BACKGROUND

With the support of UNDP and partners, the Democratic Republic of Congo committed, in 2009, to the Reducing Emissions from Deforestation and forest Degradation (REDD+). The Government adopted́, in November 2012, the National REDD+ Framework Strategy, whose operationalization is based on a REDD+ Investment Plan, validated in September 2013, then updated in 2015. This Investment Plan, which presents a global development vision for a long-term transition to a green economy, aims at two major impacts: i) Responding effectively to the drivers of deforestation and forest degradation; and ii) Ensuring development co-benefits for society as a whole: women and men, adults and youth, both urban and rural, from local communities including indigenous peoples.

To implement the REDD+ Investment Plan, UNDP is currently implementing the Integrated REDD+ Programme in the former large Oriental Province, particularly the three provinces of Bas-Uélé, Ituri and Tshopo covered by the PIREDD Oriental (PIREDD-O). The PIREDD-Oriental covering the period 2018-2024, has been formulated based on a participatory approach, after consultations involving stakeholders. PIREDD-Oriental is funded by CAFI to the tune of USD 33 million. It aims to reduce deforestation and forest degradation and sustainably improve the incomes of local communities including indigenous peoples, women and youth in the target areas of Bas Uele, Ituri and Tshopo provinces.

The proposed programme will operate at three levels:

  1. Local level: to promote sustainable management of natural resources and organise the living space of local communities ;
  2. Provincial level: to develop the institutional framework needed to implement land use planning and decentralisation policies;
  3. Decentralised Territorial Entities and Territories level: for articulation and coherence between provincial orientations and the socio-economic development needs of grassroots communities.

To this end, the programme has selected eight territories: Buta, Aketi, Djugu, Irumu, Mambassa, Bafwasende, Ubundu et Isangi. Within the territories, interventions will cover 35 chiefdoms/sectors and 240 village territories and the programme’s interventions include :

  • Structuring and capacity building of multi-stakeholder and multi-sectoral consultation structures.
  • Support for the development of concerted land and resource use plans.
  • Transparent implementation of REDD+ interventions.
  • Improving the prevalence of modern contraceptive methods in these areas.
  • A better understanding of demographic dynamics.

It is within this framework that UNDP is recruiting a programme manager, who will be responsible for the Coordination of PIREDD Oriental and the Management of the field office in Kisangani, Tshopo.

DUTIES & RESPONSIBILITIES

Reporting to the Team Leader of CIDD, the Programme Manager is primarily responsible for the programme coordination, management of project-level field office, representation and coordination, partnership building and resource mobilisation. He/she will supervise the experts in REDD+ activities: 1 Expert in rural development, agriculture and forestry, 1 Administration and Finance Specialist, 3 M&E Experts, 3 Provincial Coordinators; 3 logistics officers, 7 drivers, as well as work closely with and strengthen the capacities of the staffs.

Key duties and accountability include:

Programme coordination:

The Programme Manager will lead day-to-day programme coordination aspects of PIREDD-Oriental, to ensure the systematic delivery of high-quality support and sustained tracking of meaningful results achieved:

  • Ensure support provided through PIREDD-Oriental is consistent with the activities and standard operating procedures outlined in the Programme Document, providing substantive views on the utility and viability of different modalities of support provision, in conjunction with the PIREDD-Oriental team and Team Leader of CIDD ;
  • Promote consistent coordination with the processes and activities of other relevant UN engagement and/or programmatic mechanisms such as the PIREDD+ Oriental undertaken within the framework of the DRC’s national REDD+ programme ;
  • Facilitate the development and implementation of a systematized monitoring and evaluation approach to streamline reporting in accordance with the PIREDD-Oriental results framework, in close collaboration with the PIREDD-Oriental team and regional/country level  ;
  • Coordinate and plan meetings of the Programme Board and ensure adequate actions are taken to implement strategic guidance, and recommendations ;
  • Ensure programme design and implementation are in line with the guidance of UNDP, in coordination with the programmatic components of the UNDP Country Office ;
  • Participate in scoping and evaluation missions as needed ;
  • Maintain programme risk log, M&E framework, results framework, baseline information, annual work plans and other required corporate programme elements in ATLAS ;
  • Support planning and execution of Programme Board and Programme Management team meetings ;;
  • In close collaboration with the Team Leader of CIDD, oversee the day-to-day financial management of PIREDD-Oriental, and facilitate the provision of information relevant to support effective decision-making at the managerial level, and amongst the PIREDD-Oriental team.

Management of the project-based Field Office:

  • Manage day to day administration and financial activities of the programme ;
  • Ensure proper use, management, maintenance and record-keeping of assets and equipment ;
  • Ensure proper safety measures as prescribed by Country Office are adopted for the safety and security of staff and offices, while maintaining timely communications with country office security staff ;
  • Manage the performance of staff, including setting annual targets and reviewing staff performance ;
  • Manage and be accountable for overall work planning and delivery.

Representation and coordination:

  • Under the guidance of the Resident Representative, represent UNDP at the provincial (Tshopo) and local levels ;
  • Liaise as necessary with government and other UN agencies and development partners at the provincial and local levels to facilitate the implementation of the programme ;
  • Contributes to UN coordination within the area and maintains strong partnerships and collaboration with other UN Agencies working in the area ;
  • Promote visibility of UNDP activities at the provincial and local levels ;
  • Assist UNDP, as needed, in problem-solving at the provincial and local levels ;
  • Participate in UNDP annual planning and review processes ;
  • Share information, experiences and best practices amongst partners and other relevant stakeholders ;
  • Ensure practical implementations issues and matters of concern are raised with the sub-national authorities to ensure provincial projects and partners have a conducive environment to implement projects.

Partnership building and resource mobilisation: 

  • Identify and build partnerships with development actors, government officials, civil society and stakeholders at the provincial and local levels ;
  • Maintain coordination and collaboration of activities amongst partner agencies ;
  • Facilitate sharing of relevant data between UNDP and other development partners ;
  • Manage the relationship with donors including CAFI for synergies and further collaborations whilst ensuring the donor’s visibility during the programme implementation ;
  • Maintain and strengthen dialogue with government officials, NGOs, partners, donors and local communities to provide knowledge and understanding whilst ensuring accurate interpretation of the programme objectives and implementation ;
  • Identify additional areas of synergy and cooperation amongst partners for joint implementation of the Programme.

Supervisory/Managerial Responsibilities: 

  • The Programme manager directly supervises the programme team / project-level field office in Kisangani (Bas Uele, Ituri et Tshopo), composed of NPSA positions at different levels, from programme, operations and support.

QUALIFICATIONS

Education:

  • Master’s degree in development studies, agriculture, environment, or a related field.

Experience, Knowledge, and Skills

  • Minimum 7 years of progressively responsible professional experience in a development programme or project management
  • Field/community-level experience in environment, climate change, forestry or agriculture is required.
  • Experience in working with UN systems and/or other development partners is an advantage.
  • Knowledge and experience in programme/project management with working in DRC is an advantage.
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems an advantage (Atlas).
  • Demonstrated experience in resource mobilization and partnerships is an advantage.

Language Requirements:

  • Proficiency in oral and written French is required.
  • Working knowledge of English is an asset.
