Background :

The Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance and supports the results of UNDP’s 2018-2021 Strategic Plan, focusing on seven outcomes including, strengthening institutions to progressively deliver universal access to basic services (Outcome 3). The HIV, Health and Development Group (HHD Group), within BPPS, is helping to contribute towards this outcome. The HIV, Health and Development Strategy 2016-2021: ‘Connecting the Dots’ elaborates UNDP’s work on HIV and health in the context of the 2030 Agenda for Sustainable Development. UNDP’s partnership with The Global Fund, makes a vital contribution to UNDP’s Strategic Plan, the 2030 Agenda for Sustainable Development, the SDGs and the pledge to leave no one behind.

UNDP has an important role in supporting health outcomes by supporting countries to address the social, cultural and economic determinants of HIV and health, in partnership with UN entities and other organizations. This is done through UNDP’s core work in reducing inequalities and social exclusion that drive HIV and poor health, promoting effective and inclusive governance for health, and building resilient and sustainable systems for health. UNDP also contributes through its coordinating and convening role in bringing together multiple partners and resources at national and local levels.

As a trusted, long-term partner of The Global Fund (GF), UNDP’s value proposition lies in providing an integrated package of development solutions to strengthen institutions to deliver health services. Through its contributions as interim Principal Recipient (PR) and provider of technical assistance in over 53 countries since 2003, UNDP’s provision of integrated policy, implementation and capacity development support to countries has yielded significant health and development results in challenging operating environments. Proactive risk management and investing in sustainability are the cornerstones of UNDP’s portfolio management approach and providing technical assistance to national counterparts during all phases of implementation, strengthening legislation, policies and regulatory frameworks, and building capacities across key functional areas, including financial management, health information systems, procurement and supply chain management. Within the HHD Group the Global Fund – Health Implementation Support Team (GF/HIST) is a dedicated team providing support to UNDP Country Offices implementing health and development programmes.

UNDP has been identified as the interim PR for the Tchad GF malaria programme since 2008 and the current grant will end on 30th June 2021. In order to provide strategic planning, programmatic and operational management and oversight to the GF portfolio to achieve the defined programme goals, targets and effective delivery, a dedicated Project Management Unit (PMU) has been established.

Under the guidance and direct supervision of the GF Programme Manager, the Programme M&E Specialist will directly supervise the staff within the M&E section and will provide technical oversight of PMU M&E section, enhancing performance management, knowledge sharing and capacity building of relevant staff. The Programme M&E Specialist will provide technical support to the Ministry of Health (MOH) in reinforcing the functioning of M&E systems, including Health Management Information Systems, and will provide capacity transfer to M&E Unit of the MOH/PMU to improve technical skills and M&E systems to fully take-over functions related to coordination and management of M&E and reporting of national programs and to the Global Fund.

In his/her core functions, the Programme M&E Specialist promotes a collaborative, client-focused, quality and results-oriented approach across grant sub-recipients and stakeholders. S/he works in close collaboration with the grant team, procurement, and finance and administration staff within the UNDP-PMU and the colleagues within the UNDP Chad Country Office and other implementing partners.

Duties and Responsibilities :

