1. BACKGROUND:

Country context:

Disaster risk

Mozambique is the third most vulnerable country in Africa to meteorological hazards, periodically suffering from cyclones, drought, flooding and related epidemics. Its 2700 km of coastline mark the western edge of the Mozambique channel in the south‐west Indian Ocean, an area which is one of the most active for tropical cyclone formation. Every year about 10% of the world’s cyclones are produced in the region, striking Mozambique almost annually. The country also lies downstream of nine international river basins, which demands effective and timely coordination efforts with upstream countries. The impact of climate change on health, water, and infrastructure as well as on food production are the main concerns, hampering progress towards Mozambique’s sustainable development goals (SDGs).

On 14 March 2019 at 11:30pm GMT, Tropical Cyclone IDAI made landfall near Beira City in central Mozambique. On 25 April a second tropical cyclone, Kenneth, made landfall in Cabo Delgado province in northern Mozambique, impacting an additional 170,000 people in an area plagued by armed conflict. According to the World Meteorological Organization (WMO), there is no record of two storms of such intensity striking Mozambique in the same season. Tropical storms, cyclones and floods affect every year people and crops from the central provinces of the country.

Armed conflict in Cabo Delgado

Mozambique is also affected by an internal armed conflict in its Northern Province of Cabo Delgado, with hundreds of thousands of internally displaced people. The International Committee of the Red Cross (ICRC) is present to respond to this complex humanitarian crisis.

The French Red Cross (FRC) and its Regional Platform of Intervention (PIROI) in Mozambique:

 

Background:

The French Red Cross has directed the PIROI regional programme since 2000, a programme which aims to “reduce the impact of disasters and the effects of climate change on the populations of the south‐west Indian Ocean” through disaster risk awareness, prevention, preparedness, and response.

The Mozambique Red Cross (CVM) is a member of the PIROI and has already benefited from the platform’s emergency response support since the floods in 2000. The Mozambique Red Cross has also benefited from various capacity‐building activities through regional workshops and training courses.

In March 2019, the French Red Cross contributed to the IDAI emergency appeal launched by the IFRC. PIROI deployed 100 tons of pre‐positioned humanitarian stocks from La Reunion Island and Mayotte to help 20,000 people affected by the cyclone in the province of Sofala. With the support of DG ECHO, the FRC helped distribute 1500 shelter kits in Beira City, Sofala province. More recently, in order to respond to the COVID‐19 crisis PIROI sent 15 consignments of equipment and local purchases to the 7 platform‐member National Societies, including Mozambique. CVM received a supply of surgical masks.

The French Red Cross (FRC) today in Mozambique:

The FRC opened a permanent Delegation in Maputo in March 2021, with a Base in Quelimane (Zambezia Province), in order to implement the “ECODRR” project linking Disaster Risk Management and Nature-based solutions to protect the mangrove ecosystem. The project is implemented in the Zambezi River Delta in partnership with the Mozambique Red Cross, WWF and Biofund and is funded by the French Development Agency (AFD). FRC’s component has 3 objectives:

  1.  Strengthening community resilience by using a river basin approach (Zambezi Delta) for disaster risk reduction.
  2.  Strengthening the capacities of the Mozambique Red Cross – particularly the Provincial/Zambezia branch – in disaster preparedness and response in order to provide effective and timely support to the community.
  3.  Strengthening the capacities of DRM stakeholders in the Zambezi Delta to better coordinate, prepare, and respond to disaster.

In the field, the French Red Cross (FRC) is coordinating with all Red Cross and other DRM entities in Mozambique to bridge gaps identified in terms of disaster risk management and adaptation to climate change, while building on existing capacities and expertise and developing synergies, including with non‐RC partners.

Reporting directly to the Head of Delegation ‐ Mozambique, the Project Manager is responsible for managing the “ECODRR” Disaster Risk Reduction (DRR) project in the Zambezia Province of Mozambique; and managing the Quelimane Base by coordinating at base level the project and support teams (log, admin-fin, HR).

While performing all of his/her duties, he/she will comply with French Red Cross guidelines and work closely with all partners, in particular with the Red Cross of Mozambique (Cruz Vermelha de Moçambique – CVM).

