Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. Introduction

The ILO, with funding from the Swedish International Development Agency (Sida), is supporting its tripartite constituents in Mozambique towards the creation of productive employment and decent working conditions for Mozambican women and men, particularly youth and those living in poverty. Applying a systems approach, the 5-year project aims to promote the creation of more and better jobs at the national and sectoral levels, as well as through capacity development support to its constituents, namely the Government of Mozambique, Employers Organisations, and Workers Organisations. The MozTrabalha project is anchored in the goals of the National Employment Policy (NEP) and the Plano de Acção da Política de Emprego (PAPE, 2021-2024). Adopting an overarching systems approach, at national level it is designed to support the further implementation of the NEP and PAPE through increased employment mainstreaming in macroeconomic and sectoral government work as well as the establishment of dedicated implementation tools such as pro-employment budgeting and employment impact assessments. At the sectoral level, using a market systems development (MSD) approach, it will promote a sustainable enterprise development and productive creation for Mozambican women and men living in poverty particularly in the country’s Northern Provinces as well as in the Beira corridor.

MozTrabalha’s overall aim and principle is to create productive employment and decent working conditions, at scale, with sustainable outcomes, and using a systems approach that promotes structural transformation and which will underpin all project interventions. Cross-cutting themes include a continuous focus on poverty reduction through employment creation, social dialogue and labour standards, the promotion of gender equality, as well as actively furthering the just transition towards a carbon-neutral economy. The concrete intervention logic and results framework will be finalised during a dedicated inception phase which will employ a range of analytic and consultative tools to ensure appropriate identification of target sub-sectors and value chains, provinces and interventions.

The International Labour Organization (ILO) seeks to recruit the services of an Employment Policy Technical Expert at P4 grade to support the implementation of the ILO MozTrabalha in Mozambique. The position is based in Maputo, but with extended travel to project sites across Mozambique, as well as occasional travel to the ILO offices in Lusaka, Pretoria and Geneva.

The Employment Policy Expert will be responsible for planning and coordinating the implementation of the policy and national level interventions in the framework of the Sida-funded project “Decent Work for Sustainable and Inclusive Economic Transformation in Mozambique” (Moztrabalha Phase 2). S/he will hold the overall technical lead and responsibility for the project’s Outcome 1, which at national level seeks to support ILO constituents in formulating and implementing pro-employment economic and sectoral policies that can drive structural transformation in key sectors. The project design appreciates that many labour market and employment challenges are structural and systemic in nature, and so the project seeks to promote employment and decent work for Mozambican women and men through a systems approach that tackles the issues across all levels.

The Employment Policy Technical Expert will be responsible for supporting project interventions that address the policy and institutional challenges at national level. Among others, this will include support towards strengthening the NEP and PAPE processes across the whole of government, mainstreaming employment in macroeconomic and sectoral policy making and implementation, as well as establishing key tools that enhance policy implementation at all levels, such as pro-employment budgeting and employment impact assessments.

Reporting lines:

Under the overall supervision and guidance of the Director of the ILO Country Office for Zambia, Malawi and Mozambique, the Employment Policy Technical Expert will work under the direct technical and managerial supervision of the CTA. S/he will collaborate closely with other project staff and national partners involved in the coordination and implementation of sectoral activities, and especially the national sectoral experts. S/he will also function as the deputy to the CTA and act as Officer-in-Charge when the CTA is on mission or away from the project.

The Employment Policy Technical Expert will also receive guidance and technical backstopping by the Senior Specialist for Employment at the Decent Work Team (DWT), Pretoria and receive technical support and advice from the broader DWT, especially from the Senior Specialist for Sustainable Enterprises as well as the Specialists for Skills and Lifelong Learning and for Employment-Intensive Investment Programmes. Furthermore, the Expert will benefit from technical support and guidance from the STRATEGIES and ANALYSES units of the EMPLAB branch at the EMPLOYMENT department, ILO Geneva.

