Objectives of the Programme and of the immediate Strategic Objective

The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

Organizational context (Describe the individual role of incumbent within the team, focusing on work environment within and outside the organization)

Reporting to the National Health Cluster Coordinator of the WHO Office in DRC and with the technical support of the HIM and risk assessment officer, the incumbent will have the front-line responsibility of information management activities at the cluster level and collaborate with other team members on all aspects of the implementation of technical and operational plans.

The incumbent will have ongoing contacts with partner organizations and other UN agencies to encourage effective collaboration and information-sharing and will be responsible for coordinating IMO activities at the national and sub-national level.

Summary of Assigned Duties (Describe what the incumbent must do to achieve main objectives; include main achievements expected):

  1. Responsible for overseeing the work of the Information Management unit and/or coordinating the work of Information Management assets located throughout disparate units.
  2. Responsible for the development and improvement of field information management procedures to ensure that information management in the field provides the best possible functionality and usability to stakeholders
  3. Build the capacity of team members and partners involved in the planning and data/information management process; provide ongoing technical guidance and training on data gathering and analysis, quality assurance, performance monitoring, information dissemination, and management.
  4. Coordinate the analysis, consolidation, and dissemination of information on program management. Monitor and report on health sector indicators and deliverables.
  5. Collaborate actively with the WHO Health Information management and Risk assessment unit.
  6. Contribute to the preparation of monitoring and progress reports, briefings, proposals, reports, communications, and advocacy documents required for strategic decision-making by the intersectoral coordination group.
  7. Attend various project management meetings, coordinate relevant activities, and ensure predictable follow-up on agreed action points with relevant stakeholders both for emergency planning and for routine activities.
  8. Determine the data information elements that are required internally and externally to support the health sector coordination and decision-making, design standardized methods of capturing and consolidating evidence-based health interventions, and document lessons learned, best practices, and trend analyses for promoting accountability, responsiveness, and transparency.
  9. Prepare background documents, concept papers, situation analysis, and develop technical reports assessing the implementation of related Programmes.
  10. Produce sitreps/Bulletins when needed.
  11. Support the health sector coordinator through continuously communicating and responding to partner queries; attending and supporting relevant coordination meetings; and liaising with the site management sector for site planning issues.
  12. Actively participate and ensure health sector involvement in intersectoral information management meetings.
  13. Work in close collaboration with the HCC and other colleagues at the country office to ensure effective HPC in the health domain.
  14. Perform any other related incident-specific duties, as required by the supervisor.

  • Demonstrated supervisory and leadership skills, and negotiation skills ;
  • Advanced ability to design, manage, analyze, and coordinate complex information system projects, computer-based applications and databases, web-based tools ;
  • High level of analytical skills ;
  • Knowledge of program management and the functioning of WHO and the UN system is an asset.

Education Qualifications

  • Essential

Master’s degree in information management/technology, public health, epidemiology, economics, international development, life sciences, or public or business administration from an accredited/recognized institute.

  • Desirable

Certified training in monitoring and evaluation or project management.

Experience

  • Essential

At least seven years of related experience, at the national and/or international levels, in the design and implementation of monitoring and evaluation strategies, methodologies, and tools, project management with experience in planning, and grant management including experience in emergency operations or humanitarian contexts.

  • Desirable

Relevant work experience in WHO, and/or other UN agencies in the health department; experience working in relevant nongovernmental or humanitarian organizations. Experience in developing countries.

Use of Language Skills

Fluent in written and spoken French and intermediate level in English.

Other Skills (e.g., IT)

  • Advanced use of Microsoft 365, Power BI, SSA mobile app and online platform, QGIS/ArcGIS, Adobe Creative Suite, ODK, KOBO collect, doodle, and all telecommuting software (Teams, zoom, skype etc).
  • Demonstrated knowledge of information technology and ability to apply it in work assignments.
  • Sound skills in utilizing Public Health Information services and monitoring of these services.
