BACKGROUND

The conflict in the Central African Republic (CAR) is a long-term crisis characterized by sporadic violence and state collapse due to deep divisions between social and ethnic groups over control for territory and resources. In order to promote a comprehensive peace in the country, the CAR government signed the Peace and Reconciliation Agreement (APPR) with fourteen armed groups which control large parts of the country on 6th February 2019, committing to a more inclusive government and integrating armed groups representatives and some soldiers into new army units.

The country recently organized its general (i.e. presidential and legislative) elections on 27 December 2020, only one year after the signing of APPR. Due to armed groups activities, many polling stations were either unable to open or unable to complete voting procedures, leading to partial elections being held along with the 2nd round of the legislative elections on 14th March 2021. In the meantime, the final results of the Presidential elections were announced by the Constitutional Court on 7 January 2021, leading to the re-election of the incumbent President for a second term. Only a handful of constituencies were unable to vote in the 14th March 2021 polls thanks to an increased security apparatus deployed throughout the country.

While the incumbent President has been reelected, the country still struggles to stabilize its territory and some newly established rebel groups are active in some areas. In addition, the COVID-19 pandemic places immense strains on this fragile country, facing a multi-dimensional crisis with difficult economic and political conditions. The war between Russia and Ukraine erupts at a sensitive and critical time when the country is  preparing for its general and local elections. This situation increases the cost of urban transportation. Inflation of basic food products has also been recorded, thereby reinforcing social inequalities. According to a rapid study conducted jointly by the government and donors, the gross domestic product (GDP) of CAR is projected to drop by 6.2 percentage points, leading to a growth rate of negative 1.2 per cent as the war between Russia and Ukraine continues to persist. Therefore, notwithstanding security improvements, development gains are at risk of being quickly reversed unless the country rolls out more resilience and livelihoods activities, with the support of partners.

In this connection, UNDP has developed projects in the areas of enhancement of community resilience and social stabilization as well as sustainable solution, prevention of violent extremism for communities affected by the conflicts in collaboration wth PBF, the Government of Japan and KOICA.

These interventions will play an important foundation for peace consolidation, violence prevention, human security and socio-economic development and will pave the way for longer-term socio-economic recovery programming in the identified areas.

It is also important for UNDP to continue the resource mobilization with donors and maintain an established relationship with them. Timely reporting of the results and positive impact of the projects is required to keep their confidence and UNDP is also required to propose them a strategic and cost-effective intervention which align with the interest of the CAR government and international communities.

In line with this, UNDP CAR Country Office is recruiting a Programme Specialist-Recovery and Sustainable Solutions to support the project managers and to mobilize resource for further interventions.

 

Key Duties and Accountabilities

Under the direct supervision of the Resident Representative and in close collaboration with the DRR/P and the Team Leader Recovery, Stabilization and Peacebuilding, the Recovery and Sustainable Solutions Specialist provides direct support to recovery need assessment and analysis, recovery programme development and expansion through proposal development, new concepts exploration, donors and corporate reporting in addition to contribution to monitoring and evaluation processes. The Program Specialist will be responsible for the following:

  • Ensure effective support to needs assessment and analysis for stabilization and recovery programmes;
  • Support programme development and expansion;
  • Support the RR in the inter-agency coordination, partnership development and resource mobilization;
  • Ensure quality assurance, reporting, impact monitoring and communication;
  • Provision of top-quality policy advice and facilitation of knowledge building and management.

Ensure effective support to needs assessment and analysis for stabilization and recovery programmes:

  • Provide support to the DRR, the Governance Team, and the Resilience Team, for the coordination of field offices and field missions including with their needs assessment exercises and the prioritization of recovery and stabilization needs.
  • Participate in Needs Assessment exercises when required.

Support programme development and expansion:

  • Provide clarity on stabilization and recovery concepts and its application within the context of CAR
  • Develops concept notes and project documents aligned with the CPD (2023-2027)
  • Provide support to the CO in setting up a stabilization and recovery coordination structure;
  • Ensure the development of Recovery frameworks and plans at the national level.

Support the RR in the inter-agency coordination, partnership development and resource mobilization:

  • Perform research on topics as assigned, analyze information and synthesize to support the RR in advocacy and partnership development
  • Participate in strategic meetings with donors, partners and UN agencies;
  • Perform any other duties that the Resident Representative would assign as needed;
  • Work closely with national counterparts, donors and other stakeholders aiming for common strategies/ensuring linkages and compatibilities/complementarities with Recovery efforts;
  • Support the development of specific communication tools needed for partnership and resource mobilization.

Ensure quality assurance, reporting, impact monitoring and communication

  • Ensure high quality reporting to donors and partners for both technical and financial reports;
  • Participate in all monitoring and implementation activities of the recovery program;
  • Contribute to the development of a database of potential partners (who does what, in which sector, their priorities, time to engage contacts, resource person, perception of UNDP, what are their needs …) on stabilization, recovery, and sustainable solutions.

Provision of top-quality policy advice and facilitation of knowledge building and management:

  • Establish and maintain contacts with government officials, other UN agencies, MINUSCA, non-governmental organizations, and diplomatic missions.
  • Support the quality control mechanism; Prepare minutes of high-level meetings with donors, government and other key stakeholders; Produce analytical notes as required.
  • Provide clear and timely guidance to staff to facilitate preparation of project documents, concept notes, and reports.

Required Skills and Experience

Education:

  • Master’s Degree in Economics, Political or Social Sciences, International relations, Development, Project Management, or other related areas.

Experience:

  • Minimum 5 years of relevant experience in the formulation, implementation and/or management of development programmes;
  • Working experience with UNDP in policy development and/or project implementation is a strong asset.
  • Proven experience in resource mobilization.
  • Relevant experience of collaboration with several financial donors, coupled with the need to provide specific analytical reports to each donor,
  • Proven knowledge in community development methods and a participatory approach.
  • Proven ability to oversee the implementation of project design and strategic rationale.
  • Proven experience of working with NGOs or other development organizations involved in human settlement in post-conflict contexts.

 

Other requirements:

  • Experience in the field of post-conflict coordination and proven analytical capacity, especially for issues relating to conflict prevention and resolution, reconstruction and development ;
  • Familiarity with programmatic issues surrounding relief to recovery transition;
  • Experience in project design, implementation and evaluation/impact analysis;
  • Capacity for responsible problem-solving and troubleshooting.
  • Good knowledge of the Central African region, including political, economic and social dimensions;
  • Good knowledge of institutional mandates, policies and guidelines related to reconstruction and development, and a good knowledge of the United Nations System and the multi/bilateral cooperation;
  • Computer literacy, including familiarity with spreadsheets, and power point presentation and good knowledge of computer aided management systems, and other basic office automation tools: word processing and spreadsheets.

 

Language requirements

  • Good command of French is Essential ;
  • Good written and spoken English is required.
