BACKGROUND

The World Food Programme (WFP) is the largest humanitarian agency fighting hunger worldwide. WFP pursues a vision of the world in which every man, woman, and child always has access to the diverse food needed for an active and healthy life. In Kenya, WFP leverage its track record with the Government and people of Kenya in four broad areas: strengthening of systems and institutions; innovation for self-reliance; supply chain expertise; and field presence and partnerships. Under strategic outcome two, WFP broadly focuses on strengthening food systems, using livelihood and asset creation, CBT and in-kind transfers during lean seasons. The programmes provide platforms for layering new technologies for climate change adaptation; attracting men and women including male and female youth in agribusiness, and supporting traders and retailers in enhancing efficiencies in supply chains that improve the affordability and quality of food for WFP beneficiaries and broader populations.

The promotion of gender equality and women’s empowerment is intrinsic to WFP’s development and humanitarian approach and a precondition to fulfilling its dual mandate of ending global hunger and saving lives. The WFP Strategic plan (2022-2026) prioritizes gender transformative approaches in its programmes, recognizing GEWE as an objective and solution to persistent hunger and malnutrition while at the same time ensuring the safety and security of the beneficiaries. Asset creation and cash transfers as enhancing household livelihoods are equally avenues to mitigate and reduce gender-based violence.

 

RATIONALE, OBJECTIVE AND SCOPE

The Cash Based Transfer (CBT )& Livelihood Activities impact evaluation (IE) is aimed at assessing the impact of WFP’s cash transfers and livelihood activities on women empowerment, measured through women’s labour supply, enhanced self-autonomy, control over cash flows and other non-monetary outcomes. While a larger body of evidence exists regarding the link between cash transfers and some social outcomes, the research has exposed significant evidence gaps regarding the impact of these interventions on gender equality, women’s empowerment, and other associated outcomes. For example, still little is known about the impact of transfers on female beneficiaries’ exposure to violence (both domestic and external), as well as on gender-differentiated outcomes unique to more vulnerable populations, such as the extremely poor or displaced.
The Intimate Partner Violence (IPV) module survey is intended to collect household data on women’s experience of violence as a key to gender empowerment. The ultimate objective is to analyse the extent to which intimate partner violence occurs within the sampled communities – which in turn will inform the resources that are required and the measures that can be taken to provide the necessary support. To facilitate this process,

WFP Kenya is looking for a GBV expert to provide consultancy support in the collection of the Intimate Partner Violence (IPV) data as a layer to the CBT gender impact evaluation that is currently being undertaken in Isiolo county. Specifically, the GBV expert is expected to;
i. Develop IPV administration protocol with a clear context referral mechanism for handling instances of IPV victims during data collection
ii. Build capacity of enumerators on GBV concepts, IPV explaining to enumerators how to handle IPV questions and equipped to deal with situations where the respondents are overwhelmed answering this IPV module.
iii. Hire a GBV research assistant preferably from Isiolo county to provide technical
support in training and data collection as well as a better understanding of the socio-cultural norms in the context
iv. Provide technical support in the collection of IPV data ensuring quality control and adherence to IPV administration protocols

 

KEY ACCOUNTABILITIES (not all-inclusive)

Deliverables and Estimated duration

  1. Contextualize the IPV module – 1 day
  2. Develop IPV administration protocol with a clear context referral mechanism for handling instances of IPV victims during data collection – 4 days
  3. Identify and hire Local GBV research assistants and enumerators to support with data collection – 2 days
  4. Train of the enumerators on GBV-IPV including data collection protocols – 3 days
  5. Lead and coordinate the data collection team, supervise data collection in the selected sites, quality checks and control of data collection – 15 days
  6. After Action review report. Data cleaning and sharing with OEV/ DIME team – 2 days

 

DURATION

The exercise will be for 30 days effective from the date of signing the contract

STANDARD MINIMUM QUALIFICATIONS

The Gender and GBV Assessment Consultant shall have;

  1. An advanced degree in gender studies, human rights, development studies, social sciences or other relevant fields
  2. At least 5 years of progressively responsible experience in the gender and GBV areas at different levels
  3. Demonstrated knowledge and experience with networks in the gender, development, and humanitarian fields
  4. Specific experience in conducting qualitative research including key informant interviews and focus group discussions, with specific experience in working with women and at-risk groups
  5. Fluency in oral and written communication in English and Swahili. Knowledge of the local language spoken in Isiolo county is an added advantage
  6. Experience in working with diverse people in a culturally sensitive manner and in applying principles of ethical and safety researching GBV including sexual violence
  7. Knowledge of the political, economic and social situation in Isiolo county
  8. Strong analytical and communication skills, including facilitation, organizing, partnership and teamwork
