About  WFP :

Organiwational context :

Job holders operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.

Background and purpose of the assignment :

The school feeding in Sierra Leone begun just after the independence of the country to address different issues including schooling disruption due to conflicts and ensuing humanitarian crisis, pervasive poverty, huge numbers of children of school age out of school, gender inequity that militates against the education of girls, high dropout rate especially among girls, poor performance in public examinations, poor health and acute malnutrition, among others.

It is against this backdrop that several international development organizations such as Care International, the World Food Programme (WFP), Catholic Relief Services (CRS), Plan international, World Vision and Caritas, among others have provided school meals in the country. In 2016, the Government of Sierra Leone launched a national school feeding programme, as part of the President’s Recovery Priorities which however successfully operated for only a few school terms (trimesters) but was suspended due to funding and operational challenges. WFP is resuming its school feeding programme targeting 35,000 in two districts (Kambia and Pujehun) from October 2018 after a suspension period due to funding constraints.

The Government under the leadership of the newly elected President has made education its top priority and has launched Free Quality Education initiative since the school year 2018/2019. It has allocated some 69 billion Leones for its own school feeding intervention and has requested WFP to help with procurement and transportation of food commodities to reach 420,000 children for 6 months.

Following a joint study visit of the Government (Ministry of Education, Ministry of Agriculture, Ministry of Finance and Ministry of Health), WFP and NGO Catholic Relief Service to Brazil Centre of Excellence, the Government has strengthened its intention to develop a national school feeding programme especially pursuing a “home grown” school feeding model linking school feeding, support for smallholder farmers, and domestic food production.

Key accountabilities (not all-inclusive) :

Under the direct supervision of the Deputy Country Director / Head of Programme, and the overall supervision of the Country Director, the incumbent is responsible for ensuring the effective and quality implementation of WFP school feeding, and ensuring WFP’s support to the Government’s scaled up school feeding programme as well as to the development of a national school feeding programme, specifically through the following duties:

  1. Plan, monitor and coordinate the implementation of WFP school feeding in close collaboration with in-house CO units including programme, VAM, M&E, budget and programming, Logistics, and procurement;
  2. Enhance WFP’s strategic and technical positioning in the Ministry of Education and lead the school feeding technical committee in close collaboration with the SF programme assistant;
  3. Coordinate with all the stakeholders including the Ministry of Education, CRS, and JAM, UNICEF;
  4. Follow up closely the implementation of the Government’s scaled-up SF programme closely monitoring its budget and expenditures as well as food pipeline;
  5. Conduct field monitoring and support visits;
  6. Coordinate the support for the Government of Sierra Leone in developing a national school feeding programme in close collaboration with CO’s relevant unit especially with the livelihood support team;
  7. Ensure the effective monitoring and reporting of the school feeding activities;
  8. Perform any other tasks as required.

Standard minimum qualifications :

Education:

Advanced University degree in International Affairs, Social Sciences, Economics, Statistics, Agronomy, or other field relevant to international development assistance, or First University Degree with a minimum of 5 years of experience in the field of education and preferably school feeding within structures of the Government, the United Nations or NGOs and/or trainings/courses.

National Professional: Fluency (level C) in English language and the duty station’s language, if different.
