- The Office for the Coordination of Humanitarian Affairs (OCHA) is a department of the United Nations Secretariat. Its mission is to mobilize and coordinate humanitarian action effectively in partnership with national and international actors, to alleviate human suffering, advocate for the rights of populations in need, promote preparedness and prevention of disasters and facilitate the establishment of durable solutions.
The Coordination Unit supports the national level humanitarian response programming with IASC members and overseas the field offices in Mopti, Timbuktu, Gao (Menaka), Segou and Bamako.
- The procedures put in place and the transactions carried out comply with the regulations and rules of the UN.
- Quality corporate reports are submitted promptly.
- Inter-agency coordination and planning is carried out on behalf of the Humanitarian Coordinator and Humanitarian Country Team that responds to the people’s needs.
- Outreach and Partnerships with all stakeholders is ensured in humanitarian programming and response.
1.) Coordination
- Monitor, analyse and report on humanitarian, relief/disaster management or emergency developments in assigned country/area.
- Organize and prepare studies on humanitarian assistance, emergency relief and related issues
- Organize follow-up work, including inter-agency technical review meetings to support policy work and decision making on important issues.
- Participate in large and complex projects, including disaster assessment and other missions
- Assist in the coordination of international humanitarian/emergency assistance in complex emergency/disaster situations and ensure necessary support (e.g., staffing, funding, specialized equipment, supplies, etc.) to ensure the success of the project
2.) Communications
- Prepare or contribute to the preparation of various written reports, documents and communications, e.g., draft study sections, background papers, policy guidelines, parliamentary documents, briefings, case studies, presentations, correspondence, etc.
3.) Partnerships
- Serve as the main focal point on specific topics or policy issues; keep abreast of the latest developments, liaise with other humanitarian organizations, donors, etc., ensure appropriate monitoring and reporting mechanisms; provide information and advice on a range of related issues.
4.) Advocacy
- Review and advise on policy issues related to safeguarding humanitarian principles and the effective delivery of humanitarian assistance.
- Organize and participate in working groups, meetings, conferences, consultations with other agencies and partners on issues related to humanitarian assistance and emergency relief.
5.) Other tasks
- Provide guidance and possible supervision to new/ junior staff.
- Performs other tasks as needed and in support of team members
Supervisory/Managerial Responsibilities: This post will be direct supervisor (FRO) to the GS-7 Humanitarian Affairs Associate with specific responsibility to overseas works plans, learning and development, coordination and programme tasks, and provide feedback through performance feedback tools (Inspira).

Required Skills and Experience
- <Advanced university degree (Master’s degree) in international humanitarian law, international human rights law; development, international relations, political science or other relevant field is required>
- <At least five (5) years of professional experience in the field of humanitarian or development coordination is required;
- At least two (2) years of demonstrated experience working in or with international organizations involved in humanitarian assistance or development cooperation is required;
- Proven experience in humanitarian coordination or mediation, international humanitarian law is required;
- Technical proficiency in Word, Excel, PowerPoint and internet research tools is required;
- Knowledge of humanitarian issues and the International Architecture for Humanitarian Coordination (IASC) is required;
- Familiarity with the United Nations system is an asset;
- Fluency in both working languages of the UN Secretariat, English and French (both oral and written) is required;
A good knowledge of the regional languages of Mali is an asset.>
