The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in over 40 countries and 22 U.S. cities, we restore safety, dignity and hope to millions who are uprooted and struggling to endure. The IRC delivers education programs in 22 conflict-affected or post-conflict countries around the world.

Present in Sierra Leone since 1999, IRC supports the Sierra Leonean institutions – government, civil society, community-based organizations and private sector – to provide improved social services.  The IRC does this through programs and partnerships designed to improve the life of women, youth and children by implementing Health, Education, and Women’s Protection and Empowerment programming.

Scope of work :

IRC, along with its consortium partners bid and was successful with a funding opportunity from DFID – Saving Lives (Phase II) as the lead for the NGO consortium. The Saving Lives programme seeks to support the Government of Sierra Leone (GoSL) to save women’s and children’s lives by improving the quality, availability and accessibility of Reproductive, Maternal, New-born, Child and Adolescent Health Services. This will be achieved by increasing the utilization of quality Reproductive Maternity New Born Child and Adolescent Health Services through a multifaceted approach that seeks to strengthen quality, expand access, and build the demand for Reproductive Maternity New-born Child and Adolescent Health Services in Sierra Leone. The programme duration is October 2018 – September 2022.

The IRC is recruiting for a Project Coordinator for the Saving Lives Phase II programme in Sierra Leone. The Project Coordinator will be responsible for ensuring that the Saving Lives programme in the four IRC supported districts of Kono, Kenema, Kailahun and Bo is implemented in full alignment with relevant national policies and protocols and that it follows the agreed work plan.

The Project Coordinator will work under the oversight of the International Rescue Committee’s Senior Health Coordinator and will supervise four District Delivery Managers and one Regional Monitoring and Evaluation Officer.

Areas of responsibility :

Technical :

  • Support the development, implementation and monitoring of district annual workplans ;
  • Support Saving Lives teams in the four districts to ensure any bottlenecks in delivery of IRC support are identified and addressed ;
  • Provide technical advice, supervise, and support capacity building for health staff, especially saving lives team ;
  • Conduct regular field visits as per the monitoring/quality assurance plan to ensure delivery of quality services throughout programme implementation ;
  • Work with the IRC MEL Coordinator and Regional M&E manager to ensure that key project indicators are tracked, and key project data is regularly analysed to inform decision making, including timely feedback and relevant program adaptations ;
  • Provide ongoing technical advice and mentorship for district delivery managers ;
  • Ensure that key project management tools are developed, used, and regularly updated ;
  • Ensure that PHU in-charges’ meetings, MDSR processes and other activities are being conducted in accordance with national guidelines ;
  • Actively participate in project assessments, field visits, and other related activities ;
  • Lead collection, collation, and review of periodic and ad hoc reports for the project and submit to supervisor per prescribed deadlines.

Budget Oversight :

  • Serve as budget holder for identified district and national level budget lines for Saving Lives ;
  • Provide oversight and guidance to the District Delivery Managers to support planning and management of district specific implementation plans and budgets ;
  • Provide support – technical and management – to the DHMTs/District Medical Officers to access flexible funding available for the district support ;
  • Ensure that the district resources are used effectively, efficiently, and transparently on prioritized Reproductive Maternity New-born Child and Adolescent Health Services activities ;
  • Review Budget-vs-Actual, financial reports, and spending plans and ensure timely adjustments are made to ensure alignment with donor requirement ;
  • Promptly respond to all budget-related inquiries.

Staff Management : Supervise the District Delivery Managers (4) and Regional M&E manager (1) in accordance with IRC HR policies and local laws.

Representation and Advocacy : Attend national and district level RMNCAH meetings and other related workshops, working groups, and coordination forums as required to ensure close coordination and collaboration.

Analyse and present data to IRC program staff to influence internal (IRC) discussions around and prioritization of RMNCAH activities, strategy implementation, and decision making.

Profil :

Requirements :

  • To effectively deliver this engagement, the applicant should meet the following requirements ;
  • CHOs/Midwifes/SECHNs with public health experience/trainings ;
  • At least 10 years of relevant field experience with managing staff ;
  • Experience in planning and management of programmes in Sierra Leone, including experience in implementing/managing RMNCAH programmes ;
  • Experience with health projects funded by FCDO or USAID will be an added advantage ;
  • Excellent knowledge of RMNCAH programmes and health system in Sierra Leone ;
  • Demonstrated ability to mentor and lead a team ;
  • Demonstrated ability to write high quality report as per donor requirement ;
  • Demonstrated ability to use data for decision making ;
  • Demonstrated knowledge and/or experience of having worked with DHMTs and PHUs ;
  • Ability to provide technical support and feedback with a high degree of tact and diplomacy ;
  • Strong verbal communication skills and effectiveness in representation and liaison with external actors ;
  • Excellent English and Krio speaking/writing skills required.
