Contexte :
Under the overall supervision of the Migrant Resource and Response Mechanism (MRRM) Programme Manager in Niger and the direct supervision of the Information Management Officer based in Niger, the staff will be accountable and responsible for assisting and supporting in the implementation of Information management activities of the mission.
Under the direct supervision of the Information Management Officer and the overall supervision of the Program Manager MRRM, the candidate will support the IOM Information Management Unit (IMU) in the drafting and translation of reports, drafting of information documents and syntheses.
Under the direct supervision of the Information Management Officer, the successful candidate will be responsible for supporting the IOM Displacement Tracking Matrix (DTM). This includes reporting on current projects, preparing communication pieces for both internal and external communication, and supporting DTM operations especially with regards to population flow monitoring, mobility tracking and qualitative data on new migration roads and the perception of the community on irregular migration.
Fonctions / Responsabilités :
Particularly, the successful candidate will oversee the following tasks :
- Draft reports related to the activities of the Unit and the Mission ;
- Translate reports and any other required text from French to English as well as from English to French ;
- Assist in the analysis of quantitative data and qualitative information collected in order to identify ;
- Salient points of analysis ;
- Assist the Information Management Officer with the sharing, adaptation of information tools ;
- Related to the needs of the mission, partners and other actors ;
- In collaboration with members of the IMU team, participate in the creation of information products (reports, summary sheets, dashboards, charts, maps, research and others) ;
- Ensure the timely production of all reporting and outputs of data collection, on behalf of the Displacement Tracking Matrix (DTM) to be shared with various audiences ;
- Assist in the implementation of cross-border flow monitoring activities at transit points, linking flow monitoring in Niger with neighbouring countries ;
- Assist in the implementation of mobility tracking activities in regions, departments or communes the need has been identified ;
- Organize appropriate training for DTM teams (Focal points and enumerators) on a variety of issues including protection, data collection, multi-sectoral analysis, a technological solution to strengthen data collection, data protection, etc ;
- Organize and participate in field visits to areas of population movements, to collect information through community assessments, focus group discussions and individual interviews ;
- Uphold the integration of IOM’s data protection principles and best practices on humanitarian data protection and ethical use of data across all DTM data management, sharing and dissemination activities. Bring issues of non-compliance to the attention of the supervisor ;
- Participate in relevant interagency meetings (Government, UN, I/NGOs, other partners), including sector, working groups and task force meetings to represent DTM and follow up on resulting action points and recommendations; take and share meeting minutes with relevant units/colleagues ;
- Analyze DTM data in coordination with the IM/Database and provide feedback regarding any inconsistencies to enhance data quality and ensure consistent high-quality outputs ;
- Act as focal point for the DTM flow monitoring, liaise with colleagues in RO Dakar and neighbouring countries to enhance inter-operability of flow monitoring data ;
- Ensure good information sharing with DTM partners, which entails providing guidance and information on decisions, advocacy messages, sharing key documents and latest gap analysis; as well as channel relevant information between national and state level ;
- Develop and enhance information products, in coordination with the Information Management Unit ;
- In close coordination with the Information Management Officer and programme staff as well as IMU, produce regular, high quality unit updates, sitreps, briefs, success stories and other ;
- communication products as required, which are appropriate to target audiences and ensure timely dissemination of products ;
- Work in collaboration with DTM to develop improvements in methodologies and assessment tools to increase analytical capabilities and relevance of the data collected ;
- Establish and supervise field assessments with multi-layered data collection techniques in order to gather timely information regarding displacement, population mobility, movement flows, and any other sources of data required :
- Perform such other duties as may be assigned.
Profil :
Education : University degree in Mass Communication, International Relations, Political Science, Business or Public Administration, Humanitarian Affairs, Conflict Studies, Computer Sciences / Information Systems or a related field from an accredited academic, Institution with two years of relevant professional experience.
Expériences :
- Experience in a humanitarian context an advantage ;
- Excellent command of French and English required including strong written and oral and computer skills -with a thorough knowledge of Microsoft office and design programmes ;
- Knowledge of the Cluster system and experience in emergency operations ;
- Knowledge of Monitoring and Evaluation techniques and best practices, evaluation management, and report drafting ;
- Proficiency in statistical analysis and proper data collection and handling procedures ;
- Solid computer skills, including proficiency in MS Office package (Office, Excel, Power Point, Outlook), internet and Email ;
- Experience in online tools like Microsoft Office 365 ;
- Experience in conducting training for data enumerators, use of mobile platform.
Languages :
- English and French (both Fluent) ;
- Knowledge of the key local languages.
