Purpose of the Consultancy:
As we move towards ending the AIDS, STI and Viral Hepatitis (VH) epidemics by 2030, there is need to ensure that the latest guidance is in place for the provision of quality services using a public health approach. WHO released global guidance in HIV, STI and VH management between 2021 and 2022 and countries are being encouraged to adopt and adapt these guidelines. The existing national guidelines for the management of HIV and AIDS in Tanzania were last updated in 2019. The Viral Hepatitis guidelines were developed in 2021 and these are separate documents. As such WHO would want to support the government update and integrate these guidelines for ease of use by health workers.
- Work to be performed
Under the general coordination of the WHO Country Representative, Cluster Lead, CND and NACP Programme Manager’s supervision, the consultant will revise and update the HIV, Viral Hepatitis, and STI Management Guidelines in accordance with the latest WHO global recommendations. The selected candidate will perform the following tasks working closely with national HIV Guidelines Technical Working Group:
- Review and contextualize the latest WHO recommendations and incorporate them in the newly revised guidelines
- Review and contextualize the recommendations from technical working groups (TWG) such as Pediatric, TB/HIV, KVP, HTS,PMTCT and AHD Taskforce and incorporate, into the revised Guidelines.
- Identify and review suitable service delivery models and provide recommendations for incorporation into the revised Guidelines.
- Incorporate the viral hepatitis diagnostic and treatment guidance into the newly developed Guidelines.
- Provide support to national HIV TWG to conduct a consensus meeting on key recommendations contained in the newly updated national guidelines (national experts, key policymakers, national stakeholders and beneficiaries)
Deliverables
Key deliverables from this assignment will include:
- Updated Integrated National HIV, Viral Hepatitis, and STI Management Guidelines.
- Assignment Report i.e. Inception report and exit report after completion of work

EDUCATION:
Essential: Degree inHealth or Social sciences and a Postgraduate degree in a health-related field, preferably, public health from an accredited/ recognized institute.
Desired: Masters inHealth or Social sciences and a Postgraduate degree in a health-related field, With UN and Government health experience will be an added advantage.
EXPERIENCE:
Essential:
- The Consultant must have at least 5-10 years’ experience in HIV, STI and viral hepatitis prevention, treatment and care
- Relevant work experience and comprehensive knowledge of HIV, STI and Hepatitis programming and health systems strengthening
Desirable:
- At least 3 -5 years’ experience in the development of guidelines, protocols, and training materials with documented track record of successful completion of similar or related tasks.
- Experience in DSDM model approaches including Community Based HIV programs
- Knowledge of the Tanzanian health system
- Analytical and documentation skills, presentation of reports
Language:
- Fluent in spoken and written English

TIMELINE AND REPORTING
Duration
- The duration of the consultancy is 30 days. The consultancy is expected to begin in early December 2022 into early 2023. It will involve travel to where the NACP will be and where they will hold the stakeholders’ workshops .

Outputs delivered under this consultancy contract will remain the property of the Ministry of Health and WHO.
