Standard minimum qualifications :

Education: 

Advanced University degree in Sociology, Social Development, Development, Economics or Performance Management or other relevant field, or First University degree with additional years of relevant work experience and/or training/courses.

Language: 

Fluency (level C) in English language. Fluent knowledge in Portuguese desirable.

Organizational context :

The selected candidate will report to a more senior Programme Policy Officer.
Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.

Job purpos :

WFP Mozambique CO is currently expanding its programs under responsibility of the nutrition unit as a result of fundraising efforts and cyclones Idai and Kenneth, this latter affecting approximately 2.3 million people. The new emergency operations/activities include:

  • The expansion of nutrition emergency response interventions beyond the lean season response program to cover the cyclones affected districts, this entails a scale-up from 5 districts to over 55 districts;
  • Demand generation (SBCC) at community level through community mobilization, community radio and support to screening and referral activities to improve management of acutely malnourished children;
  • Awareness raising activities using community radios in support to government HIV services in part of cyclones affected districts; and
  • To support the planning, implementation, and expansion of monitoring and evaluation activities of all above mentioned emergency programs and interventions and guided by WFP monitoring and evaluation frameworks as well as the country office review and evaluation plan, a Monitoring and Evaluation Officer is needed to support the WFP CO nutrition unit including the Sub-offices teams operating nutrition programs.

Key accountabiblities (not all-inclusive) :

  1. Support planning and implementation of monitoring and evaluation activities on effectiveness of all nutrition interventions (e.g. beneficiary needs and status, nutrition status, programme modalities, implementation challenges, etc.);
  2. Review and give technical feedback on monitoring and evaluation plans for new programmes to ensure that plans are risk-based and focus on measuring results (e.g. checking monitoring and evaluation budgets are allocated and appropriate log-frame indicators and outcome targets are documented);
  3. Contribute to the analysis of outcome data and recommend improvements to programme interventions and to enhance WFPs ability to demonstrate outcome focused results;
  4. Produce frequent monitoring and evaluation progress reports with status of results and implementation of improvements;
  5. Follow-up on monitoring and evaluation findings to ensure that corrective actions are taken and/or adjustments are made to programme responses as required;
  6. Support on training of national and partner staff in appropriate monitoring and evaluation techniques to build capacity of staff, increase awareness on the importance of monitoring and evaluation and encourage accountability for demonstrating results;
  7. Work in close collaboration with internal counterparts and external partners to strengthen the quality, accuracy and consistency of M&E activities in the field, based on credible performance evidences;
  8. Provide monitoring and evaluation findings and recommendations to support performance planning and risk analysis, emergency preparedness, security risk management and risk mitigation activities, based on transmitted processed data;
  9. Support on lessons learned (1) workshop guidelines: methodology and tools for internal counterparts and external partners, (2) consolidate the lessons learned and recommendations;
  10. Provide information on nutrition activities and reports consolidation;
  11. Support on COMET reconciliation;
  12. Other as required.

Ohter specific job requierments :

  • Experience in project management in a related field;
  • Experience in project implementation and coordination among several teams;
  • Strong analytical skills with the ability to analyse and interpret information and draw out the key messages;
  • Strong oral and written communication skills, able to clearly articulate insights to stakeholders in WFP;
  • Proven leadership skill and excellent inter personal skill. Ability to lead, motivate and develop teams;
  • In-depth understanding of WFP program, objectives and strategic priorities;
  • Willingness to travel extensively to the field;
  • Solid organizational skills including attention to detail and multitasking skills.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE :
  • Typically one to three years or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development, with working knowledge on Public Health.

Terms and conditions :

Duration of contract: 6 months with possibility of extension.
