  Health Safety and Security Assistant (National Position) Advertisement

NRC resumed operations in Sudan in 2020, providing humanitarian assistance, protection, and durable solutions. Our country programme integrates all of NRC’s six core competencies (camp management, education, ICLA, livelihoods, shelter, and WASH), and provides a rapid response capacity (including for the recent refugee emergency in eastern Sudan), and thematic capacities for cash and markets-based approaches, advocacy, digital modes of assistance, and co-leading various technical and strategic coordination platforms.

The following is a brief description of the role:

Health Safety and Security (HSS) Assistant role will assist the smooth implementation of NRC programming in Kutum, ensuring NRC staff, contractors, volunteers, and beneficiaries are operating in a safe environment.

The HSS assistant, will be responsible for the security of premises through the monitoring of contracted Security companies, the safety of staff during movements, the regular information sharing regarding context updates and situation in the areas of operation.

The HSS assistant will alert all staff when there is an incident, also he/she will conduct headcount if necessary. He/she will be a connection with staff, and staff could get in touch if necessary.

Generic responsibilities

  1. Ensure adherence with NRC Sudan Security Management Plan and SOPs
  2. Implement delegated Security tasks according to plan of action
  3. Prepare and develop status reports as required by the Field Coordinator and HSS Manager
  4. Ensure proper filing of documents
  5. Communicate and arrange meetings with various stakeholders
  6. Ensure security support to projects targeting beneficiaries most in need, and explore and asses new and better ways to support Program teams
  7. Scan and file documents as per the securing and storing documentation policy
  8. Promote and share ideas for technical improvement
  9. Ensure proper coordination with Area Office in El Fasher and maintain availability to respond to requests from the HSS Officer or Area and/or HSS Manger.

Specific responsibilities

  • Monitor and control all NRC movement activities on a daily basis
  • Coordinate with transport section for facilitating the transport for staff and visitors
  • Update and maintain accurate mapping details showing team locations, work areas or sites
  • Update and maintain accurate mapping details showing incidents location
  • Track incidents through the NRC systems for recording and analysis
  • Operate communication systems such as satphones
  • Alert security focal point/s of important events, by monitoring internet, TV and radio news in English and Arabic, as well as via security alert systems.
  • Awareness of every single event or issue that happens during duty.
  • Act as an information relay, and to immediately pass any information which requires action or involvement by additional parties.
  • Immediately respond as per NRC SOPs in the event of a medical emergency, and to immediately relay information to relevant parties involved in emergency actions as specified in the SOPs.
  • Provide accurate and precise interpretation of any messages not transmitted in English.
  • Conduct comms check with all guards on night shifts and weekends every second hour, log and present this to line management when asked to do so.
  • Responsible to communicate any problem they face to their immediate supervisor.
  • Fulfilling any other related tasks that may be assigned by supervisor.

Generic professional competencies:

  • A minimum of 3 years of non-profit or NGO work experience within international humanitarian assistance programs.
  • Advanced knowledge in communications technology, including, satellite communications, cell phone, etc.
  • Good knowledge of Sudan, ability to read and interpret maps and operate Google maps or similar.
  • Knowledge about hospitals, restaurants, hotels, government, and NGO facilities in the area of NRC operation.
  • Able to structure his or her thoughts and make an accurate and complete summary of a situation, under time pressure, at any time of day or night.
  • Must display intelligent ability to arrange vehicle moves to make best use of available assets and time.
  • High attention to detail and ability to neatly complete assigned paperwork.
  • Honest and trustworthy.
  • Proven communication, interpersonal, representation, negotiation, and skills.
  • Computer skills – database knowledge essential, wireless networking.
  • Trouble shooting’ skill with electrical and computer systems.
  • Well presented, confident, and sensible.
  • No other employment is allowed, HSS assistant may be required to work at any time of day or night and on any day of the week, at short notice.
  • Written and verbal English essential.
