Conflict in the Democratic Republic of Congo (DRC) led to a rapid influx of refugees into Zambia in late 2017. The Office of the Commissioner for Refugees (COR), with the support of the United Nations High Commissioner for Refugees (UNHCR) and other government counterparts established a new Congolese refugee settlement in Mantapala, Nchelenge District (Luapula Province) to be integrated with the host Zambian communities. Approximately 14,000 refugees are currently settled in Mantapala. Since December 2017, WFP has been assisting the refugee population with a food basket that allows them to meet the required 2,100 kcal/person/day, to transition to cash-based transfers by the end of 2019.
A monitoring assistant is required in WFP’s field office team based in Nchelenge, Luapula, to oversee distribution, post-distribution and outcome monitoring, as well as to monitor the execution of cash-based transfer activities for the refugees in the area.
Standard minimum qualifications :
Education :
Completion of secondary school education. Diploma/Certificate and relevant work experience on Development, Social Sciences, Agri-business, Business Studies, Economics, Accounting, or Finance.
Language :
Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.
Organizational Context :
These jobs are found primarily in WFP Field based Offices, and job holders typically report to Programme Policy Officer or Programme Associate. The reporting lines may change depending on the size of the office.
At this level work is carried out under minimum supervision. Job holders are expected to produce organised and accurate technical work and reports. They may provide guidance on standard practices to other staff and counterparts in their area of work.
Job purpose :
To perform monitoring activities within a specific coverage area, serve as CBT focal point in the field office, and provide reports to support the effective delivery of assistance packages.
Key accountabilities (not all-inclusive)
- Provide the Country Office with accurate and up-to-date information on the food security situation of Kenani Refugee Transit Centre and Mantapala Refugee Settlement.
- Prepare monthly travel/monitoring plan.
- Verify that the identification and registration of eligible beneficiaries is being carried out in line with WFP guidelines and agreements signed between WFP and Cooperating Partners.
- Conduct regular monitoring and reporting of food distribution activities in Kenani Transit Centre and Mantapala Refugee Settlement. Identify potential problems and support the overall programming process. This will include the following:
- Check that correct food or cash assistance distribution procedures are being followed at the distribution sites as outlined in guidelines and agreements with cooperating partners.
- Conduct Beneficiary Contact Monitoring and On-site Distribution Monitoring to establish the utilization of the food and cash assistance programmes as well as beneficiaries perceptions on the quality of food and cash assistance.
- Participate in household assessment about the overall impact of the food and/or cash assistance in tackling problems of food insecurity through Outcome Monitoring in Mantapala settlement.
- Support CBT electronic reconciliation and reporting platforms.
- Support financial education programmes for persons of concerns.
5. Regularly check that warehouses and stores which are being used for the storage of WFP donated food commodities are meeting the appropriate standards in terms of cleanliness, stacking, record keeping and overall management etc, as laid out in WFP guidelines.
6. Liase with cooperating partners, NGOs, local authorities and other government entities in Kenani Refugee Transit Centre and Mantapala Refugee Settlement aimed at efficiency and timely food access to beneficiaries.
7. Provide guidance for cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to complete self-monitoring tasks and to contribute to the visibility of WFP in the coverage areas.
8. Maintain information records and monitoring plan documentation, such as records of commodity movements and programme checklists, in order to assist in the effective delivery and distribution of food items or non-food items.
9. Prepare field mission reports to document programme implementation.
10. Follow set emergency response processes and procedures for emergency food and/or cash assistance.
11. Any other activity as required.
