  3.  Background

 WHO supports countries in reforming health systems to achieve Universal Health Coverage and the 2030 SDGs, ensuring healthy lives for all, at all ages and leaving no one behind. To this end, three interconnected strategic priorities were defined: promoting health, keeping the world safer and serving the vulnerable. In this context, Strategic Planning offers a cross-sectional view of the health sector in the country, with recommendations to guide its long-term implementation.

 In 2012, within the scope of the Reform of the health sector in Angola, the National Health Development Plan (PNDS) 2012-2025 was drawn up, which is a strategic-operational instrument aimed at materializing the guidelines set out in the National Health Policy and in the Strategy of Long-Term Development “Angola 2025”. The PNDS 2012-2025 aims to promote compliance with the right to health enshrined in the Constitution, universal access to health care, ensuring equity in care, improving management and financing mechanisms of the National Health System, offering quality services, opportune and humanized, with a view to combating poverty and strengthening the well-being of the population. The PNDS brings together the main strategies outlined by the Ministry of Health for the prevention, control, and elimination of the main diseases, for increasing access to quality health services for all Angolans, particularly the most vulnerable groups, and will be the basis for the preparation of Provincial and Municipal Operational Plans. The PNDS is an essential instrument of integration designed to sustain the political, technical, and financial health of the National Health System in the medium and long term.

In this context, WHO is seeking the recruitment of an International Consultant for the evaluation of the PNDS. The consultant will play a leading role in the coordination of all activities related to the evaluation of this Plan.

  1.  Deliverables

1.An inception plan detailing how the evaluation process will be conducted, in line with WHO guidance on health sector reviews

2.Report on the review process, including

coordination meetings held with needed key informants to collate needed information for the evaluation process

performance against planned deliverables, comprising (1) progress made, (2) drivers of success, (3) issues/challenges that hindered progress, (4) unfinished business the sector needs to focus on moving forward

3.Analysis of the implications of progress made, including:

  • How well the Primary Health Care approach is being applied during PNDS implementation – particularly in areas of multisectorality, empowerment, and integration
  • Contribution of progress made to outcomes of Universal Health Coverage, Health Security, and/or addressing health determinants
  • Contribution of progress to the National Health priorities emerging since 2012 (e.g. COVID-19 response

4.Report on the evaluation, including the process, findings, and recommendations for the health sector to ensure alignment with National, Regional, and Global commitments

 Qualifications, experience, skills and languages

Educational Qualifications:  

  • Essential: Master’ degree in Medicine or health sciences,
  • Desirable: Master’s degree in public health, health management, and/or health evaluation.

Experience 

  • Essential: Minimum of seven years of work experience in the field of Public Health, Health Management,
  • Desirable: Experience working in the health sector at the national and/or sub-national level.
  • Knowledge of the National Health System in Angola or other Portuguese-speaking countries in Africa.

 Skills/Knowledge:

Languages and level required (Basic/Intermediate/Expert):

Essential:

  • Expert knowledge of Portuguese
