The Position:
The Programme Coordinator, Goma Decentralized Office, is the sub-office head, ensuring the programmatical and administrative representation of UNFPA in the Eastern part of the country. He/she works under the guidance and supervision of the Representative in coordination with the Deputy Representative as head of Programmes.

Job Purpose:
The Programme Coordinator/head of sub-office Goma, is in charge of ensuring UNFPA presence and visibility in the East region in DRC. He/she leads the regional staff team and ensures that UNFPA resources (human – financial) are well managed, in respect of UNFPA rules and procedures. He/She maintains UNFPA visibility within the UN family, ensuring implementation of UNFPA programme/projects, assuring quality control and operations excellence.
You would be responsible for:
- Technical leadership, management, monitoring and evaluation:
- Conducts substantive policy dialogue with government counterparts, United Nations agencies and other development partners to facilitate the incorporation of UNFPA’s programme priorities and ICPD agenda into national plans and strategies, United Nations system initiatives, humanitarian and development frameworks.
- Translates global strategies into country specific advocacy strategies, creates and delivers effective evidence-based advocacy messages to promote UNFPA’s programme goals in considering political, cultural and social sensitivities.
- Promotes results-based management approach and integrates innovative policies and strategies into the design and formulation of country programme and projects based on strategic priorities and in response to the countries’ needs in the areas of reproductive health, family planning, population and development and gender.
- Facilitates the achievement of programme results by providing substantive and technical inputs into programme development and implementation within the nexus of humanitarian, peace and development; ensuring substantive field monitoring and oversight and coordination, and evaluating the inputs of consultants and technical experts as appropriate.
- Provides programmatic coordination and policy guidance to strengthen integration of GBV prevention, response and coordination issues into national frameworks and multi-sectoral development plans and budgets.
- Resource Mobilization and Advocacy
- Scan the environment and humanitarian actors for possible partnerships and strengthening collaboration with ongoing humanitarian actors.
- Contribute to resources mobilization efforts within existing funding mechanisms (i.e., DRCP, Pooled fund, CERF) and other resource mobilization opportunities and develop and submit project proposals to donors in close collaboration with other team members;
- Contribute to analytical reports and briefs on the humanitarian and security situation in eastern part of DRC and UNFPA’s emergency/humanitarian response and its implications for UNFPA and the humanitarian community in DRC, the HQ and the media;
- Document the lessons learnt and best practices as well as approaches for deepening the knowledge base for UNFPA and partners as an integral resource for responding to humanitarian and emergency situations.
- Communication:
- Support the CO (especially the communications team) in preparation of any external communications materials as needed including external SitReps, UNFPA statement, key advocacy messages and plan of action, fact sheets as well as internal information briefs for HQ units, ESARO and other as needed.
- Administrative and miscellaneous duties:
- Monitors budget and expenditures to manage programme within budget.
- Lead and provide overall guidance in collaboration with the government on the coordination of project implementation in the East.
- Provides substantive technical support, coordination for the effective management of all Country Programmme Outputs in the targeted provinces including leading the development and implementation of result based workplans, project financial monitoring and budget management in ATLAS.
- Represents UNFPA in the geographic areas – North Kivu, Ituri, Tshopo, South Kivu, Haut and Bas Uele, and Maniema Provinces in various fora as requested by the Representative.
- Facilitates the effective operation of the decentralized office, including efficient management and supervision of staff, finance and administrative matters in accordance with relevant UNFPA rules and procedures. Carry out any other duties as may be required by UNFPA leadership.
Qualifications and Experience:
Education:
Advanced university degree (Master) in social work or other social sciences, Business Administration, public/community health, gender, legal advice as it relates to development or related field.
Knowledge and Experience:
- At least seven (7) years of increasingly responsible professional experiences in the field of development, including designing and appraising programmes and projects.
- Awareness and knowledge of gender issues and their relevance in humanitarian and development settings.
- Demonstrated leadership and managerial qualities in organizing work harmoniously within a multinational and multicultural environment;
- Experience in sexual and reproductive health and rights and/or gender-based violence is a strong asset;
- Prior UN system experience, particularly in the humanitarian area, is an asset;
- Personal qualities must include maturity, self-confidence, outstanding communication skills, initiative, strong conceptual abilities, sound judgment and organization skills (including time management). Strong interest in development work especially in the mission of United Nations Population Fund and dedication to the UN principles.
Languages:
Fluent in French. Working knowledge in English (writing and reading).
