Duties
The incumbent is a Housing Clerk in the seven-person Housing section of the General Services Office. He/she is the project manager coordinating repair and improvement projects among residence landlords, vendors, work crews, and embassy escorts of over 150 Operating Lease residences in the Housing Pool. Incumbent serves as the Embassy point of contact for the Government of Senegal utility companies for water, electricity, sewage, and internet services. Incumbent maintains utilities invoices, claims, and work request files pertaining to Mission residences. Incumbent intercedes with the utility companies on behalf of the employee or offices of the Mission where service interruptions, infrastructure repair, emergency situations, billing, and other issues arise.
Qualifications and Evaluations
- Requirements:
- EXPERIENCE: At least two years’ experience in office, clerical or accounting, or real estate employment is required.
JOB KNOWLEDGE:
Excellent coordination, interpersonal skills, and initiative are necessary particularly in situations in which the incumbent is liaising with landlords, property managers or Utilities managers. Demonstrated computer proficiency is required, utilizing multiple software applications (e.g., MS Word, Excel, PowerPoint); documented ability to multi-task in work situations that are often time-sensitive is required. Incumbent must have knowledge of U.S. Government Leasing operations and procedures. He/she must have the ability to track requests related to the Housing section. Interpersonal communication is a key element for this position as it is used at many levels, inside and outside the Mission. Incumbent must enter invoices into a consolidated spreadsheet, verify data accuracy, and follow up on all pending payments.

English level III Good working knowledge written and spoken is required. French level IV Fluent written/Spoken, including ability to translate is required. (This may be tested)
SKILLS AND ABILITIES:
General knowledge in administrative support. Excellent interpersonal skills and flexibility are necessary, with a particular emphasis on negotiation skills. The incumbent will have to constantly liaise with vendors, customers, and different sections. Incumbent must have billing/invoice familiarity and ability to work on data for the utilities duties and as backup for the GSO sub-cashier. Incumbent must monitor and track all requests for the section; must have ability to maintain the tracking system related to landlord issues, utilities, or the section’s concern. Communication at various levels internal to the Mission and external: section chiefs, employees, Customer Service Center, landlords, contractors, developers, real estate agencies, Utilities companies.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