 

Description of Duties

1.    Effectively design, plan, coordinate, monitor and evaluate the implementation of the employment policy interventions in conformity with the project strategy to address employment constraints and structural transformation, and in accordance with ILO policies and programming guidelines.
2.    Assume the overall technical leadership and responsibility over the design and implementation of the project’s Outcome 1 at national level (“Supportive economic and sectoral policies and labour market institutions advance employment through structural transformation in key sectors of the economy”).
3.    Act as key technical advisor and focal point for the design and implementation of the project’s cross-cutting Outcome 3 (“Tripartite constituents and relevant stakeholders at national, provincial, and local levels are capacitated to better address key constraints and bottlenecks for decent and pro-poor employment creation through systemic and sustainable enterprise development and policy interventions”)
4.    Support the NEP and PAPE process in close collaboration with national constituents, towards achieving more effective implementation across all government and levels, and with a particular focus towards the project-supported sectors.
5.    Undertake in-depth policy assessments, analyses and consultations to identify key entry points for mainstreaming employment in macroeconomic and sectoral policies, as well as promoting effective implementation mechanisms such as pro-employment budgeting and employment impact assessments.
6.    In close collaboration with the Government of Mozambique, support the formulation of a next-generation gender-responsive National Employment Policy for Mozambique, and provide technical advice and capacity building to national constituents on comprehensive employment policy frameworks.
7.    Act as the project’s key focal point and technical lead towards mainstreaming employment across all project interventions, and towards that effect provide technical support, training and capacity development to all project staff to enable them to apply a pro-employment approach across the project.
8.    Provide authoritative technical advice to constituents and project stakeholders on economic, sectoral and employment policy making as well as policy implementation measures

9.    Undertake technical advisory missions, independently or in collaboration with other project staff and technical specialists to coordinate and oversee the implementation of project interventions
10.    Prepare periodic and ad-hoc reports and case studies on the status of the policy and institutional project components and their results, including for international forums, to disseminate and share lessons learned
11.    Oversee and guide the work of national officers and any international and local consultants and service providers hired during the course of the project to support the implementation of national level activities
12.    Mainstream gender into the policy and national level activities, ensuring gender perspectives and attention to gender equality and women’s economic empowerment are central to these, both during the inception and implementation phases.
13.    In close collaboration with the MSD technical expert and National Project Officer, develop the project’s guiding framework and mechanism towards providing cross-cutting technical support and capacity development to ILO’s tripartite constituents at national, provincial and local levels to strengthen their ability to promote employment, social dialogue, gender equality, labour standards, and just transition
14.    Develop and maintain relationships with UN sister agencies, development partners and related projects with similar mandates and objectives, including with a view to promote ILO values and the objectives and approach of the project, and identify opportunities for scaling-up project achievements.
15.    Support development and implementation of an effective communication and knowledge sharing strategy and plan for relevant national and international audiences.
16.    Represent the project in meetings, seminars, and evaluations including making presentation on progress in implementation to the National Steering Committee and any established technical advisory committees
17.    Promote ILO policies and provide policy advice to ILO constituents regarding the comprehensive employment policies approach, in collaboration with the relevant technical specialists at the DWT/CO- Pretoria and EMPLOYMENT, ILO Geneva
18.    Promote relationships with the multi-lateral and bilateral development community and oversee and monitor resource mobilization proposals in coordination with the technical specialists, including through the formulation and submission of project proposals
19.    Carry out other related and relevant duties requested by the CTA and/or the Country Office Director

Required qualifications

Education

Advanced university degree in economics, international development, social science or a related field with demonstrated knowledge in formulating and implementing employment policies.

 

Experience

 At least 7 years of professional experience should be related to employment policy making and implementation, of which at least 3 years at an international level.•    Proven experience in providing authoritative policy advice and capacity building to tripartite constituents and development partners
•    Project implementation experience, with sound knowledge and experience in all aspects of project cycle management, design, implementation, monitoring and evaluation.
•    Proven experience in partnership building and networking and in effective fundraising, resource mobilization and donor relations.
•    Experience in managing multi-stakeholder engagement with the public and private sector.
•    Familiarity with procedures of international development cooperation

 

Languages

Excellent command of English and a good working knowledge of Portuguese or Spanish are required.

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
