The consultant will provide technical assistance to the project to promote a transition to electric mobility in the Global South that is just and gender-transformative by developing a set of tools to collect, analyze and disseminate gender-disaggregated data for electric mobility programs in 6 countries. To do so, the consultant will develop a set of tools to collect, analyze and disseminate gender-disaggregated data. The tools will result in the following items.
1.A technical baseline report with the collection of gender-disaggregated data on mobility patterns, drivers and barriers to the adoption of electric mobility to better understand consumer preferences and integrate gender equity aspects in the development of e-mobility policies and projects.
2.A technical report with guidelines and recommendations on how to improve the gender and e-mobility data collection, monitoring and data analytics capacities
3.A presentation which summarizes the main findings of both reports for dissemination in international fora

Organizational Setting
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.
The overall objective of the Industry and Economy Division of UNEP is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies, practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices, and other tools that assist in environmentally sound decision making and the building of corresponding activities.
The Sustainable Mobility Unit (SMU) is part of the Industry and Economy Division, The SMU promotes sustainable, gender inclusive and transformative, low and no emissions transport. We do so via various programmes and projects like the Used Vehicles Project, the Global Fuel Economy Initiative, the Electric Mobility Programme, Non-motorized Transportation Programme, and the Partnership for Clean Fuels and Vehicles project etc. UNEP is implementing the Global Electric Mobility Programme, supporting over 50 low and middle-income countries to shift to electric mobility for improved air quality and climate change mitigation.
The SMU requires support from a Transport Consultant for a period of 12 months to provide support to the project E-Mobility as a Driver for Change – Towards a gender transformative and just transition to electric mobility. This project aims to ensure that the introduction of, and shift to, electric mobility in low- and middle-income countries will include and promote the position and interests of women, to create a more gender transformative and just transport sector. Engaging more women in the e-mobility ecosystem can in turn help to speed up the transition to Zero Emission Mobility systems and thus reduce GHG emissions. The consultant will assist the project to promote a transition to electric mobility in the Global South that is just and gender-transformative by developing a set of tools to collect, analyze and disseminate gender-disaggregated data for electric mobility programs in 6 countries. The set of tools will include: 1.) A robust methodology for collection of relevant but not readily available gender-disaggregated transport data; 2.) A proposal for the analysis of women as transport users, as transport workers, the gendered impact of transport infrastructure and women as a transport decision makers; 3) A baseline report on gender and e-mobility; 4) An excel database of the compiled gender-disaggregated and e-mobility data; 5) A report with guidelines and recommendations on how to improve the gender and e-mobility monitoring and data analytics capacities.
Under the supervision of the UNEP Programme Officer for Gender and E-mobility, the consultant will conduct the following specific tasks:
1.Design a robust methodology for collection of relevant but not readily available gender-disaggregated data relevant for e-mobility (data to be collected by local consultants), such as:
a.travel preferences
b.mobility patterns
c.mode split
d.cost to access services
e.demographics in the e-mobility labor market including types of jobs (low skilled, high skilled), stability of employment (temporary vs long term employment, % of full-time jobs etc.), informality, labour rights (pension, insurance, possibility to unionise etc.)
f.e-mobility financing and decision making
g.use of electric vehicles
2.Develop a technical approach for the analysis (incl use of digital technologies) describing the parameters and methodology including
a.Women as e-mobility users
b.Women as e-mobility workers
c.Women as e-mobility financers/entrepreneurs
d.Women as decision makers in the e-mobility sector.
e.The gender equity impact of e-mobility infrastructure and policies
f.Gender-disaggregated benefits of e-mobility projects including health, air quality, economy
3.Develop a set of hypotheses on gaps and barriers on the promotion and inclusion of interests of women in e-mobility in consultation with local consultants collecting the data in the 6 pilot countries to inform the further development of the gender and e-mobility project
4.Guide remotely the data collection process carried out by local consultants in the six countries and evaluate, aggregate and analyze the obtained country data based on the methodologies proposed under points 1. and 2.
5.Compile the gender and e-mobility technical baseline report – based on inputs from local consultants in the six pilot countries
6.Compile an excel database with the gender-disaggregated data that can be used by UNEP to develop a platform for public access
7.Develop a technical report with guidelines and recommendations on how to improve the gender and e-mobility data collection, monitoring and data analytics capacities
8.Support the international dissemination of the results to increase knowledge and integration of gender aspects into E-mobility projects
Qualifications/special skills
A university degree (Master’s degree or equivalent) in economics, social sciences, data analytics, transport or a related field is required, as well as a certification in gender related studies. A first-level university degree in combination with two additional years of qualifying experience will be accepted in lieu of the advanced university degree.
- A minimum of ten years’ work experience in transport and gender projects is required.
- Knowledge on electric mobility issues in the Global South is required
- Experience in data collection and research is required
- Knowledge on gender issues in the transport sector including the design, implementation, evaluation, monitoring, and reporting of gender inclusive and transformative projects is desirable.
- Experience in report development including visualization tools is required
- Proven analytical, presentation and communication skills are assets.
- Data analysis and modelling skills and experience are required
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required, basic knowledge of Spanish is desirable.
