Background

The CGIAR research initiative “Ukama Ustawi: Diversification in East and Southern Africa” (UU) and the “Accelerating Impacts of CGIAR Climate Research for Africa” (AICCRA) program, funded by the World Bank, build on past CGIAR investments in the development of climate-smart agriculture, financial services, and climate information services (CIS), to scale these innovations for smallholder farmers across East and Southern Africa, including in Zambia. To achieve that goal, UU and AICCRA have invested in and partnered with Munda Makeover, a farm makeover reality TV show disseminating information on agricultural practices, technologies, and climate at scale, across Zambia, and in an entertaining way. The International Food Policy Research Institute (IFPRI) is conducting an impact evaluation of Munda Makeover, and of climate information disseminated through the show.

The work will be implemented in Eastern Zambia and the consultancy position is based in Lusaka, Zambia.

Scope of work

  • Facilitate IRB application processes (which is to be completed in July-August 2023; an initial application has already been submitted);
  • Organize roadshows to connect farmers from randomly selected villages with input and service providers (with roadshows occurring in October 2023, and in February 2024);
  • Organize activities that encourage farmers in randomly selected villages to watch Munda Makeover (including screenings of Munda Makeover in October 2023, and in February 2024; regular text reminders on the content and timing of the show to randomly selected farmers throughout the season; and other interventions to be determined);
  • Coordinate data collection, including a baseline survey in September-October 2023, and a follow-up survey at the end of the season, likely in June 2023; but also potentially follow-up surveys at regular intervals throughout the season in order to document the knowledge retained from watching the show;
  • Use the collected data to analyze the experiments and write an AICCRA working paper on integrating gender in cost-benefit analysis of CIS (November – December);
  • Supporting the project in any other way that is important to the successful execution of the impact evaluation.

Required qualifications of the consultant

  • MBA degree with a background in agricultural sciences, agricultural economics, or related fields.
  • Strong research skills, with ability to manage monitoring and evaluation research in Zambia.
  • Excellent knowledge of Microsoft Office and Kobo, with a good apprehension of STATA, R, QGIS, and other software relevant to the coordination of impact evaluations.
  • At least 10 years of experience with research, monitoring and evaluation, and knowledge management.
  • Excellent analytical, communication and presentation skills, and fluency in both English and Nyanja.
  • Experience in building trust and good relations with interviewees and communities.

Preferred qualifications

  • Experience in financial inclusion, agricultural economics, rural development and/or gender fields.
  • Having a strong network to build connections with NGOs, the financial sector, and agricultural service providers in Zambia.
  • Proficiency in local languages in Eastern Zambia such as Bemba, Tonga and Tumbuka.