1. Provide capacity development and technical assistance to Ministry of Health on M&E/HMIS, surveillance and key strategic information areas focusing on achievement of the following :
  • Provide capacity transfer to M&E Unit of the MOH/PMU to improve technical skills and to strengthen their M&E systems, to fully take-over functions related to coordination and management of M&E and reporting of national programs and to the Global Fund ;
  • Lead the design and delivery of M&E and Health Information System training and/or capacity building to personnel of MOH, together with other sub-recipients and implementing partners involved in the implementation of Global Fund grants ;
  • Liaise with partners internally and externally regarding platform maintenance and use ;
  • Provide technical support to the MoH to establish a robust health management information system, especially in the roll out of DHIS.2 system ;
  • Monitor the roll-out of DHIS2 and agree on required changes or resources to ensure that the system is fully functional and data quality standards are monitored and met ;
  • Coordinate between the various entities in MoH to ensure that data collected at the health facility for malaria are adequately captured in the HMIS/DHIS2 ;
  • Coordinate and collaborate with the entities that are implementing key surveillance, M&E and strategic information initiatives in malaria for timely completion and quality outputs;
  • Participate in and contribute to  update, as necessary, of national disease M&E plan consistent with the national priorities and ensuring that the plan meets Global Fund’s requirements ;
  • Provide technical guidance for the implementation of the M&E plan, through training and other on-site support ;
  • Design and disseminate M&E reporting tools and templates that supports UNDP to effectively shoulder the PR role and enables key partners to effectively plan, implement, monitor and evaluate the assigned grant activities ;
  • Assess the M&E needs of national counterparts and provide capacity development support, resulting in effective participation in Global Fund M&E activities, such as workshops, On Site Data Verification, and LFA PUDR verification; and
  • Provide needed technical assistance to Sub-Recipients and national systems in strengthening M&E activities.
2. Coordinate implementation of core M&E functions of malaria programme monitoring and evaluation strategy and guidelines and improving systems to provide reliable data to inform performance of GF- funded Programmes focusing on achievement of the following :
  • Monitor and evaluate the programmatic, procurement and financial aspects of grant implementation by UNDP and its key partners (SRs, national programmes etc.) including quarterly verification and reporting to management, stakeholders and donor ;
  • Ensure timely identification of potential implementation problems and bottlenecks and recommend appropriate strategies to address them ;
  • Ensure that Global Fund grant iM&E arrangements comply with Global Fund rules, and UNDP rules, regulations and procedures related to M&E ;
  • Work closely with the grant section to identify and address any bottlenecks, constraints, challenges and opportunities in grant implementation ;
  • Establish constructive communication and collaborate closely with different grant sections, including implementing harmonized approaches with respect to grant tracking and staff management ;
  • Identify innovative approaches and modalities to achieve grant targets ;
  • Work closely with grant sections to monitor progress of grants including routine follow up of SRs’ work plans and organize periodic joint grant performance review meetings;
  • Conduct regular joint monitoring field visits to ensure timely and quality implementation of projects vis-à-vis approved plans and contracts, with the involvement of the relevant grant colleagues, local and regional authorities and SRs; and
  • Follow up on implementation of audit and evaluation recommendations; ensure the optimal use of evaluation findings by providing guidance in preparation of timely management response to all mandatory evaluations and by developing a communication/dissemination plan.
3. Supervise and ensure timely preparation and submission of required projects reports (quarterly, annual or any other required report) to Global Fund and UNDP focusing on achievement of the following :
  • Ensure the development and monitoring of performance frameworks for the grant, in close cooperation with the respective grant sections ;
  • Work closely with grants and operations sections towards effective monitoring, timely development of reports (quarterly, annual, ad-hoc, grant closure etc) and analysis of results of projects to incorporate lessons learnt into recommendations for improvement to be implemented by partners ;
  • Ensure regular communication and timely feedback the Sub-Recipients on quarterly and semi-annual reporting issues including timeliness, correctness, and availability of required supporting documents and the overall implementation of the agreed work plans ;
  • Ensure the successful joint (including SRs and National Programmes) compilation of reports to be submitted to the Global Fund; and
  • Maintain effective communication and collaboration with the Local Fund Agent (LFA).
4. Ensure facilitation of knowledge building, knowledge sharing and performance management in the area of planning and M&E focusing on achievement of the following :
  • Supervise, energize and motivate the section team and ensure staff capacity building in area of work ;
  • Develop M&E knowledge products based on lessons learned and best practices, experiences and data generated through grant implementation and provide sound contributions to UNDP knowledge networks and communities of practice ;
  • Identify and formulate lessons learned and document best practices from evaluations and studies to be integrated into project reports ;
  • Liaise with the communications team to identify success stories and best practices learnt from the grant and ensure proper documentation and dissemination ;
  • Provide training and guidance to the grant and M&E staff within the PMU and develop work plans and priorities, monitor achievements and evaluate performance of M&E staff ;
  • Collaborate and coordinate with other UN agencies, government agencies, NGOs, and other organizations on monitoring and evaluation issues ;
  • Maintain cooperative relationship with all key stakeholders, including Country coordination Mechanism and  Sub recipients; policy makers and donor partners; and
  • Participate in external supervision and evaluation missions of the Global Fund and other agencies by facilitating access to M&E data as required.

Required Skills and Experience :

Education :  Master’s Degree in Public Health, Health Sciences, Population studies, Demography, Social Sciences or any other related field.

Experience:     

  • Minimum of 5 years of relevant experience in monitoring and evaluation in public health sector.
  • Extensive knowledge of monitoring and evaluation methodologies, both quantitative and qualitative data collection, processing and analysis.
  • A good understanding of routine health information systems, and literacy in management information systems.
  • Experience in designing and implementing country level monitoring and evaluation and health information system training.
  • Experience working with the UN or an international organization is an asset.
  • Knowledge of the Global Fund procedures and reporting requirements is an asset.
  • Experience in the usage of office software package and handling of web based management systems.

Language Requirements :        

  • Fluency in spoken and written French ;
  •  A good working knowledge of English is an asset.
