OBJECTIVES OF THE PROGRAMME

To support Member States in the WHO African Region in the development, implementation, monitoring and evaluation of policies, strategies and plans for the promotion and protection of maternal and perinatal health during pregnancy, child birth and the postnatal period to end preventable deaths and ensure wellbeing. To ensure universal access to SRHR services, including:-Safe abortion services and treatment of complications of unsafe abortion -Prevention and treatment of HIV and other sexually transmitted infections -Prevention, detection, immediate services, and referrals for cases of sexual and gender-based violence -Comprehensive sexuality education -Counselling and services for a range of modern contraceptives, with a defined minimum number and types of methods -Antenatal, child birth, and postnatal care, including emergency obstetric and newborn care.-Prevention, detection, and management of reproductive cancers, especially cervical cancer -Information, counselling, and services for subfertility and infertility -Information, counselling, and services for sexual health and wellbeing To promote healthy ageing towards attaining Universal Health Coverage in the WHO African Region. Our program supports member states in reducing maternal and newborn mortality rates and promoting the health and well-being of older persons. We work within the Global Strategy for Women’s, Children’s, and Adolescents’ Health (GSWCAH), the UN Decade of Healthy Ageing, aligning policies, strategies, and plans within WHO-recommended norms and standards. Our technical assistance helps to build member states’ capacity to implement national policies for improving maternal health, increasing access to SRHR, and promoting healthy ageing. We also support countries in social mobilization and define the regional RMH research and innovations agenda to generate evidence. Our program conducts high-level advocacy and strengthens partnerships with key stakeholders to promote harmonized approaches and increased resources for RMH/SRHR and healthy ageing. The goal is to enable countries in the WHO African Region to ensure evidence-based policies and strategies are in place to achieve universal access to high-quality integrated health services, increase the coverage and quality of effective interventions, and create mechanisms to measure the impact of those strategies and interventions.

DESCRIPTION OF DUTIES

  • Provide guidance and technical support including articulating ethical and evidence‐based SRHR policy options on SRHR matters critical to the health of women and adolescents to member states, governments, WHO colleagues, professional organizations, EACs, and partners.
  • Support Member States in developing and implementing national SRHR strategies and help to prioritize SRHR in essential health services and health benefit packages, together with their implementation at the country level.
  • Shape SRHR research agenda and contribute to setting SRHR norms and standards, including stimulating the generation, translation, and dissemination of valuable SRHR knowledge in the African region. Assist in developing SRHR frameworks, processes, and tools, and support capacity building and sharing of best practices and lessons learned in the African region.
  • Conduct resource mobilization and actively develop and engage in partnerships that support SRHR in the African region.
  • Develop, implement, and monitor key performance indicators, work plans and budgets to integrate reproductive and maternal health/SRHR as integral components of countries’ Primary health care and Universal Health Coverage.
  • Conduct national and regional analysis on SRHR trends and provide technical recommendations while encouraging programmatic learnings and documenting lessons from successes and challenges during peace and shocks.
  • Liaise and coordinate with WHO colleagues, national counterparts, UN partners and other stakeholders to accelerate universal access to SRHR services, and perform other related responsibilities as assigned, such as replacing and backstopping for other staff when required.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree in medicine or health-related programmes complemented with a postgraduate degree or training in the field of RMH or SRHR or Public Health and or training in management of health-related projects or programmes.

Desirable: PhD in public health, RMH/SRHR or related programs, Residency training or postgraduate fellowing in obstetrics and gynecology, Master in Business Administration or international development or health related field, Project management certification

Experience

Essential: Minimum of 7 years of increasingly responsible professional experience, especially in the fields of RMH, SRHR. Experience with international or country-level implementations of health programs, including resource mobilization and managing large grants. Proven experience in policy analysis and development, including developing country strategic plans. Experience developing, implementing, managing, and evaluating RMH/SRHR programs in low- and middle-income countries, the African region At least 5 publications in high-impact peer-reviewed journals, with at least 2 as first or corresponding author or evidence of drafting 3 national or international strategic documents.
Desirable: Proven experience in data analysis and project management. Previous experience working with UN organizations, particularly WHO. Experience in conducting or contributing to implementation research.

  3. Demonstrated ability and skills in supporting multi-faceted teams, including program and project management and mobilizing and managing grants.

Use of Language Skills

Essential: Expert knowledge of English or French with a good working knowledge of the other language.

Desirable: Intermediate knowledge of Portuguese.

The above language requirements are interchangeable.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3338 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
