The Strategy & Innovations consultant will report directly to the EPR Strategic Support (STS) Programme Area Manager.  The ultimate mission of the consultant is to ensure that key strategic outputs of the EPR Cluster (i.e., strategies, plans, memorandums, etc.) meet WHO standards.  The consultant is expected to support the different programme areas of the EPR cluster to strengthen planning and implementation of their projects and initiatives, integrating best practices.  Additionally, the consultant is expected to contribute to the transfer of knowledge to staff at the regional office, hub and country levels in the area of strategy and innovations.

 

The specific duties for this consultancy include:

  1. Strategy development and problem-solving support to the EPR leadership and teams
    • Develop the EPR strategy and innovations detailed workplan for 2023 and cost it.
    • Provide strategy and problem-solving expertise on projects aligned to the top priorities of the EPR Cluster (i.e. EPR flagships), in line with the EPR 8-Year Strategy 2022-2030.
    • Review/edit strategy and policy materials – such as briefing materials, talking points, concept notes, funding proposals etc. – to optimize clarity and persuasion.
    • Support preparations for regional and/or global meetings relevant to AFRO/EPR such as the 73rd Regional Committee Meeting, the World Health Assembly, the Africa Health Agenda International Conference, etc.
  1. Strategic alignment and innovation
    • Source and analyze all new developments within WHO (i.e., HQ, AFRO and other regions) and ensure that new strategies and plans within the EPR Cluster are conceptually aligned.
    • Monitor global health policies and trends to advise EPR leadership on opportunities.
    • Conceptualize new initiatives at the discretion of the STS Manager and RED, soliciting and integrating expertise across the Cluster and beyond and putting ideas on paper.
    • Ensure that all EPR staff are familiar with the Cluster’s theory of change and the new activities fit within that dynamic and evolving framework.
    • Support the on-boarding of new EPR staff members at the Regional Office and Hubs.
  1. Capacity building of staff in the areas of strategy and innovation
    • Develop an outline of trainings to be implemented in 2023 in relevant areas such as writing a compelling concept note and communicating results.
    • Organize at least one staff capacity building workshop on a relevant area – e.g. strategic communications, change management, etc.
  1. Monitoring and Evaluation
    • Provide strategic guidance and support to ensure the success of quarterly EPR flagship progress reports and partner webinars.
    • Support in the preparation of the inaugural EPR Technical Advisory Group briefing and meeting.

  • Strong facilitation skills (i.e., ability to plan and lead brainstorming sessions, workshops, etc.) with senior leaders.
  • Skilled communicator comfortable engaging with a variety of stakeholders, from funders to staff members across the organization.
  • Strong interpersonal and organizational skills.
  • Track-record of producing results under pressure.

 

Education:

Master of Business Administration or master’s degree in Public Health, International Relations, Public Policy, Public Administration, Law or in a related field from a recognized institution.

 

Experience:

At least seven years of proven experience in the relevant fields (i.e., strategy or management consulting) at the national or international level in public health development and/or emergency management.

 

Language:

Fluency in English is required with intermediary knowledge of French.
