JOB DESCRIPTION

The role of the Procurement Coordinator position is to assist the logistics Manager to coordinate Procurement and related activities in Cameroon. The Procurement Coordinator is responsible for the day-to-day implementation of operational logistics for the emergency operations conducted and provides gap filing and capacity building support to the Area Offices.

 

RESPONSIBILITIES

Generic responsibilities 

  1. Implement NRC’s systems and procedures at country and area offices.
  2. Ensure adherence to NRC policies, handbooks, guidelines, and donor requirements.
  3. Ensure proper filing of all support documents in office 365.
  4. Support Logistics managers with procedures and training of support team in the field
  5. Take the lead with framework agreement and follow up on its implementation

 

Specific responsibilities

These responsibilities are not exhaustive and shall be adapted to the particularities of the job location and context, phase of operation, strategic focus, and type of programme intervention.

  1. Review procurement documents for conformity in Agresso and ensure procurement procedures are managed for National Tenders
  2. Coordinate technical training sessions for Area Officers and Logistics team in accordance with NRC policies.
  3. Responsible for archiving in office 365 according to NRC standards and policies in effect in the Country Program
  4.  Verify, Analyze, and compile logistic reports of the different offices according to the reporting schedule (purchase tracking report, contract follow-up, pricelist update, vendor database procurement plan follow-up).
  5. Participation in procurement analysis committees, supplier identification and evaluation, inventory, specific logistical activities in the field offices.
  6. In charge of tracking and bills of Terra Mar, orange, rent, etc.
  7. Manage suppliers and their registration in Agresso.
  8. Supports the Logistics Manager in preparing teams for internal and external audits in the Country.

 

QUALIFICATIONS

1. Professional competencies

These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies:

  • Experience from working as a Procurement Coordinator or équivalent in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Holder of an advanced degree in the field of logistics would be a plus.
  • At least five years’ progressive experience in INGO.
  • Experience working with donors like NMFA/NORAD, GFFO, ECHO, USAID, UNHCR, SIDA will be a strong advantage.
  • Should be very bilingual, speaking and writing English and French.

  • Salary/benefits: Grade 7 according to NRC’s salary scale and terms and conditions
  • Duty station: Yaoundé with 50% travel
