JOB DESCRIPTION

Position:                                          Logistics Coordinator (Female Only)

Reports to:                                     Area Manager

Supervision of                                Logistics and Procurement staff

Duty station:                                  Jijiga

Travel:                                             10 % travel to project sites

Duration and type of contract:   12 months

Background:

The logistics department in Jijiga operation is a very critical and busy function. Under Logistics Coordinator leadership, the team is expected to support the programme team operating in areas that include intensive travels to the project locations and ensure compliance with NRC and donors’ regulations. The Logistics Coordinator is responsible for the efficiency and timely support extended to the functions in the Jijiga Area Office.

 

RESPONSIBILITIES

Role and responsibilities

The purpose of a Logistic Coordinator is to implement delegated area of logistic responsibility and deliver a variety of procurement and other logistics related activities, including management of warehouse, fleet, distribution, and asset.

The following is a brief description of the role.

Generic responsibilities (max 10)

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.

  1. Ensure that set up comply with Logistical Handbook, NRC policies and donor requirements
  2. Implement NRC’s logistics systems and procedures at area level
  3. Prepare and submit logistics reports and analysis
  4. Develop and ensure proper filing system for all support documents
  5. Support line managers in procedures and require support team trainings
  6. Management of logistics team
  7. Provide anti-corruption, transparency and cost efficiency focus all processes (e.g., in procurement, vehicle management, asset management)
  8. Ensure local SoP’s are properly developed/updated and disseminated
  9. Ensure safe and efficient transport of staff and materials/good
  10. Conduct operational and market assessment in the new areas of NRC.

Specific responsibilities

Procurement:

  1. Oversee all procurement activities at the Jijiga Area Office
  2. Work closly with program to ensure the procurment plans for all project are in place and ensure daily follow of the implementaion of the procurment plans
  3. Responsible for ensuring the procurement activities are in accordance with budget lines and annual plans and serve the best interests of NRC and its operations.
  4. Provide leadership to the procurement team to ensure that all procurements are finalized in timely and quality manner, ensuring compliance with NRC Logistic Handbook/SOPs and donor guidelines.
  5. Support in following up on the procurement plans and requisition tracking in all offices
  6. Responsible for prequalification processes and establishment of Suppliers and Service Providers databases.
  7. Responsible for all framework lease agreements in accordance with NRC procedures including renewals.

Warehouse management:

  1. Responsible for ensuring that warehousing practices are in accordance with the NRC Logistics handbook standards
  2. Ensure that the storage facilities/warehousing are secure, fit for purpose, managed, and meet health and safe working practice requirements, including food commodities
  3. Responsible on monthly stock report

Asset Management:

  1. Responsible for all NRC assets management in accordance with NRC regulation and procedures.
  2. Ensure that the system of controlling assets movement between personnel, programmes and locations is in place and working adequately.
  3. Ensure appropriate disposal of assets as required in accordance with NRC and donor guidelines
  4. Ensure a monthly report on the asset condition that include disposal, transfer, and donation reports in the line with NRC logistics HB and the country SOP

Fleet management

  1. Oversee the management of all transport and fuel issues; responsible for ensuring implementation of NRC Fleet Management System such as:
  • Vehicles are driven safely and maintained appropriately,
  • Vehicles are insured,
  • All damages are reported accurately and timely,
  • Ensure that vehicle equipment (first aid kits, communications etc.) is complete and serviceable.
  • Fuel usage is correctly managed, logged, recorded, and analyzed.

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • CMG members
  • Service providers, transporters, shipping agents, travel agents etc.,
  • Logistics, finance & Program staff

Scale and scope of position

Staff:1 logistics officer, 3 logistics assistant, 5 drivers, 1 logistic Intern.
Stakeholders:Logistics cluster, UN agencies, INGOs, local NGOs, civil society, governmental bodies
Budgets:Logistics budget
Information:UNIT4
Legal or compliance:Term of employment, vendors, donors, NRC anti-corruption policy, supplier’s Government tax, customs, and tendering regulation

 

QUALIFICATIONS

Generic professional competencies:

  • University degree in business administration or equivalent.
  • Experience from working as a Logistic Coordinator in a humanitarian/recovery context humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Fluency in English, both written and verbal
  • Knowledge about own leadership skills/profile is require

Context/ Specific skills, knowledge, and experience:

  • Candidates with supply chain management training are desired.
  • Knowledge of the context in the Jijiga Area Office
  • Willing to travel to remote project locations, ability to work flexibly including weekends.
