidate Profile
- UN and/or INGO work experience in the field of child protection and GBV programming and coordination ;
- Experience with GBVIMS and CPIMS (legacy and new systems) ;
- Demonstrated experience in case management for children at risk and GBV survivors/at risk persons ;
- Demonstrated experience in CP and GBV mainstreaming ;
- Demonstrated experience in emergency/post-emergency IDP and refugee contexts ;
- Demonstrated experience in community-based protection and related programming, focused on CP and GBV ;
- Graduate degree in relevant educational field ;
- Familiarity with local languages in North-Eastern Nigeria is desirable (not essential)..

Assistant Protection Officer Organizational Setting and Work Relationships The Assistant Protection Officer reports to the Protection Officer or the Senior Protection Officer. Depending on the size and structure of the Office, the incumbent may have supervisory responsibility for protection staff including community-based protection, registration, resettlement and education. S/he provides functional protection guidance to information management and programme staff on all protection/legal matters and accountabilities. These include: statelessness (in line with the campaign to End Statelessness by 2024), Global Compact on Refugees (GCR) commitments, age, gender, diversity (AGD) and accountability to affected populations (AAP) through community-based protection, Child protection, Gender-Based Violence (GBV) prevention and response, gender equality, disability inclusion, youth empowerment, psycho-social support and PSEA, registration, asylum/refugee status determination, resettlement, local integration, voluntary repatriation, human rights standards integration, national legislation, judicial engagement, predictable and decisive engagement in situations of internal displacement and engagement in wider mixed movement and climate change/disaster-related displacement responses.
