Background

The Health Systems and Governance program is supporting countries within the Region to generate evidence at country levels to support advocacy for the needed legal reforms. This will help to inform planning for the needed legal reforms; tracking and reporting on progress in improving laws in the regional. To facilitate this, assessments of the current status of UHC laws in AFRO countries are being conducted in all countries to establish the current status, and also inform targeted country support for the required legal reforms to facilitate progress towards UHC. A consultancy firm have been recruited to undertake the country assessments and a WHO Technical Working Group established for oversight. This work is being done in collaboration with International Parliamentary Union (IPU).

To boost the capacities of the AFRO HSG unit, a suitably qualified consultant with expertise in public health law will be recruited with the following terms of reference:

Deliverables

Tasks to be performed by consultant

  1. Lead the Phase 1 component rapid assessment of the UHC laws in countries via the technical Working Group and Consultancy Firm (O’Neil Institute) in line with the approved Concept Note and methodology.
  2. Create and manage AFRO database of country UHC-related laws and other technical materials collected during the assessment to allow subsequent systematic country follow up.
  3. Facilitate data collection, analysis, and formulation of draft country reports that demonstrate gaps and propose next steps.
  4. Coordinate the validation of draft country results, including the participation of parliamentarians, and the production of final country reports.
  5. Produce draft regional synthesis report from the analysis of all country reports, including recommendations for country focus support.
  6. Produce a final tool for assessing country’s legal framework for UHC by incorporating experiences in the rapid assessment process.
  7. Initiate the production of technical resource materials that can facilitate legal reforms in countries.
  8. Support related work on strengthening Private Sector Engagement in the African Region

Deliverables

  1. A comprehensive and up to date AFRO database of country UHC-related laws and other strategic documents is developed.
  2. The final “country’s legal framework for UHC” assessment tool, with incorporated lessons learnt, is available.
  3. Validated country assessment repots, with recommendations on next steps, available.
  4. A regional synthesis report is available.
  5. Draft technical resource materials are available.
  6. A plan for focused country support as next steps is available.

At least 3 countries supported on sustainable private sector engagement in countries developed.

Qualifications, experience, skills and languages

Educational Qualifications

Essential: Advanced university degree in Law.

Desirable: Post Graduate degree/qualification in public health.

Experience

Essential:

  • At least seven years’ experience in legal practice, with experience in public health, public policy, and social protection.
  • Demonstrated research skills

Desirable:

  • Experience in health systems strengthening and UHC/SDGs in resource limited countries.

Skills/Knowledge

  1. Demonstrated knowledge of law, with links to public health, including policy analysis and social protection in resource limited countries.
  2. Proven and excellent research skills with ability to summarize technical analyses in clear and accurate reports.

Excellent presentation skills and ability to write and produce technical documents in a clear and concise manner based on the views of multiple stakeholders and partners.

Languages and level required

Excellent knowledge of written and spoken English.

Knowledge of Portuguese and French is an advantage.

Technical Supervision

Under the overall supervision of the HSG Technical Officer (Health Planning & Strategic Information) (samo@who.int), the consultant will work in close collaboration with ULC teams and other clusters as necessary.
