The WFP Regional Bureau for Eastern and Central Africa (RBN) is based in Nairobi and provides strategic direction, technical guidance, resource mobilization, and management support to WFP operations and activities in nine countries: Burundi, Djibouti, Eritrea, Ethiopia, Kenya, Rwanda, Somalia, South Sudan, and Uganda

ORGANIZATIONAL CONTEXT :

These jobs are found in Country Offices (COs), Regional Bureaux (RBs), and Headquarters (HQ) and report to a more senior HR Officer.

Job holders are likely to be working under the supervision of a more experienced staff member, receiving guidance and regular feedback on work performed. They support the collation, maintenance, analysis, and reporting of information to maximize the effectiveness of HR services.

JOB PURPOSE :

To support the delivery of professional, client-focused HR services, partnering with managers to implement HR solutions in line with WFP corporate priorities.

STANDARD MINIMUM QUALIFICATIONS :

Education : Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant fields, or First University degree with additional years of related work experience or training/courses. HR Certification is a plus.

Working Experience : Minimum two or more years of relevant professional work experience in postgraduate professional experience additional supervisory experience in Human Resources with an interest in international humanitarian development.

Language : Fluency (level C) in the English language and the duty station’s language, if different.

 

KEY KNOWLEDGE, SKILLS & COMPETENCIES :

  • Knowledge of HR best practices, techniques, and processes with some understanding of the basic theoretical background ;
  • Ability to support more junior and/or less experienced members of the team ;
  • Basic analytical ability to compile, maintain and analyze data, prepare reports and draw initial conclusions in support of work carried out by another officer ;
  • Skills in developing sources for data collection ;
  • Good communication skills are required to give and receive information and work with a variety of individuals ;
  • Knowledge of, or the ability to quickly assimilate UN/WFP specific processes and systems.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE :

  • Sound knowledge of HR concepts and principles with a broad knowledge of best practices, techniques, and processes ;
  • Very good communication skills with the ability to listen, persuade, influence, and adapt communication style to different situations and individuals ;
  • Ability to lead, coach, and motivate a small team ;
  • Ability to work independently under minimum guidance ;
  • Flexibility, adaptability, and resilience in a changing and/or difficult environment ;
  • Ability to establish priorities, and to plan, coordinate and monitor own work plan and those under your supervision ;
  • Ability to explain the rationale for human resources decisions and to gain consensus from different stakeholders ;
  • Ability to draft clear and concise reports or rationale for human resources decisions.

KEY ACCOUNTABILITIES :

What you will do :

  • Support HR operational activities or projects that are aligned to business needs, following standard processes and ensuring alignment with wider WFP policies ;
  • Respond to queries from managers and staff, understanding their issues and ensuring policies, procedures, processes, systems, and tools are available and correctly applied to support them ;
  • Use HR management systems for reviewing, entering, and updating various HR data, including monitoring various deadlines (e.g., contract expiration, Performance Management System, etc), ensuring compliance with the established deadlines and accuracy of HR data ;
  • Contribute to the effective management of the employment relationship between WFP and its staff, by administering conditions of service, contracts, and appropriate entitlements ;
  • Support staff capability building, working with managers to understand individual skills and business requirements, and organizing development solutions that equip people with the skills and knowledge required to meet current and future challenges.

KEY ACCOUNTABILITIES (CONTINUED) :

  • Provide support in building talent within WFP, working with managers to understand their needs, and organizing solutions to recruit, retain and develop a high calibre workforce to deliver the business strategy ;
  • Support for organizational design activities that enable senior management to define and organize structures and jobs and allocate people to the right places in order to improve efficiency ;
  • Collate data and contribute to the preparation of accurate and timely reporting, supporting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders ;
  • Conduct straightforward data analysis under the close guidance of a senior HR Officer, in order to support others on projects or contribute to process efficiencies and improvements ;
  • Execute and manage the monthly Payroll for National Staff in the organization/Office ;
  • Other as required.

 

TERMS AND CONDITIONS :

Contract Duration: 12 Months (Renewable)
