JOB DESCRIPTION

As Regional Head of HSS, you will serve as the lead technical resource on Health, Safety, and Security risks and crisis management within East Africa and Yemen Region. This function is line managed by the Regional Director and managed in a technical dotted line by the Global HSS Director. This role acts as the technical supervisor for country HSS Managers or equivalent within the region and serves as a core member of the Regional Management Group and Crisis Management Team. Currently, the EAY Region consists of Kenya, Tanzania, Somalia, Yemen, Ethiopia, Uganda, Sudan, South Sudan, Djibouti, Mozambique, and Eritrea.

 

Specific responsibilities

  1. Trains and mentors Country Security Managers or equivalent in the region to enhance staff safety, security, and risk management.
  2. Facilitates dialogue and sharing between the Country offices on matters related to Health, Safety and Security.
  3. Provides technical guidance on specialized issues such as humanitarian access, negotiations, and risk management upon request.
  4. Assess, advice and support NRC’s partnerships regional engagements with local actors and authorities with the lens of health, safety, and security measures.
  5. Ensures that Regional Office staff receives security inductions and complete the necessary trainings.
  6. Ensure and foster active collaboration with HR at both regional and country in implementing duty of care/staff care initiatives

Generic professional competencies

  1. Minimum 7 years of non-profit or NGO work experience in international humanitarian assistance programs, with demonstrated capabilities in planning, organizing, and executing security management operations in high risk and volatile contexts.
  2. Minimum 7 years in the field of security. Demonstrated experience working in good cooperation with regional and country managers and developing cooperative and effective security risk management teams.
  3. Advanced knowledge of risk assessment and management best practices and international standards.
  4. Advanced knowledge of humanitarian security management best practices.
  5. Demonstrated experience in crisis management.
  6. Substantial and demonstrated prior experience as a trainer, with an effective and professional training style, and the ability to develop, implement, facilitate, and impart learning to senior management and to a wide range of audiences.
  7. Advanced report writing and good communication and presentation skills.
  8. Demonstrated understanding of humanitarian principles, codes of conduct, and NGO organizational culture.
  9. Fluency in English, both written and verbal.

 

Preferred:

  • Professional qualifications or studies in general management, HSS and/or risk management ;
  • Previous working experience with NRC is preferable ;
  • Prior work experience at the country level ;
  • Experience or qualifications in humanitarian access ;
  • Strong analytical skills and incident management ;
  • Experience or qualifications in negotiations ;
  • Experience in risks management for implementing partners or remote management ;
  • Professional qualifications and studies in security management and general management ;
  • Flexible, service oriented and with Team spirit.
