Contexte :

Under the overall guidance of the Program Manager for the Niger Community Cohesion Initiative (NCCI) and direct administrative supervision of the regional Head of Sub Office (HoSO) and the direct technical supervision of the National Field Coordinator, the successful candidate will be accountable for providing support to the field operations of the NCCI Program. The Field Coordinator will be a member of the program team.

 

Fonctions / Responsabilités :

  • Oversee the daily operations and staff in the field ;
  • Facilitate weekly meetings with all Program assistants to discuss implementation and develop new activity ideas, once a month in a face to face group meeting in the sub-office ;
  • Ensure the successful implementation of the program’s community-based, small grant initiatives at the field level in accordance with the overall objectives of the program by directly supervising program implementation staff in the identification of local grantees and partners, technical consultants, and other program implementers ;
  • Oversee the program implementation team in developing targeted, high-impact activities which meet the objectives of the program ;
  • Communicate directly with the national Field Coordinator on activity concepts identified by program staff ;
  • Develop and maintain collaborative relationships with local grantees, local government authorities, local contractors, international NGOs, donors, and other key stakeholders ;
  • Coordinate with operations staff as appropriate for grant activity implementation to ensure that procurement, finance, logistics, and programmatic aspects of each activity are being implemented on-time and in accordance with the specifications of the approved activity ;
  • Coordinate, as required, with the NCCI engineering team to ensure the technical quality of proposed, ongoing and concluding grant activities ;
  • Provide regular reporting to the National Field Coordinator on grant implementation and provide relevant inputs to the Grants Manager ;
  • Oversee the collection and submission of activity notes for weekly submission to Monitoring and Evaluation Officer for inclusion in the database ;
  • Liaise with IOM’s Staff Security Unit (SSU) and the Mission Security Focal point as/when required, in close conjunction with the management of IOM Niger and in accordance with the United Nations Department of Safety and Security (UNDSS) requirements ;
  • Collaborate with the Monitoring and Evaluation Officer and Assistants to develop, monitor, evaluate (M&E) and recommend performance measures for regional and individual activities, including contractors and grantees ;
  • Perform such other duties as may be assigned.

 

Required Qualifications and Experience :

Education :

  • Master’s Degree in Project Management, economy, social sciences or any relative fields and a minimum of 5 years of relevant professional experience ;
  • Other lower university degrees in fields above listed and a minimum of 7 years of relevant experience.

Experiences :

  • Work experience in project management and able to travel in the field ;
  • Work experience in an international organization or UN system agency is a distinct advantage.

Languages :

  • Fluency in French and English ;
  • Local Languages.

Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.

Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
