ORGANIZATIONAL CONTEXT

The job holder will report to the Regional Monitoring Advisor (RMA) and will work closely with the Evidence Generation Block team to support specific tasks outlined in the ToR, while ensuring consistency and holistic support to country offices in relation to the integrated map processes (IRM) and in adopting the new UNSDCF approach as well as the new Corporate Result Framework. The job holder will also support development and application of innovative methods and tools to meet new information needs for evidence-based decision-making (such as qualitative monitoring) and the use of latest data visualisation technology (such as Tableau).

 

JOB PURPOSE

Making progress towards a Zero Hunger world requires the translation of WFP’s Strategic Plan (2022-2025) into programmes and activities at country level.  WFP is committed to improving performance through strengthening its evidence base and promoting a culture of using evidence for better programmatic decisions and accountability.

KEY ACCOUNTABILITIES (not all-inclusive)

Support the implementation of the Regional Monitoring strategy, particularly in line with two priority areas – Data Visualisation and Data Analysis – with the overall aim to strengthen Country Office (CO) capacities for high quality monitoring and learning to facilitate strategic and programme decision-making.

  • Liaise with Country Offices (CO) M&E staff to ensure quality professional review of Monitoring and Review plans, monitoring section in the county portfolio budgets, log-frames, VAM, Monitoring and Evaluation Planning and Budgeting tool and completion of timely documentation as requested.
  • Support advocacy for the use of qualitative monitoring for decision-making; support CO M&E staff when developing and implementing qualitative monitoring studies and surveys.
  • Support CO M&E staff with the establishment of the new Country Strategic Plans baselines and related outcome monitoring surveys and assessments.
  • Facilitate and/or contribute to CSP Mid-term Reviews and thematic reviews, which are intended for internal learning and strategic and operational decision-making.
  • Conduct regular data quality checks at different stages of the monitoring cycle, ensuring that monitoring data and reports are timely, complete and of high quality.
  • Ensure quality control and operationalization of corporate normative guidance, monitoring Standard operation procedures and Minimum Monitoring.
  • In close collaboration with the RB reporting unit, conduct technical review of Annual Country Reports for annual monitoring of programme performance across the region, and inform the Regional Monitoring Advisor of any inconsistencies and problems.
  • Support Regional Monitoring Advisor in tracking implementation status of mid-term review recommendations and evaluation recommendations, to ensure that follow-up actions are taken as required.
  • Support and guide Country Offices to enter monitoring timely collect data using appropriate monitoring technologies, analyse and enter the results into relevant corporate databases.
  • Provide support to country offices in the use of Country Office Tool for Managing Operations Effectively (COMET) modules, assisting in drawing the link with best-practice M&E and project design.
  • As needed, act as the Regional COMET Coordinator alternate.
  • Support the use of latest data visualisation technology (such as Tableau). Work closely with the regional data coordinator in providing technical support to the CO M&E teams to create outcome trends dashboards.
  • Support the roll-out WFP’s Survey Designer and Data Library tools to increase operational efficiency.
  • Any other duty assigned that are within the scope of monitoring.

 

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Sociology, Social Development, Development Economics or Performance Management or other relevant field, or First University degree with additional years of relevant work experience and/or training/courses.

Experience: Minimum of five years of relevant professional work experience in the field of monitoring. Experience in using a variety of quantitative and qualitative analytical tools and methods.

Language: Fluency (level C) in both spoken and written English. Knowledge of French or Portuguese is an added advantage.

 

CONTRACTUAL INFORMATION

  • This is a 12-month renewable Service Contract
  • Gross Monthly Salary Range: R40286 – R56909

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Analytical skills, with ability to handle data and convert it into useful information transparently.
  • Good knowledge of Tableau Analytics and other relevant statistical applications (e.g.: web-based databases,) to organize, analyse, share and use of monitoring data.
  • Knowledge of results-based management principles and practices.
  • Ability to read and assimilate a large amount of information within a short time.
  • Proven knowledge, abilities and skills in the area of monitoring, including advanced analytical skills and practical knowledge on how M&E data is collected, compiled, analysed and presented for management decisions, programme adjustment and donor reporting.
  • Knowledge of programme design, implementation and operational challenges in food and nutrition security.
  • Analysis of both quantitative and qualitative data.
  • Proven ability to work with relevant technology and procedures (e.g., web-based databases and other statistical applications) to produce analysis and develop and share quality reports and visualizations.
