The Position:

In accordance with United Nations policies and directives, including international standards and recommendations established for censuses, the Principal Technical Advisor’s mission is to support the National Institute of Statistics of Guinea into planning, organization and execution of all the activities planned in the roadmap of the 4th General Population and Housing Census.

He/she will work under the general supervision of the Representative of the United Nations Population Fund (UNFPA), and under the direct supervision of the Director General of the INS, National Coordinator of the RGPH4 and in close consultation with the Population Program Manager and Development at UNFPA. He/she will also liaise with other national stakeholders and partners, including donors and UN agencies.

Job Purpose:

Guinea is committed to carrying out its fourth General Population and Housing Census (RGPH-4) after those of 1983, 1996 and 2014. The United Nations Population Fund (UNFPA), jointly with the United Nations Agencies, as well as other technical and financial partners, support Guinea in carrying out this large-scale statistical operation, in order to enable it to have information that is up to date and of high quality, in accordance with the scientifically established and internationally recognized standards and procedures for planning its development.

The results of this major operation will be used for the development, implementation and monitoring-evaluation of development policies in order to improve the standard of living of the population, promote good governance and maintain equity and equality in employment, education, health and living conditions between all population subgroups. This exercise is
not only limited to counting the number of inhabitants, but also makes it possible to measure birth/fertility, mortality and displacements, as well as demographic, economic and social characteristics.

The RGPH protocol has highlighted needs for international technical assistance. UNFPA aims to ensure that no country is forced to give up conducting a population census for technical or financial reasons. The organization provides technical support during each phase of a national census and helps ensure that data is widely disseminated and used for development purposes.

You would be responsible for:

  • Planning, methodological support, supervision and monitoring of the implementation of the different phases of the general population and housing, agriculture and livestock census;
  • Actively participate in the planning and orientation of all RGPH-4 activities and ensure the satisfactory implementation of the annual work plan and compliance with the agreed schedule;
  • Ensure planning and coordination of international technical support at all key phases of the operation;
  • Propose methodological choices with a view to carrying out the different technical phases of the operation, including the post-census survey (EPC);
  • Help define an adequate logistical system to enable the organization and satisfactory execution of the census mapping, the pilot census, the actual enumeration, the post- census survey, the processing and the analysis of data, as well as publication and dissemination, according to the validated timeline;
  • Support the supervision of the execution of field work of mapping, the pilot census, the actual enumeration and the post-census survey, in order to monitor and validate the quality of the field work;
  • Advise the National Coordinator, the Steering Committee and the Census Technical Committee, as well as the Technical and Financial Partners, involved in the operation, on the planning, organization, execution and management of RGPH-4;
  • Advise the National Coordinator, the Steering Committee and the Census Technical Committee, as well as the PTFs, on equipment needs and assist in the specification and acquisition of the required equipment and materials;
  • Ensure the proper use and better management of financial resources and equipment acquired under the Project;
  • Prepare and present briefing notes on the progress of RGPH activities to the attention of the DG periodically;
  • Contribute to the drafting of periodic reports on the progress of the census;
  • Regularly report on the progress of RGPH-4 activities to the National Census Technical Coordinator, as well as to all TFPs involved, by writing monthly reports;
  • Capacity building, Collection/processing and analysis of data from the general population and housing, agriculture and livestock census;
  • Ensure the strengthening of national capacities in the technical execution of census activities;
  • Ensure that you take full advantage of new technologies by implementing automatic correction and adjustment procedures for the data collected throughout the operation, in order to shorten the time, it takes to make results available;
  • Participate in the development of analysis and tabulation plans and the supervision of data analysis work and production of reliable indicators;
  • Support the design, production and exhaustive use of the post-census survey data within the required timeframes and their consideration in the analysis of data quality for the production of the final RGPH4 results;
  • Participate in data processing and analysis activities (residual coding, tabulation, verification, and data cleansing) of data from the RGPH-4, which are derived from field operations (mapping, pilot census, enumeration, and post-census survey);
  • Support the supervision of the production of indicators and the publication of preliminary results as quickly as possible;
  • Support the supervision of the production of indicators and the publication of overall results as quickly as possible;
  • Contribute to the organization of orientation workshops for RGPH-4 data analyses, as well as the workshop for finalizing thematic analysis reports;
  • Coordinate the writing of the final RGPH-4 report;
  • Advocacy, communication and resource mobilization for the general population and housing, agriculture and livestock census;
  • Participate in advocacy for the mobilization of resources for the realization of RGPH-4;
  • Ensure the proper execution of awareness-raising activities for the authorities and the population;
  • Support the organization of various seminars to disseminate the final results of RGPH-4;
  • Ensure the publication and support the organization of the dissemination of the final results of RGPH-4;
  • Carry out any other task that may be required by hierarchical authorities in carrying out this mission.

Qualifications and Experience: 

Education:  

Advanced university degree in demography, statistics or other related social science disciplines – or equivalent professional experience;

Knowledge and Experience: 

  • Seven (7) years of relevant experience in the field of data collection, processing, and analysis, preferably in a Sub-Saharan African country;
  • Have proven experience of participating in at least one General Population and Housing Census in an African country, preferably in Sub-Saharan Africa;
  • Knowledge of programming for censuses using new technologies (new UNDG guidelines) would be an asset;
  • Experience training local staff on data analysis, report writing and use of Internet resources;
  • Experience in disseminating census data and socio-demographic analyses to a wide audience, as well as motivating the use of data and results in development planning and policy issues;
  • Knowledge and experience of the preparation phases of population and housing censuses in Africa;
  • Having mastery of commonly used software (word processing, spreadsheets and data analysis software: SPSS, STATA, etc.), knowledge of CS-Pro and Survey solutions software is a plus;
  • Have a good ability to write concise, precise and synthetic reports;
  • Having experience working with the United Nations System and demographic surveys and censuses will be an asset.

Languages: 

Have a good command of oral and written French; and an ability to work easily in English.
