OBJECTIVES OF THE PROGRAMME
The Department of Operational Support and Services is comprised of several services, Infrastructure Support Services (ISS), Logistics Support Services (LSS), Corporate Procurement Policy and Coordination (HQ/CPC), Security Services (SEC) and the Global Conference and Training Centre(GCT). The Work of OSS is included under the scope of Category 6, to develop and sustain WHOas a flexible, learning Organization, enabling it to carry out its mandate more efficiently andeffectively, and Programme Area 6.4 to provide effective and efficient management administration established across the Organization.
Corporate Procurement Policy and Coordination (CPC) is oneof the Services of OSS and is responsible for:
- Détermining WHO’s Procurement Strategy, its implementation, monitoring, evaluation and reporting to management and governing bodies, determining WHO’s Procurement Strategy, its implementation, monitoring, evaluation and reporting to management and governing bodies,
- Dstablishing and managing global Long Term Agreements,
- Managing and maintaining global procurement catalogues,
- Providing procurement services for a vast range of commodities and services to WHO technical programmes based in Geneva,
- Supporting Technical programs in their service procurement activities,
- Ensuring effective procurement interface with the emergency programme,
- Collaborating with the UN system including through the HLCM-Procurement Network Group as well as the Geneva based Common Procurement Activities Group (CPAG), in close collaboration with the Global Procurement and Logistics unit of the Global Service Centre (GSC/GPL), ensuring the set-up of reliable and efficient procurement systems and training.
DESCRIPTION OF DUTIES
Key duties include the following:
1. Lead, in close collaboration with the different CPC work streams:
- the set up and support of a monitoring and reporting scheme, :
- Identify the required functional needs in terms of measurements and reporting;
- Translate the reporting needs into data structure and requirements;
- Design and develop the reports[WBA1] and reporting tools to support CPC in its monitoring of value for money and cost effectiveness;
- Conduct the regular monitoring and reporting;
- Prepare and present the analysis and conclusions.

- benchmarking of best practices in reporting and monitoring of data done by other Organizations
- develop and set-up, in collaboration with all relevant stakeholders, Key Performance Indicators including the monotoring thereof in support of the global procurement function;
- Develop and implement annual procurement report including annual procurement statutory reporting for United Nations.
- Support the management team and other internal customers to ensure timely and accurate delivery of data.
2. Manage and maintain an extensive list of inventory and catalogue items:
- Check and evaluate attributes of existing items in GSM and edit item properties as required.
- Ascertain interchangeability of items or acceptability of substitute items.
3. For new warehouses and existing warehouses, ensure the creation of all required new items in GSM; liaise with AMG to provide the required input to conduct migration of the warehouse data to the Inventory Module.
- Liaise with warehouse staff and relevant Technical Units (e.g. Essential Medicines and Health Products) to ensure correct codification and naming of new items.
- Respond to requests for creation of new WHO Items in GSM for inventory and/or catalogue purposes.
- Check if item already exists in database.
- Create new items in accordance with existing codification rules and naming convention for item descriptions.
- Ensure, with the emergency programme of other UN entities, consistency in item description and codification.
4. Lead the accurate administration of emergency health kits[WBA2]:
- Responsible for populating GSM inventory module with with data on medical kit.
- Responsible for codiing all components in kits to allow disassembly and reassembly in the Inventory Module.
- Defining links between kit items and their component items.
5. Conduct monitoring and evaluation of pharmaceutical procument data to ensure accuracy:
- Analyse and Identify data inaccurancies and liaise with the relevant stakeholders to ensure the required actions are taken for data clean-up.
- Provide guidance and technical data management input to ensure that the data accurate and consistent.
- Continuous Quality Improvement of data collection methods and analysis for efficiency and process streamlining purposes.
6. Perform other related duties as assigned.
REQUIRED QUALIFICATIONS
Education
Essential: A first university degree in Information Systems, Statistics, Mathematics, Business Administration, Finance, Engineering or related field
Desirable: Formal qualification in pharmaceutics or public health.
Experience
Essential: At least 5 years of professional experience in the area of finance, administration or monitoring and evaluation, of which 2 years in an international organization.
Proven experience in monitoring and reporting. .
Two years as data analyst or similar function, with proven experience in a business analyst functions.
Desirable: Experience with procurement policies and procedures in an international organizations.
Skills
Demonstrated experience with the management of” the different types of goods purchased for WHO warehouses and catalogues such as medicines, vaccines, humanitarian supplies and medical equipment.
Strong analytical skills.
Ability to establish and maintain collaborative relationships within and outside own team.
Very good communication and interpersonal skills.Strong skills in using data management tools, databases, and complex excel formulas and functionalities.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 59,151 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3697 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
