  1. Background

The Assistant Regional Directors (ARD) Cluster at WHO in the African Region is designed to perform cross cutting technical functions by working closely with countries and programme areas across various clusters that include ULC, UCN, UHP and EPR. This cluster focuses on essential functions in key subject areas that prepare WHO and Member States to make evidence-informed decisions and harness the cutting-edge research and innovations for the acceleration of health improvements in the African Region. This cluster also coordinates work across the organization related to key strategic priorities: integrated service delivery, diagnostic, laboratory services, antimicrobial resistance, research and innovation and data analytics and knowledge management. The cluster works to ensure that these priorities are integrated into programs at every level in a manner that improves efficiency and ensures progress towards the attainment of Universal Health Coverage and One Health approach goals. Though various units the cluster will serve distinct purposes with unique intervention areas, the cluster is designed to serve as technical support and an expert advisory service to strengthen coordination mechanisms, platforms, and partnerships across both WHO, Member States and global and regional partners in these key focus areas. The cluster also supports coordination and integration of the regional office functions with high level partnerships in collaboration with the External Relations and Partnership Unit other clusters. Furthermore, the cluster works to support teams to establish collaboration and communications mechanisms for both internal and external key program stakeholders and to establish channels for knowledge dissemination.

These terms of references are intended for a consultant for a 3-month contract to manage donor cultivation and stewardship, ensure support to the development of fundraising materials and implement donor visibility requirements. The incumbent will coordinate with a broad range of partner organizations and institutions to obtain information and as necessary provide advice on communication priorities and opportunities. To provide business continuity support in the area of external relations work to engage key regional ang global stakeholders and support the development of a framework for communication and collaboration with ARD internal and external stakeholders. guidelines.

Scope of work

  1. Support the ARD coordinate stakeholder relations portfolio
  2. Manage relations and programmes between ARD Cluster and a number of existing partners
  3. Conduct donor mapping identifying key donors, and donor profiles as relevant to promote stronger partnership.
  4. Identifying funding opportunities and understanding of the ARD Cluster external relation needs, priorities, and gaps as well as identify and share funding opportunities.
  5. Develop investment case portfolios for various areas of work in the Cluster that will assist resource mobilization, foster impactful collaboration and partnership with donors
  6. Support the ARD to liaise and engage with donors as needed on a regular basis including sharing relevant and timely information and organizing partner meetings.
  7. Review technical reports, proposal and other relevant documents that will be shared with donors.
  8. Support the ARD for internal and external communications including drafting, and editing speeches and briefing notes.
  9. Provide editorial guidance to the ARD in supporting the development of annual reports, donor briefs, background papers, talking points for a diverse array of activities.
  10. Liaise with the Communication Unit to increase visibility of ARD Cluster work vis-à-vis the donor community.
  11. Build partnerships with all relevant actors, including with other clusters and other partners.
  12. Assist with the development of contractual agreements with partners.
  13. Any other related tasks as may be required or assigned by the supervisor.

  • Timely and professional coordination and correspondence to stakeholders in relation to contractual requirements
  • Develop investment case studies based on the activities carried out by the technical teams in the Cluster
  • Develop and manage an updated regional and global stakeholder database for the ARD Cluster.

  1. Qualifications, experience, skills and languages

Educational Qualifications

  • Essential: Advanced University degree in social sciences, law, political science, business communications, marketing, management, economics, or international relations or related field from an accredited/recognized institute.

Experience

  • At least 7 years’ related experience, at the international level in developing and implementing resource mobilization and external relations activities.
  • Proven track record in engaging with donors, developing donor engagement plans, producing proposals and reports.
  • Proven experience in writing advocacy documents and the production of communication materials and products.

Skills and competencies

  • Ability to write well in English and produce engaging communication and advocacy material.
  • Accuracy and professionalism in document production and editing; Strong interpersonal, representational, and organizational skills, with proven ability to facilitate and strengthen the involvement and collaboration of a broad range of internal and external partners for resource mobilization.
  • Independent highly motivated staff member with superior analytical, communication and negotiation skills with a track record of working at an international development organization.
  • Demonstrated ability to work in highly complex multicultural international organizations and establish harmonious and effective working relationships, both within and outside the organizations.
  • Demonstrated success in mobilizing resources and contributing to managing donor relations.
  • Ability to conceptualize ideas and promote consensus.
  • Experience of presenting to a fundraising audience and providing capacity building training.
  • Experience of WHO or UN processes and procedures.
  • Ability to work under pressure and problem solve.
  • Demonstrated ability to plan and implement work, and to communicate ideas effectively.

Languages

Excellent knowledge of spoken and written English is essential. Working knowledge of French. Knowledge of another UN           language is an advantage.

The selected consultant will work under the supervision of the ARD Director.

  1. Remuneration 

Monthly rate at Band B level

Pay band: USD 8,500 – 9,980 per month.
