Background: 

The DRC Somalia Programme is the largest programmes in East Africa region and has been providing relief and development services since 1997. DRC is among the INGOs with the largest presence in Somalia, with country-wide programmes implemented through six main sub offices in Somaliland, Puntland, Hiran Region, Gedo Region, Bay Region and Banadir Region. Using a human rights framework, the DRC Somalia operations focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrant.

 

Overall purpose of the role:

The Economic Recovery Assistant is based in Mogadishu with regular visits to the project field sites in Balcad town and its selected surrounding villages. The post holder is responsible for the daily follow-up of the activities such as liaising with relevant stakeholders, beneficiary targeting and selection, and monitoring of project progress.

Responsibilities:

Sector-specific duties:

  • Assist the Project Officer and the Team Leader for Balcad in carrying out Cash for Work (CFW) activities for the Conditional Cash Transfer and providing CFW tools for repairing and rehabilitating small-scale community infrastructures.
  • Assist the Project Officer and Team Leader in the procurement and distribution of veterinary drugs for agro-pastoralist communities.
  • Facilitate the training of agro-pastoralists and store owners of veterinary drugs on supply chain, drug qualities, safe storage mechanisms, and business skills.
  • Provide veterinary services to prevent livestock loss for Agro-pastoralist.
  • Assist the provision of fodder seed for planting and the utilization of feed to livestock by agro-pastoralist communities affected by droughts.
  • Assist the facilitation of fodder training on fodder establishments and conservation, and records keeping to fodder farmers in targeted locations and beneficiaries.
  • Facilitate the Training of Trainers (TOTs) to Lead Farmers on good agricultural practices (GAP) and smart agriculture in riverine communities.
  • Support lead farmer TOTs to cascade GAP training and facilitate refresher sessions with their fellow riverine farmers (Each ToT lead Farmer will train 30 fellow farmers).
  • Assist the procurement and distribution of agricultural inputs (i.e. seeds, tools, and tractor hours) to farmers affected by drought, locusts, and floods, and support farmers with micro-irrigation kits (Diesel Generators).
  • Support the establishment/preparation of demonstration plots for riverine farming communities to show their best use of improved fodder production techniques.
  • Assist the Project Officer and the Team Leader in the facilitation of training to government staff, officials and community animal health workers (CAHWs), community health workers (CHWs), member agency staff on GAP and Locust control.
  • Support the voucher-based water trucking response to agro-pastoralists and riverine groups of beneficiaries in target location(s).

Other duties:

  • Assist the project officer in ensuring quality planning, implementation, and follow-up progress of activities against plans.
  • Mobilize and sensitize target communities on project goals and activities, and provide information on beneficiary selection and registration.
  • Support beneficiary selection and verification for various project activities as per targeting criteria in line with SCRP beneficiary targeting and selection tool (e.g. conditional cash transfer for Cash for Work, fodder production, agricultural inputs & training, vet drugs; water trucking, etc.).
  • Responsible for the registration of beneficiaries ensuring that beneficiary documentation is correctly captured and filed.
  • Ensure that the project engages local stakeholders and develops the local capacity for longer-term sustainability.
  • Conduct daily monitoring of project site visits, and follow up daily on any issues that arise.
  • Work closely with the MEAL team during the development of participatory assessment tools (i.e. questionnaires, key informant interviews and focus group discussions) and when conducting joint needs assessments, rapid assessments, and post-distribution monitoring.
  • Participate in documenting lessons learned, best practices, and case studies to contribute to sector learning.
  • Responsible for archiving project data into SharePoint folder (softcopies) and also hardcopies are filed in physical folders.
  • Prepare monthly/weekly plans and ensure timely submission of activity and monthly reports to line manager.
  • Work closely with Complaint Response Mechanism Officer, and ensure all CARSI feedback from beneficiaries (i.e. Complaints, Appreciations, Requests, Suggestions, Inquiries) as well as grievances from beneficiaries are addressed.
  • Provide administrative support within the area of operation including raising purchase requisitions, drafting agendas and minutes for meetings, and other clerical and secretarial duties as required.
  • Any other duties as assigned by the line manager.

 

Experience and technical competencies:

  • Experience and technical competencies: (include years of experience)
  • Have 2-3 years of relevant experience in crisis recovery and drought resilience programming, preferable with a track record in the following programming: conditional cash transfer for Cash for Work, fodder production, agricultural inputs & training, vet drugs; water truckingand/or other relevant fields of work.
  • Prior experience working with international NGOs in hard-to-reach areas and environments with high-security demand, and willingness to travel to all project locations on regular basis.
  • Proven experience in working with the local authority and community leaders in Jowhar district and/or other districts in the Middle Shabelle region and Hirshabelle State with a track record of building the capacity of government staff, partners, and communities.
  • Extensive experience in working with local communities through the development of Community Adaptation Action Plans (CAAPs), local community resource mobilization, and coordination with local authorities, diaspora, and private sector partners.
  • Excellent interpersonal, communication (writing and oral), reporting, and presentation skills in English and Somali language.
  • Excellent computer skills – Proficient in Word documents, Excel spreadsheet, PowerPoint, and Outlook.
  • Self-motivated, team player, and proactive character with proven ability to effectively plan and prioritize tasks, perform multiple tasks efficiently and meet deadlines.
  • Honest and trustworthy person with a proven commitment to accountability practices. Highly organized individual, capable of handling multiple priorities, meeting deadlines, and managing time effectively.

Education: (include certificates, licenses, etc.)

  • Minimum Diploma in Community Development, Agricultural Extension, or any other relevant field of education
  • Bachelor’s degree is preferred.

Languages:

Fluency in written and spoken Somali & English

Arabic is desirable