The key goals of the employee are defined as follows:

  •  Goal 1: Implementing the DRR project in the Zambezia Province
  •  Goal 2: Ensuring smooth running of the Quelimane base (coordination between the various departments at base level with close support from the Support Coordinator based in Maputo)
  •  Goal 3: Supporting emergency operations when necessary, working with the Head of Delegation, RC/RC and external partners

DESCRIPTION OF RESPONSIBILITIES

Goal 1: Implementing the Disaster Risk Reduction (DRR) project
  •  Ensure overall implementation of the project by guaranteeing that the goals are met on time and within budget. Where necessary, ensure that preventive and corrective measures are taken
  •  Manage the planning of activities, the procurement plan and generally the good use of resources in an efficient way and through teamwork
  •  Ensure performance-based management by working with team members
  •  Providing Delegation, PIROI and HQ teams with regular feedback on project progress
  •  Report quickly and accurately on any difficulties during project implementation, and help identify solutions
  •  Plan and manage the administrative, HR, financial and logistical follow-up of the project by applying the procedures of the FRC and the funding agency
  •  Ensure the technical quality of the project by working with relevant sector managers and following internal technical guidelines and international standards
  •  Regularly assess and provide feedback and recommendations on the quality of operations, including during field visits
  •  Ensure that the budget is spent in accordance with funding agency proposal and regulations and within the specified timeframe
  •  Work with the delegation’s support coordinator, ensuring budget and logistics monitoring
  •  Ensure good communication about the program in accordance with the rules imposed by the funding agency.
Goal 2: Monitoring, evaluation, accountability and learning (MEAL)
  •  Monitor and evaluate the progress and effects of the project, working with the Head of Delegation – Mozambique and FRC-PIROI teams
  •  Set up a system to monitor project indicators and update them monthly
  •  Regularly assess the project objectives and feasibility and realign activities if necessary and justified (with prior donor approval if required)
  •  Ensure proper knowledge management through reports, fact sheets, lessons learned, etc.
  •  Ensure narrative reports are prepared and submitted in a timely manner, and ensure consistency of financial reports to be submitted to the donor
  •  Assist in writing project proposals through technical inputs.
Goal 3: Contribute to external representation and coordination
  •  Represent the French Red Cross at meetings and events with partners
  •  Ensure coordination with project partners and stakeholders in the field
  •  Develop and maintain relationships with relevant stakeholders
  •  Attend RC/RC Movement and DRR working group coordination meetings
  •  Participate in organizing and implementing visits by PIROI technical advisors and funding agencies.
Goal 4: Contribute to prepare, plan and develop DRR strategy within the country
  •  Take part to the DRR proposals writing on request of the Head of Delegation
  •  Participate in operational coordination meetings in order to define the stratgey and next steps in the DRR field.

Goal 5: Base management and Coordination with support services:

  •  Help select, recruit, and train project staff
  •  Supervise and manage the project team and ensure their ongoing training
  •  Hold regular coordination meetings at base level
  •  Coordinate the support services at base level (logistics, Admin-Fin and HR) with the help of the Support Coordinator based in Maputo
  •  Budget holder of the base support costs
  •  Signs procurement requests as Head of Sub-Delegation and cheques for local payments

Goal 6: Security and safety:

  •  Contribute to base-level security plan and protocols, and monitor the local context
  •  Supervise and monitor staff compliance with base-level safety and security protocols, including writing incident reports when required.

Goal 7: Supporting emergency operations in case of disaster, working with the Head of Delegation, RC/RC partners and external partners

  •  Carry out an active monitoring and watch in DRR field in order to develop our strategy
  •  Help emergency operations in the event of a major disaster

Profil du candidat

Skills and knowledge required
  •  Technical expertise in disaster risk reduction (DRR) or similar/relevant community-based approach
  •  Good knowledge of the project management cycle and tools
  •  Good coordination and management skills
  •  Good level of English (oral and written) is essential
  •  Basic knowledge of Portuguese (or intermediate level in a close language like Spanish or Italian) is essential
  •  Autonomous and proactive
  •  Ability to organize public events at local and community level
  •  Good communication skills
  •  Good personal organization
  •  Proficiency with Microsoft Office softwares is essential
  •  Knowledge of the Red Cross Movement (optional)
Training and experience
  •  Training in disaster risk management and/or project management
  •  Experience in the field of Disaster Risk Management or similar/relevant experience
  •  Experience in community-based approach/community mobilization (being able to facilitate trainings, workshops and meetings with local representatives and community members)
  •  Experience in supervising a team and/or volunteers
Other
  •  Car driving license essential
