Objectives of the programme :
The mission of the Department of Integrated Health Services (IHS) is to: (i) support countries to deliver integrated health /clinical services (including promotion, prevention, curative, rehabilitative and palliative); (ii) ensure these health services are safe, equitable, people centered and effective based on a primary health care approach and (iii) strengthen country capacity to assess and monitor effectiveness/performance of integrated health services.Assessing the performance of health services is critical for planning and managing clinical services and models of care, for identifying community needs, addressing barriers to timely access to services, monitoring quality improvement and for the effective delivery of health services. The Health Services Performance Assessment (HSA) team, based within IHS is responsible for the development/promotion of methods, tools and guidance for assessing and monitoring the availability, quality, resilience and performance of clinical health services and systems. The team contributes to WHO’s GPW output 1.1.1 “Countries enabled to provide high-quality, people-centred health services, based on primary care strategies and comprehensive essential service packages” and to GAVI 4.0 Strategic Goal 2. to increase effectiveness and efficiency of immunization delivery as an integrated part of strengthening health services.
Description of duties :
- Contributes to development of tools to identify community health needs and barriers to timely access to services, including perceptions, knowledge ;
- Assists in the development of metrics and methods to assess quality and safety of integrated service delivery assessment methods and tools to determine patient experiences and reported outcomes. ;
- Supports the development and implementation of capacity building courses for local authorities on the use of data for action, and participates in capacity building activities at regional and country level ;
- Monitors workplan and budget and follow up on the implementation of planned activities and prepares and disseminates regular progress updates as required ;
- Serves as a technical focal point with GAVI secretariat and participates in regular coordination meetings with GAVI to ensure close coordination of activitied ;
- Ensures to effective partnership counterparts and communication with other counterparts inexternal partners and promotes alignment of methods, tools and approaches for monitoring integrated health services ;
- Performs all other related duties as assigned.
Required qualifications :
Education :
- Essential : A first university degree in epidemiology, public health or related field relevant to the position ;
- Desirable : An advanced university degree (Master’s level in epidemiology, public health or related degree)Training in health statistics, epidemiology, quantitative and qualitative research.
Experience :
- Essential : At least five years of progressively responsible professional experience in public health, developing public health capacity and experience in service delivery, primary health care, monitoring and evaluation and programme monitoring. Demonstrated experience at the international level ;
- Desirable :
Skills : Excellent knowledge of health services including primary health care approaches and performance monitoring. Strong skills in the area of epidemiological and statistical analyses. Knowledge of WHO processes and procedures.Excellent writing and communication skills. Excellent organizational and time management skills. Ability to engage and communicate effectively and diplomatically with external partners including Ministries of Health, Donor institutions, Civil Society, and other stakeholders. Commitment to collaborate effectively with other key partners.

Rémunération :
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,962 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4450 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
