Job Summary :
The Organizational Development Advisor (ODA) will provide technical leadership and facilitate the capacity building activity under RHITES -SW. She/he will be responsible for the capacity building strategy design, coordination and management of capacity assessment and associated technical assistance (TA) for civil society organizations (CSO) and EGPAF as needed. She/he will build internal capacity and train staff in use of designed strategies/ approaches For the CB RHITES-SW activity, the ODA will work with the Washington, DC technical lead to coordinate TA, respond to donor requests, and set-up assessments as needed. The ODA will lead TA activities based on his/her expertise and represent the Uganda capacity building team on all transition working group meetings.
Key Duties and Responsibilities :
- Provide strategic technical and leadership direction in development and implementation of Capacity Building Strategies.
- Train Staff and ensure that they are able to use and implement designed approaches/strategies
- Carry out impact assessment and design data driven capacity building interventions
- Work with &E functional head to develop indicators and have them included in M&E monitoring plan
- Coordinate and implement USAID’s NUPAS/Organizational Capacity Assessments (OCA) and other diagnostics as necessary to determine capacity development opportunities for local NGOs.
- Lead assessment of capacity development needs and the design and implementation of capacity building work plan/activity matrix
- Work in liaison with the Grants Department to develop the capacity building strategy for RHITES-SW local NGO sub grantees that will be selected for transitional grants
- In liaison with DBT Managers and Communication and Advocacy Advisor, ensure knowledge harvesting is done and shared through appropriate channels
- Support the development and delivery of technical assistance based on the NUPAS-OCA action plans and other identified gaps. This assistance will include.
- Support development, delivery, and logistics of capacity building mentorship, workshops, trainings, and events
- Provide executive coaching and mentorship to local NGO staff and managers in support of specific capacity development activities
- Monitor the progress of implementation defined capacity development activities and milestones and provide recommendations on appropriate follow on actions.
- Develop & disseminate reports as appropriate
- Develop a data base of resourceful consultants in areas of institutional development. Timely prepare periodic reports and disseminate to relevant stakeholders.
Qualifications, Skills and Experience :
- The ideal candidate must hold a Master’s degree in Public Heath, Business Administration, International Development, Organizational Development, Public Administration, Public Policy, or related fields.
- Experience with the NUPAS/OCA and strong capacity development skills , HR, HMIS quality improvement , health leadership skills will be of added advantage
- At least six years of professional experience working with USG awards.
- Solid experience with building capacity of CSO’s, FBO’s, government and private sector.
- Expertise in managing transition and building their capacity to self-reliance
- At least three years’ experience in institutional organizational development or adult learning using participatory approaches, including mentoring and coaching.
- Exceptional communication skills and a demonstrated experience in facilitating meetings, building consensus, and creating innovative ways to bring teams together.
- Possess exceptional management, organizational, and interpersonal skills including proven ability to resolve sensitive and complicated work issues with senior high-level country counterparts, donor representatives and senior-level staff.
- Fluency in English.
