Background

NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubbaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences; Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).

NRC Somalia is part of NRC’s East Africa and Yemen regional operation which comprises of large-scale multi-country humanitarian and early recovery interventions spread across Ten countries (Kenya, Somalia, Ethiopia, Djibouti, Yemen, Eritrea, South Sudan, Uganda, Tanzania and Sudan).  NRC’s overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi country programming and ensuring quality and coordination.

Role Specific Information

The purpose of this position is to oversee responses by field-based Emergency Response Teams under the guidance of the Country Director. S/He is responsible for the planning, data management and implementation of emergency activities in Somalia, in close collaboration with the Area Managers and Head of Programme.

Generic responsibilities:

• Ensure compliance with NRC policies, guidelines, and standards
• Ensure compliance with emergency strategy, tools, handbooks, guidelines, and standards
• Specific technical responsibility for implementation of technical activities of emergency response in line with Minimum Preparedness Actions (MPAs), including project documentation, financial controls, quality control, and monitoring and evaluation
• Provide specific technical support and capacity building towards emergency teams as assigned,
• In close collaboration with the CC specialists contribute to the development of macro LFAs reflecting the emergency response strategies and approach
• Provide specific technical analysis and feedback to NRC representatives and in external coordination forums as necessary
• Assess, promote, and document ideas for technical improvement and further emergency development options,
• Ensure that emergency interventions target beneficiaries most in need, and explore and asses new and better ways to assist
• Promote the rights of IDPs/returnees in line with the Advocacy Strategy.

Specific responsibilities:

• Provide and collate regular data on context analysis, early warning/ risk monitoring, trigger indicators, and minimum preparedness actions.
• Ensure proper assessment and documentation of emergency response activities.
• Ensure that project / assessment data is properly collected, centralized, analyzed and used via an adequate data management system,
• Support the consolidation as well as the enhancement of cash-based interventions and market-based approaches within (and across) rapid emergency responses, where appropriate.
• Ensure all relevant stakeholders are included in the planning and implementation of emergency response projects as appropriate.
• Support the field teams to ensure safe programming principles are embedded in all emergency response interventions.
• Ensure proper archiving of all intervention documents.
• Support in coordinate contingency planning and emergency preparedness, in close collaboration with NRC staff and external partners.
• Responsible for an up-to-date emergency preparedness plan (EPP) for all area offices, reviewing of minimum preparedness actions on a regular basis.
• Responsible for tracking and monitoring the completion of MPAs, operation capacity assessment and providing regular updates to area offices.
• Training and development of NRC staff in emergency response mechanisms.
• Ensure timely and accurate development of emergency response projects procurement plans, recruitment plans, and spending plans and ensure the same is shared with relevant support colleagues.
• Coordinate the emergency aid delivery and lead the Emergency Response Teams (ERT) on the ground when required.
• Monthly activity/project reports, emergency response dashboard and other reporting as required.
• Ensure adherence to donor requirements, humanitarian principles, SPHERE, Do No Harm, and other international standards for emergency work.
• Ensure adequate and timely responses to identified needs, in line with donor requirements.
• Monitor, evaluate and suggest changes and improvements in emergency response approaches and resources.
• Implement the accountability plan within all Emergency activities.
• Identify protection issues and advocate for appropriate responses.
• Liaise and coordinate with UN and I/NGO partners, local authorities, and beneficiaries in planning and response to emergencies, preparedness, and contextual understanding of areas of NRC operations.

Our Ideal Candidate:

We are looking for a university graduate in Relevant education background (Social Sciences), with a minimum of five years previous experience in emergency response. Experience working in complex and volatile contexts, in particular in Somalia.  Technical assessments, refugee/IDP emergency response, cash or voucher-based expertise relevant to the role. Documented results related to the position’s responsibilities. Understanding and respect for humanitarian work, particularly relating to refugee and displacement issues. Fluency in English, both written and verbal.
