BACKGROUND

WFP’s Regional Bureau for East and Central Africa covers one of the most food insecure regions of the world and an area with WFP’s large operational footprint. There is a great need of providing timely and accurate food security and related information to support evidence-based programming in the region, and RAM activities have expanded significantly in recent times, covering both the needs assessment and programme monitoring related activities.

The RAM Unit is a technical information and decision support service for WFP and partners. The unit aims to provide high quality, timely and effective information to support and inform operational decision-making, well designed and better targeted programmes. This includes conducting household assessments, food security monitoring, geo spatial analysis, monitoring of food prices in local markets as well as conducting emergency food security surveys and in-depth studies to understand the nature of food insecurity affecting a population. RAM also assesses the risks to people’s livelihoods as well as tracking emerging food security problems. RAM’s analyses support WFP decision-making in designing and managing emergency and development programmes. This information is crucial for targeting the most food insecure people.

 

JOB PURPOSE

The M&E Associate has an essential role in the implementation of the Regional RAM Strategy and Planning. The staff member supports analysis and review of CO data and the regional RAM reports through collaboration with regional thematic and functional teams. The M&E Associate will work under the guidance and supervision of the Regional Monitoring Adviser/M&E Officer and will perform the following responsibilities.

 

KEY ACCOUNTABILITIES/RESPONSIBILITIES

  1. Review the Country Office CSP results’ chain data to ensure alignment with corporate Monitoring and Evaluation (M&E) standards in monitoring activities, including standard operating procedures (SOPs), the Corporate Results Framework (CRF), Risk Based Monitoring Framework, other corporate monitoring guidance.
  2. Continuously identify evidence needs in consultation with RAM and technical units.
  3. Monitor mainstreaming of gender, equity, disability, protection, human rights and other inclusion issues in all M&E work, as appropriate.
  4. Support the design of questionnaires in MODA, question guides and data analysis plans for specific information needs, review the toolkits for output, process and outcome monitoring to identify a standard process for regional analysis and reporting.
  5. Verify, clean, analyze, interpret and visualize monitoring data according to information needs of different audiences.
  6. Conduct regular data quality checks at different stages of the monitoring cycle, ensuring that monitoring data and reports are timely, complete and of high quality.
  7. Support the review of Logframes against Line of Sight to ensure its alignment to the CSP narrative part and Corporate Results’ Framework.
  8. Support the review of Monitoring and Review plan and budget as part of the overall VAM, M&E planning and budget tool.
  9. Provide inputs on the development of country/regional and corporate digital system to support the monitoring processes.
  10. Support arrangements of the training and workshops and webinars.
  11. Prepare the NFR for regional monitoring meetings and track implementation of agreed actions.
  12. Perform any other related duties, as required.

STANDARD MINIMUM QUALIFICATIONS

Education:  University degree in Social Sciences, Economics, Statistics, Mathematics, Food Security, International Development, or related fields.

Languages: Fluency in oral and written in English, a second UN language (especially French) would be advantage

 

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Experience: At least five years of progressively responsible experience in in the area of monitoring, research or assessments

Knowledge and skills

  1. Knowledge of quantitative and qualitative data collection and analysis as well as development of data collection tools and reports.
  2. Understanding on how to work on databases.
  3. Knowledge of programme design, implementation and operational challenges in food and nutrition security
  4. Ability to work with detail and precision.
  5. Ability to work in a team and maintain effective partnerships.
  6. Willingness to build capacity of others through formal and informal training processes, including developing relevant documentation and training materials.
  7. Ability to deliver results through efficient planning and organizing activities.
  8. Ability to prioritize and quickly adjust ways of working in a fast-changing environment.
  9. Proven ability to work with the necessary technology for monitoring (e.g., web-based data collection tools and databases).
  10. Ability to effectively communicate orally and in writing
