Job Purpose and Organizational Context

UNDP’s Social and Environmental Standards(SES) underpin our commitment to mainstream social and environmental sustainability in our Programmes and Projects to support sustainable development. The SES came into effect 1 January 2015. The objectives of the Standards are to:

  • Strengthen the social and environmental outcomes of Programmes and Projects;
  • Avoid adverse impacts to people and the environment;
  • Minimize, mitigate, and manage adverse impacts where avoidance is not possible;
  • Strengthen UNDP and partner capacities for managing social and environmental risks;
  • Ensure full and effective stakeholder engagement, including through a mechanism to respond to complaints from project-affected people.

A key mechanism to ensure these standards are applied is through UNDP’s project-level Social and Environmental Screening Procedure (SESP), which is a requirement for all proposed projects. The objectives of the SESP are to: (a) Integrate the SES Overarching Principles (human rights, gender equality and environmental sustainability); (b) Identify potential social and environmental risks and their significance; (c) Determine the Project’s risk category (Low, Moderate, High); and (d) Determine the level of social and environmental assessment and management required to address potential risks and impacts. All guidance on UNDPs Social and Environmental Safeguards can be found in the SES Toolkit.

In August 2018, a complaint was filed with UNDP’s Social and Environmental Compliance Unit (SECU) regarding a recently launched project, Integrated and Transboundary Conservation of Biodiversity in the Basins of the Republic of Cameroon. The ongoing independent investigation by SECU is examining UNDP’s compliance with its SES in the design and implementation of this project. The draft report is expected in May 2019.

Duties and Responsibilities

IV. Key Duties and Accountabilities
In this section list up to five primary functions/accountabilities of the position (Typically one sentence each) and examples of duties that must be performed to successfully accomplish key responsibilities.
1.)Environmental and Social Impact Assessment (ESIA)
 
  • In accordance with UNDP’s SES, an ESIA will be developed and carried out by an expert in a participatory manner with stakeholders, following the principles of FPIC.
  • The ESIA process will start with a reapplication of the SESP that reflects the project’s High-risk categorization, and will then further identify and assess social and environmental impacts of the project and its area of influence; evaluate alternatives; and consider appropriate avoidance, mitigation, management, and monitoring measures;
  • Address all relevant issues related to the SES Principles and Standards, with particular focus on Standard 5 on Displacement and Resettlement, and Standard 6 on Indigenous Peoples expected ;
  • Adjust the scope, etc. of the ESIA, as needed to respond to the findings of the SECU investigation;
  • The key output of the ESIA is an ESMP, as described next.
 

2.)ESIA report and Environmental and Social Management Plan (ESMP)

 

 
  • ESIA report and ESMP will provide a set of avoidance, mitigation, monitoring and institutional measures—as well as actions needed to implement these measures—to ensure compliance with UNDP’s SES.
  • Follow UNDP’s Guidance Note on Assessment and Management;
  • Ensure disclosure requirements are fulfill ;
  • At a minimum, the ESMP will include an Indigenous Peoples Plan and a comprehensive Stakeholder Engagement Plan ;
  • Other management plans should be included as determined necessary in the course of the ESIA;
  • Measures will be adopted and integrated into the project activities, monitoring and reporting framework and budget.
3.)Revised Social and Environmental Screening Procedure (SESP)
 
  • The management measures of the ESMP will be captured in a revised SESP to facilitate ongoing monitoring.
4.)Training on FPIC and other relevant SES topics
 
  • Train relevant stakeholders, UNDP staff and members of the project team on FPIC and other safeguards topics as determined necessary in the course of the ESIA, and as described in the “Capacity Development and Training” section of the ESMP.
5.) Any other duties in line with UNDP CO programme 2022-2026
  

  • Support CPD 2022-2026 implementation in line with the above points

Required Skills and Experience

Education:
  • At least  Bachelors in field related to international development, with specific academic background related to social and environmental sustainability.
  • or Master’s Degree in field related to international development, with specific academic background related to social and environmental sustainability.

Experience 

  • For a bachelor’s degree, at least 04 years of relevant experience in environment and social sustainability or
  • For a master’s degree least 02 years’ experience in environment and social sustainability;
  • With a proven experience on projects/programmes (At least two evidences) experience is required ;
  • Experience in social and environmental standards and impact assessment in an international development context
  • Specific technical expertise in the SES thematic areas of Social and Environmental Screening and Assessment; Principle 1 on Human Rights
  • Fluency in English and French; – Strong interpersonal and written and oral communications skills in French and English ;
  • Good knowledge of MS Microsoft office is required;
  •  With a proven experience at site level (at least two evidence) with the government or civil society will be an asset
  • At least one design tool applied at site level ; Standard 5 on Resettlement and Displacement At least one design tool applied at site level and/or Standard 6 on Indigenous Peoples (At least one design tool applied at site level ) will be an asset;
  • With a solid background in inclusive and gender-sensitive at site level (at least one) will be an asset
  • Previous experience in the same or similar function with the UN System, in particular UNDP will be an asset;
