Purpose of consultancy

The incumbent will ensure new global and regional initiatives are introduced, adapted or rolled out in WHO AFRO region; member states are supported to develop proposals or implementation of pandemic fund resources; and new investments are identified. The incumbent will work with the HQ and across clusters in AFRO and within EPR cluster to ensure effective collaborations and alignments including joint implementation and monitoring of regional frameworks, and rollout of global architecture for Health Emergencies Preparedness, Response and Resilience (HEPR).

Background

In the context of the WHO’s Health Emergencies Programme and within the Emergency Preparedness Programme (EMP), the incumbent of this consultancy will serve as the programme management officer who provides critical support in strengthening high-level multi-sectoral engagements in emergency preparedness, Pandemic Fund and other investments that fund health security preparedness, country readiness, infectious hazards preparedness, and risk communication and community engagements (RCCE).

Deliverables

Under the direct supervision of the EMP/PAM, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Support introductions, adaptations and rollout of new regional and global initiatives focusing on Global Strategic Preparedness Network (GSPN), Urban Preparedness, Parliamentary and Civil-Military Partnership in emergency preparedness and responses
  2. Support coordination and management of Pandemic Fund proposal development, and implementations in the five (5) Pandemic Fund recipient countries in Africa (Burkina Faso, Cabo Verde, Ethiopia, Togo and Zambia)
  3. Support strategic partnerships in emergency preparedness and resilience especially with regional economic communities (RECs), Africa Union (AU) humanitarian agency, Inter-Parliamentary Union (IPU)
  4. Provide secretariat support to One Health Quadripartite hosted by WHO AFRO working closely with relevant technical Officers and agencies engaged in human-zoonotic interface
    Explore additional partnership opportunities with upcoming collaborations with Harvard and John Hopkin’s universities
  5. In collaboration with HQ and regional colleagues responsible for NAPHS, support prioritization of member states to develop national investment plans (NIPs) and other investment opportunities.
    Keep abreast with WHA resolutions and new advances in emergency preparedness
  6. Support EMP engagements in conferences, meetings and capacity building activities ensuring cross-fertilization of knowledge and competencies
  7. Identify non-traditional donors focusing on private foundations and philanthropists and propose their engagement plans
  8. Perform other related duties as assigned, including backstopping for other EPR colleagues in the Hub and at regional office as required.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

A university degree in social sciences, international relations or public health or project management.

Desirable:

  • A Masters’ degree in social sciences, international relations or public health or project management.
  • Specialized training in project management.
  • Certification of project management

Experience

Essential:

  • A minimum of 2 years of progressive experience in programme management, stakeholders’ engagement, and convening high-level events at national and international level

Desirable:

  • Relevant work experience in WHO or UN agencies.
  • Experience and knowledge of emergency preparedness and response programmes

Skills/Knowledge:

Essential:

  • Demonstrated knowledge of the international health regulations (2005), HEPR, and EPR flagships.
  • Demonstrated sound knowledge of the partnerships in the African region.
  • Capacity to conceptualize, organize and critically analyze situations and solve problems.
  • Sound organizational and planning skills and ability to multi-task and produce results under pressure.
  • Excellent communication and negotiation skills.

Desirable:

Diplomacy and political acumen.

Languages and level required (Basic/Intermediate/Expert):

Essential:

Expert knowledge of English

Desirable:

Intermediate knowledge of French, and Portuguese

Remuneration and budget (travel costs are excluded): USD 32,000 – 41,880‬

  • Remuneration: Band A
  • Living expenses (A living expense is payable to on-site consultants who are internationally recruited):
  • Expected duration of contract (Maximum contract duration is 11 months per calendar year):   6 months
