HEALTH, NUTRITION AND POPULATION GLOBAL PRACTICE CONTEXT:

The central contribution of the HNP Global Practice to the World Bank’s twin goals is to enable the achievement of Universal Health Coverage (UHC), in which all people are effectively covered by essential health services, and nobody suffers undue financial hardship because of illnesses. The HNP Global Practice includes staff members in Washington, DC, and many country offices.  The HNP Global Practice works with and across multiple sectors, in recognition of the fact that HNP outcomes often depend on actions that lie outside the HNP sector. The HNP Global Practice supports country and regional efforts to: (i) improve health outcomes, especially for the poor and most vulnerable; (ii) expand access to high-quality HNP services, interventions and technologies that give the most value for money; (iii) strengthen health systems for results; (iv) establish and improve health financing mechanisms that promote efficiency, equity and sustainability of investments; (v) strengthen heath-relevant institutions within and outside the health sector; (vi) harness multisector policies and investments for better health outcomes; and (vii) develop and learn from rigorous impact evaluations.

 

AFRICA REGION CONTEXT:

Africa has registered strong economic growth in recent years that has helped to reduce poverty levels in the continent. Yet, as Africa’s population expands, the region faces a critical challenge of creating the foundations for long-term inclusive growth. Many countries still contend with high levels of child and maternal mortality, malnutrition is far too common, and most health systems are not able to deal effectively with epidemics and the growing burden of chronic diseases. These challenges call for renewed commitments and accelerated progress toward Universal Health Coverage (UHC)—the principle that everyone receives needed health services without financial hardship.

Most African countries have integrated UHC as a goal in their national health strategies. Yet, progress in translating commitments to UHC into expanded domestic resources for health, effective development assistance, and ultimately, equitable and quality health services, and increased financial protection has been slow. To accelerate progress toward UHC in Africa, the countries will require political leadership and a clear strategic vision to achieve their UHC targets and to be able to eliminate preventable maternal and child deaths, strengthen resilience to public health emergencies, reduce financial hardship linked to illness, and strengthen the foundations for long-term economic growth.

 

HAEH2 Unit

The HNP team in Africa is divided into four units, each covering three World Bank Country Management Units (CMUs) – one CMU in the World Bank can be responsible for managing the World Bank’s relationship with one or more countries. The HNP unit, HAEH2, covers the DRC, Kenya, and South Africa CMUs, which collectively comprise of thirteen countries, and is responsible for a large program of lending operations and advisory services and analytics (ASA). The HAEH2 currently has several lending and non-lending activities such as ASA in countries under the South Africa CMU, i.e., Botswana, Eswatini, Lesotho, South Africa, and Namibia. In Eswatini, the Bank has two active lending operations: the Eswatini COVID-19 Emergency Response Project (ERP) and the Health System Strengthening for Human Capital Investment Project. In Lesotho, the Bank supports three operations, the COVID-19 ERP, the Nutrition and Health System Strengthening Project and the Southern Africa TB & Health Systems Support Project. In South Africa, the Bank finances two active operations, the COVID-19 ERP, and the Genomics-based Surveillance Project. The HAEH2 also has several ASA to strengthen health financing and health system governance in Eswatini and Botswana and human capital in South Africa, Botswana, and Namibia. In order to strengthen its activities in countries under the South Africa CMU, the HAEH2 is recruiting a Senior Health Economist/Senior Health Specialist to be based in Pretoria, South Africa. Given that this is a local recruitment, qualified applicants with South African citizenship, permanent residence or an approved status conferring a right to reside and work in South Africa will be considered on a priority basis.

 

Duties and Accountabilities:

Working under the supervision of the Practice Manager, HAEH2, the Senior Health Economist/Senior Health Specialist will have the following key responsibilities, inter alia:

  •  Lead or support development and implementation of the Bank’s HNP country specific and/or regional operations in the South Africa CMU. This will include: (i) leading technical discussions; and (ii) monitoring the Bank portfolio on a day-to-day basis in close collaboration with the relevant government agencies, development partners, and the wider Bank team.
  •  Lead or support ASA related to strengthening health systems including health financing, governance, service delivery, health emergency preparedness and response, linking health to broader human capital development topics and/or related topics in the South Africa CMU countries.
  •  Organize and lead missions of the health team.
  •  Lead or contribute to policy dialogue with government counterparts at the national and subnational levels and with other relevant stakeholders.
  •  Help teams with building and maintaining partnerships and networks within the Bank (in HNP GP as well as other GPs) and with external partners including the governments.
  •  Review and provide sector specific or cross-sectoral inputs for various operational and policy documents (e.g., sector/country briefings, background reports, portfolio performance reviews, country partnership strategy, systematic country diagnostics, etc.).
  •  Respond to ad hoc information requests from internal and external parties.
  •  Carry out any other activities required as part of the HNP team to support the development of the Bank’s work program in HNP in the South Africa CMU.  
  •  Mentor junior staff in the unit and country offices within the South Africa CMU.

Selection Criteria

Qualifications

  • Graduate degree in health economics, medicine, public health, or related field. Candidates with a PhD or combined degrees would have an added advantage. Candidates without a core qualification in at least one of these domains need not apply.
  • Minimum of 8 years of relevant experience in one or more of the following areas: health economics, health systems, public health, program management, service delivery, monitoring and evaluation, operations research in health.Experience in two or more of these areas is advantageous.
  • Strong knowledge and prior experience of working with/on health systems, including health policies and programs, challenges, and priorities in more than one country in Sub-Saharan Africa, preferably in Southern Africa
  • A proven track-record of leading policy dialogue, policy reforms, and/or service delivery innovations, and of working across sector boundaries.
  • Proven analytical skills linking economic and/or technical thinking and quantitative analysis, and the ability to inform high-level policy dialogue through strong communications (including writing) skills.
  • Demonstrated track record of synthesizing complex analytics and results into user-friendly written outputs.
  • A proven track-record of leading or making substantive contributions to complex operational engagements as task team leader with significant operational responsibilities.
  • Demonstrated expertise in policy dialogue and the ability to interact effectively with Government officials and a range of partners at various levels.
  • A drive for results, including a proven track record of high standards / accountability for work products, meeting deadlines, an ability to prioritize tasks within his/her work program and strategies for working collectively with others on the team to deliver products of the highest caliber
  • Diplomatic and client-engagement skills, and proven success working as a team member.
  • Experience working in fragile and emergency context in the health sector would be an advantage.
  • Fluency in English (excellent oral and written communication skills) is essential, with the ability to prepare documents on complex subjects, speak and write persuasively, and present ideas clearly and concisely.
